About this file

This document is a set of Questions and Answers (Q&A) for a federal roofing contract, primarily focused on roof replacement at Dyess Air Force Base. The project involves reroofing multiple buildings with specific requirements including standing seam metal roofing (SSMR), PVC membrane systems, and associated work such as replacing roof hatches, ventilators, and potential deck repairs. Key contract details include a 150-day Period of Performance (PoP), normal business hours of 7:30am-4:30pm, and Davis-Bacon wage rates.

The Q&A covers critical aspects of the project such as environmental monitoring, asbestos testing (none performed), waste disposal reporting, fall protection systems, and material specifications. The Prime Contractor is responsible for providing dumpsters, environmental monitoring, painting, and ensuring all roofing materials are from the same manufacturer. The contract requires 20-year No Dollar Limit (NDL) warranties, with specific color requirements for roofing materials (dark bronze, dark tan, or white/off-white). Contractors must coordinate with facility managers, coordinate with base security for access, and ensure occupied buildings remain fully functional during construction.

Q: Has an asbestos test been done on the existing built-up roofs, and what are the results?

No Asbestos testing has been performed on the roofs

Q: Who is providing the environmental monitor while tearing off? Is this required?

The Prime Contractor is responsible for providing any required monitoring, refer to NESHAP documents.

Q: Who is providing dumpsters?

All dumpsters for handling of roof tear-off and construction debris are to be provided by the Prime Contractor.

Q: Who is providing bathroom facilities?

Refer to SoW section 5.

Q: Who is to paint existing fascia and soffit?

The Prime Contractor is responsible for any painting requirements

Q: Some buildings call to provide new insulated curbs. Is this for A/C units, exhaust fans?

Or does this mean to re-insulate existing curbs

New Insulated curbs are required for roof mounted equipment. Insulating existing curbs does not meet the requirement for “new insulated curbs”.

Q: Are we to remove replace roof hatches if the existing is hatch is functional?

It is anticipated roof hatches not scheduled for demolition may require removal and reinstallation to allow proper flashing as per SMACNA or NRCA standards.

Q: Does 'replace roof ventilators' refer to power vents, exhaust fans for kitchens and bathrooms, or other specialty vents?

Kitchen, HVAC, and some other specialty vents may require removal and reinstallation to allow proper flashing as per SMACNA or NCRA standards. Roofs using ventilators for attic air flow must be equipped with new ventilators that are compatible with the new roofing material.

Q: Some plans call to relocate plumbing vents. Who hires the plumbing contractor?

Any work requiring additional trades involvement would be the responsibility of the Prime contractor

Q: Manufacturer Approval

Reference: SOW 3a & 3b

The SOW requires that all new roofing materials and accessories be sourced from the same manufacturer for the purposes of compatibility and warranty.

Question: Please confirm if there is an approved manufacturer/vendor list for the Standing Seam Metal Roof (SSMR) and PVC membrane systems, or if contractor-proposed equivalents will be reviewed and approved during the submittal phase.

There is not an approved vendor list for Government contracts. The manufacturers must meet the specifications provided. All materials provided must be compatible with the roofing manufacturer’s warranty requirements in order to achieve a full manufacturer’s warranty as required by the SoW.

Q: Color Code Standard

Reference: SOW 3g & 3h

The SOW specifies that fascia, coping, gutters, and downspouts must match the roof finish in “dark bronze” but does not provide an exact color code or standard.

Question: Please provide the exact paint code, RAL, Munsell, or equivalent finish specification for “dark bronze” to ensure uniformity across all metalwork.

Color selection will be completed during the Material Submittal process after contract award. Providing an exact color code would potentially limit competition in this Task Order.

The intent of the project is to meet the base standard color of dark bronze trim and SSMR.

Each manufacturer should be able to provide a shade that reasonably matches the base requirements. Shingle roofs will be a dark tan to match the base standard for shingles. PVC membrane roofing will be a white or off-white color to match the base standard.

Q: Warranty Scope

Reference: SOW 3a & 3b

The SOW states that the 20-year No Dollar Limit (NDL) warranties must include repair of any interior damage.

Question: Please confirm if the warranty must explicitly cover repair/replacement of interior finishes (e.g., drywall, paint, ceiling tiles) affected by leaks, or only the building envelope and substrate.

20-year NDL warranty will not require coverage of interior damage caused by roof leaks.

Refer to UFC 3-110-03, Appendix D2.1.3.

Q: Fall Protection System

Reference: SOW 3l

The SOW requires a Horizontal Lifeline (HLL) system that does not penetrate the standing seam panel or rib, but does not specify a brand or type.

Question: Please confirm if there is a preferred HLL manufacturer/system or if any OSHA-compliant non-penetrating system is acceptable, subject to engineering approval.

Any OSHA compliant HLL system designed for the specific application/use condition is acceptable, IF the clamping system does not penetrate the SSMR panel or rib. The design shall be submitted in the material submittal process.

Q: Power Access

Reference: SOW 5

The SOW notes that power may be available via extension cords if coordinated with the facility manager; otherwise contractor must provide generators.

Question: Please confirm the availability, amperage, and location of power sources for contractor use, and whether the use of generators requires separate base approval.

Available power will be dependent on each facility, and whether the facility manager permits. The quality and location of the potentially available power will be determined after contract award.

Q: Weather Protection Procedures

Reference: SOW 6

The SOW requires daily watertight closure but does not specify procedures for unforeseen weather events.

Question: Please confirm acceptable weather protection methods (e.g., temporary membranes, tarping) if inclement weather prevents same-day closure.

The intent of the requirement is to protect the facility from weather during the re-roofing process. It is unacceptable for Government equipment and facilities to be damaged because precautions we not taken to protect the facilities after hours or on weekends/holidays. This is a Means and Methods issue. The Prime contractor is responsible for determining the best way to meet the requirement.

Q: Waste Disposal Reporting

Reference: SOW 3m

The SOW requires an accurate accounting of Construction & Demolition (C&D) haul-off waste weight for environmental records.

Question: Please confirm if there is a specific reporting form or format for C&D waste weights, and whether waste must be disposed of at a base-approved facility.

7th Civil Engineer Squadron (7CES) is required to report generated waste by weight. A scanned copy of the haul-off C & D tickets is required to verify all waste from construction processes. Submitted via Material Submittal.

Q: Material & Equipment Security

Reference: General Base Requirements (not specified in SOW)

The SOW does not specify requirements for securing materials and equipment after hours.

Question: Please confirm if there are base-specific requirements, procedures, or restrictions for securing/storing materials and equipment on-site outside of working hours.

The Prime contractor is responsible for continual site clean-up, and prevention of construction materials and debris from leaving the jobsite. Any debris that blows off site is the Prime contractor’s responsibility to recover and properly dispose of. Securing materials and equipment is part of the Prime contractor’s means and methods. Dyess AFB routinely sees winds capable of blowing unsecured materials off site, and while theft or unauthorized use of dumpsters is rare, it is not unheard of. 7 CES recommends providing temporary job-site fences to secure materials and equipment.

Q: What are the hours of work for a 150-day POP.

A: Normal business hours 7:30am – 4:30pm, however the contractor may request in writing to the Contracting Officer to perform work after normal duty hours on weekends/holidays 7 days prior. Approval is subject to the Governments’ availability.

Q: What are the requirements for working in the secured area, and what hours of work are available in that specific SOW area?

Work should be coordinated with facility managers, Contracting and 7 CES. If this relates specifically to the B9115 in the munitions area, then specific security requirements similar to the pre-proposal site visit walk through will be coordinated prior to the beginning of work.

Q: Are there any additional requirements for personal occupancy inside the structures while roofing/construction is taking place? If so, is there a phasing plan requirement for swing space?

The contractors are to assume the facilities will remain fully occupied during the duration of the roofing process. Coordination with the facility managers will keep the occupants aware of the pace of repairs. Do not throw or allow debris to fall off the roof outside of the waste containment / disposal area.

Q: Who is responsible for the submittal/RFI automation program? What is the preferred application?

Prime contractor will provide all Material Submittals (AF 3000) in digital format via email to the Contracting Officer. Request for Information (RFIs) shall be issued to the Contracting Officer and uniquely numbered consecutively.

Q: The schedule should only reflect the base bid (2) buildings, not the other buildings, considered options, correct?

For proposals, the schedules should reflect only the base bid facilities. After contract award and Notice to Proceed (NTP) is issued, completed schedules will need to be submitted for each base bid and option facility awarded.

Q: In the specifications it calls for:

Polyvinyl - Chloride (PVC) with DuPont Elvaloy KEE Polymer sheet roofing induction bonded to roof deck in field areas.

Is there an avenue for possible substitution to that system? If not, is there a time and performance requirement for installers to have if we subcontract the installation of that system to a certified installation crew?

The requirement for our PVC roofs do include the KEE plasticizer. All projects must meet the Period of Performance (PoP). If the Prime contractor believes a PoP shown to be insufficient, contact the Contracting Officer.

Q: Please confirm whether the Superintendent, SSHO, and QC Manager must be three separate individuals, or if one person can serve multiple roles.

A qualified individual may wear multiple “hats” but must be capable of providing each service competently and concurrently, without ignoring requirements of the other “hats”. It is recommended to provide more than one qualified individual to prevent overtaxing a single individual.

Q: Are there any phasing requirements beyond the SOW note that roofing removed in a day must be replaced the same day? Please clarify sequencing expectations across all buildings.

There are no phasing requirements other than stated in the SoW. Expectations, however, are that no roof will be left unprotected from weather after hours or weekends/holidays. Do not, for example, tear off one roof and move to another facility to begin tear off while the first remains open to the weather.

Q: If the buildings remain occupied, please confirm the approximate number of occupants and their locations during construction to coordinate safety and minimize disruption.

The contractors are to assume the facilities will remain fully occupied during the duration of the roofing process. Coordination with the facility managers will keep the occupants aware of the pace of repairs. Do not throw or allow debris to fall off the roof outside of the waste containment / disposal area.

Q: Are there any temporary heating, cooling, or weather protection requirements during construction?

Refer to SoW section 6.

Q: Can the period of performance be extended after award if long lead times for materials/equipment are confirmed?

The Prime Contractor would need to document and communicate the need to extend PoP with the Contracting Officer.

Q: Please confirm that the stated assumed deck repair/replacement percentages in the SOWs are the only quantities to be carried for pricing, and that any additional concealed deterioration beyond those percentages will be treated as a change order.

Correct, stated quantities are to establish pricing.

Q: Please confirm bidding quantities for any deteriorated underlayment, base course, or other concealed materials that require replacement beyond the assumed deck repair percentages in the SOWs.

The contractor is to price roof replacement based on SoW. Additional unforeseen site conditions/repairs would be negotiated after contract award through the Contracting Officer.

Q: Please confirm the manufacturer of the existing roofing systems (shingle, BUR, PVC, standing seam) for each building and who carries the current warranty.

The facilities of this task order are outside of manufacturer warranty.

Q: Please confirm whether asbestos-containing materials (ACM), lead-based paint, or other hazardous materials are present in the roofing systems, flashings, sealants, or other building components. If present, please provide: Copies of asbestos and lead surveys for each building; Quantities and locations of identified hazardous materials; Confirmation in writing of whether the contractor is responsible for removal and disposal.

No Asbestos testing has been performed on the roofs. The Prime Contractor is responsible for providing any required monitoring, removal, and disposal; refer to NESHAP documents.

Q: Please provide contact information for the building controls contractor.

A: Siemens controls contractor is Mr. Duane Summers, 325-696-1541

Q: Please provide contact information for the building fire alarm contractor.

Q: Please provide any available photos of the job sites and existing roof conditions for each building.

All available photos are presented within the SoW attachments

Q: Is the project tax-exempt? Please confirm.

A: No, consult your local tax representative

Q: Are liquidated damages assessed per place of performance (building) or as one overall cost for the total project completion?

If the contractor fails to complete the work within the time specified (PoP) in the contract, liquidated damages will be assessed per Federal Acquisition Regulation clause 52.211-12.

Q: Please confirm whether Government-furnished power will be available at each building, or if we should plan to provide our own generation.

Refer to SoW section 5.

Q: Please confirm the approved lay-down/staging areas for each building location.

Lay-down area will be coordinated and provided after the contract award.

Q: For fall protection systems (anchors and horizontal lifelines), please confirm if load testing and certification will be required by a third-party engineer, and if so, provide the acceptance criteria.

Acceptance by the fall protection systems manufacturer after installation, may require load testing. Refer to manufacturer’s requirements.

Q: For buildings with existing internal gutter systems (e.g., B8030), please confirm if the contractor is responsible for removing and capping existing internal drains or if that work will be performed by others.

The Prime Contractor shall be responsible for ensuring the internal gutters are appropriately removed and capped. Refer to Specific SoWs.

Q: Is this job a certified payroll job? Meaning we will have to follow the davis bacon wage rates for the area?

A: Yes. Davis Bacon Wage Rates are included with the solicitation and will be attached on the contract award.

Q: Are there portions of the base that we are approved to use as laydown areas or are we allowed to stage material where we see fit?

Lay-down area will be coordinated and provided after contract award.

Q: Will temporary fencing or overhead protection be required on any of these buildings?

The Prime contractor is responsible for continual site clean-up, and prevention of construction debris from leaving the jobsite. 7 CES recommends providing temporary jobsite fences to secure materials and equipment.

Where work may occur near primary entrances for facilities, it is recommended the Prime contractor provide overhead protection. 7 CES recommends coordination with each facility manager to maintain occupant awareness of where work is progressing. Do not throw or allow debris to fall off the roof outside of the waste containment / disposal area.

Q: On building 6135 I noticed there were round downspouts coming from, will we be required to match existing? Or would square downspouts be preferred for this building?

Properly sized rectangular or circular downspouts are acceptable. Most downspouts on base have transitioned to rectangular downspouts constructed of prefinished sheet metal.

Downspout boots may be reused if in good condition. If switching from circular to rectangular, 7 CES will require drainage surface area calculations to be submitted to prove proper sizing. Include radius of existing drains for comparison.

Q: On building 8030 there are 3 skylights on roof section D, is the contractor to replace or reflash these skylights? Please confirm.

Yes. Remove the skylights; patch and repair deck for re-roofing.

Delete the 3 skylights and repair the deck openings.

Q: BLDG 8030 what is to be done under the Porte co-chère/Carport are we to wrap the wood with metal panels matching the roof?

No. leave the wood fascia and soffit. The patching of the three skylights should be finished to match the adjacent material underneath.

Q: 6220 & 5102 sidewall to roof flashing ? Use existing flashing cut siding or a different method?

If the existing flashing Reglet is in good condition, it is acceptable to reuse it with new flashing material. If worn or unable to be cleaned sufficiently, a new Reglet or other approved method may be required.

Q: 7407 & 7409 will the fire sprinkler heads inside of the dormers that need to be removed in order to delete the dormers and seal up the attic space when removing the dormers, will this be our responsibility or will the government have "others" address and remove these fire sprinkler heads prior?

If the sprinkler heads are interfering with the dormer removal, the run would need to be shortened to the appropriate length to meet the fire protection requirements by a qualified fire sprinkler installer.

Q: 7407 & 7409 Is Soffit to be vented? after removing internal gutters and associated frame.

the overhang will become slightly narrower.. or does it need to be re-built to maintain the same approx 4' overhang?

Refer to the As-Built drawings provided in the building specific SoWs. The new soffits should match the existing venting condition. The opening for the integral gutters will be decked over, with sufficient blocking installed, to maintain the existing overhang.

Q: Please confirm the specific security clearance requirements for all on-site personnel, including subcontractors, and whether background checks must be completed prior to base access.

A: For all prime and subcontracts access to the installation for individuals working on contract will be based on clearance from base security forces. This is accomplished by request using the Installation Access Affidavits and Trusted Agent letters that are submitted to the Contracting Officer.

Q: Are there any restricted work hours, quiet hours, or base operations schedules that will affect roof work, particularly for buildings near flight operations?

A: Currently normal business hours 7:30am – 4:30pm will be utilized. If there are any restrictions they will be addressed during the pre-performance conference after contract award.

Q: Sections lists ASTM and manufacturer requirements. Can the Government confirm whether equivalent products that meet or exceed the listed specifications will be considered as acceptable substitutions?

The Government cannot confirm equivalent products that meet or exceed listed specifications, as doing so could limit competition among offerors.

Q: Several buildings in the drawings show deteriorated or missing gutters, downspouts, and fascia. Please confirm whether these elements are included in the replacement scope for each affected building.

Refer to the SoW for job requirements.

Q: Please clarify whether all existing roof layers must be removed down to the deck, or if overlay is permitted in areas where conditions meet code and contract requirements.

Refer to the SoW. The intent of this task order is to remove the existing roofing down to the deck.

Q: Is there a pre-determined quantity or allowance for damaged decking replacement in the contract, or will it be handled as a separate unit-priced item?

Refer to the SoW. Generally speaking, an estimate of deck replacement is listed.

Q: Will the Government allow schedule adjustments for weather-related work stoppages, and is there a documented process for requesting time extensions due to weather?

Each SoW has a certain number of weather days included. Additional weather days would be based on Contracting Officer’s determination informed by official weather reports and information provided by the Prime contractor and the 7CES inspector.

Q: The solicitation references compliance with EM 385-1-1. Please confirm if site-specific fall protection plans require prior approval by the base safety office before work begins.

Fall Protection, like other materials being considered for the project must undergo an approval process during the Material Submittal procedures. A complete design for fall protection is not required prior to beginning work, but if the all protection system is to be secured to framing and sealed against the weather, providing a fall protection design may prevent having to cut into new roofing to properly secure fall protection at a later date.

Q: Will the contractor be responsible for hauling demolition debris off base, or will an on-base disposal site be provided? Please confirm any environmental reporting requirements for disposal.

Yes all haul-off of debris and waste from construction must be provided by the Prime Contractor. Refer to SoW Section three for reporting requirements.

Q: Please clarify if coordination with other trades will be required for removal and reinstallation of rooftop mechanical or electrical equipment during roofing operations.

This is a question of contractor means and methods. As the contractor would be responsible for any damages to existing equipment, it may be appropriate to coordinate with other trades to ensure the R&R of equipment does not result in extra repairs, but it is not a requirement.

Q: What is the expected turnaround time for submittal reviews and approvals to ensure the construction schedule is not impacted.

The Government strives to provide Material Submittal reviews turn around within 14 days of receipt.

Q: Please confirm the exact duration and type of warranties required for both materials and workmanship, and whether the manufacturer’s representative must perform a final inspection prior to acceptance.

Please refer to the SoW for this information.

Q: The SOW references maintaining building operations during construction. Are there any Government-mandated phasing sequences or required completion dates for specific buildings?

Refer to the pricing schedule in the SoW attachments for PoP info. The key to a smooth project is coordination between Prime contractor, Contracting Officer, 7 CES, and the occupants of each facility. This coordination will help the occupants keep up to date with where construction progress.

Q: Please confirm whether temporary weather protection (e.g., dry-ins) is required at the end of each workday, and if so, whether there are specific material or fastening requirements for temporary coverings.
