About this file

This document is a Questions and Answers (Q&A) file for a Natural Gas Survey solicitation with the contract number FA4661-25-Q-0139, dated 8/7/2025 for Dyess Air Force Base. The Q&A clarifies multiple aspects of the survey, including key scope modifications: the survey will only involve leak detection up to the shutoff valve of facilities, no testing or repairs are required, and no soil analysis or excavation will be performed. Deliverables are limited to one digital and one hard copy report to the Contracting Officer, focusing on GPS coordinates and basic leak detection information.

The survey will cover natural gas distribution lines with a system pressure of 40-45 psi, including Military Family Housing and facilities like the Youth Center. Specific reporting requirements are outlined in Section 1.7.8 of the Statement of Work, with explicit instructions that no CAD files, as-built exhibits, flange sizes, pipe sizes, serial numbers, or meter information are needed. The contract emphasizes a simplified reporting approach with minimal technical documentation, concentrating solely on leak detection and location reporting.

Questions and Answers 8/7/2025

Questions Answers 1 Please provide current GIS maps showing utility line locations so an accurate assessment can be reached with regard to footages, locations, etc.

Updated SoW and attached utilities map for natural gas distribution.

2 Please provide pressure of the system Pressure is 40-45 psi.

3 Please provide locations of shutoff valves for isolation purposes Will no longer require isolation. See updated SoW.

4 Please confirm CE will be purging and relighting necessary equipment after testing has taken place.

Testing will no longer be required.

Verbage from prior SoW stated testing of natural gas lines.

5 Please confirm this will be surveying only up to shutoff valve outside of each facility and no inspections are to be made after this point toward the building

SoW has been updated. The expectations of the contract no longer stipulate testing as part of the contract.

6 Please confirm work is to be performed in MFH. Leak detection will be completed up to the what the SoW dictates. In this circumstance the detection in Military Family Housing will only be to the shut off valve of the Housing Unit(s). Facilities such as the Youth Center will still be surveyed per the SoW.

7 Please confirm no repairs are to be made in this SOW No repairs needed from this contract.

8 Due to the migration of gas through the path of least resistance, an accurate location of where an underground gas leak is could be significant problem. What is the expectation of the location report for underground leaks?

Soil sampling or any survey of an analytical nature will not be performed. The SoW has been updated to reflect a singular purpose; report leaks.

9 What is the expectation of down time per facility? If there are multiple facilities that are connected to the same branch line that could take many hours if not days to complete that section.

Please advise.

No downtime necessary. SoW has been updated and removed the need for testing.

10 Excavation will need to be performed to confirm soil type.

Confirm this is the expectation at each location of the leak.

Negative. No soil analysis will be needed for subterranean leaks.

Only visual surface is reportable, such as grass, concrete, etc.

11 Please confirm the intent and the expectation of 1.16 This was left in the contract from our previous use of contracts. SoW has been updated to reflect the

Questions and Answers 8/7/2025 change to this SoW. Since Warranties are only applicable to the istallation or repair service, this SoW now reflect this.

12 We would like a full defined scope for deliverables so we could see how much data we would need to gather.

Please refer to 1.7.8. of the SoW for items that must be reported.

Deliverables will be 1 digital and 1 hard copy that will be given to the Contracting Officer upon completion of the contract. These deliverables will not be CAD files or As-Builts, as specified in another question.

13 Are these required?

- Flange sizes -Pipe sizes -Serial numbers or any meter information

Negative. GPS coordinates/building numbers will suffice and reportable information has been updated as well. Please refer to 1.7.8. for reportable information.

14 Clarify Delieverables -CAD file -As built Exhibits

The deliverable is a report for leak detection. You're referring to Section 1.15 of the SoW and CAD/As-Built files are not part of a leak detection reportables in Section 1.7.8.

15 PWS states: 16. 1.15. Upon completion of the work, the Contractor shall provide system schematics (as-builts) for what was installed and maintenance guidelines/service manuals for all components installed (if STATEMENT OF WORK FOR
