About this file
This document is a Questions and Answers (Q&A) addendum for a Giant Voice Replacement Services Request for Quote (RFQ) at Dyess Air Force Base, Texas. The Q&A covers eight key questions addressing technical specifications and proposal submission requirements, including:
- System Certification: The Giant Voice system must meet UFC 4-021-01 standards, with a preference for UFC 4-010-01 compliance.
- Proposal Page Limits: Cover pages and table of contents do not count against the page limit for Volumes 2 and 3.
- Installation Timeline: Coordination must occur within 30 days, though full system installation for 17 giant voice sirens will take several months.
- Infrastructure Details: The contractor must remove and replace existing wooden poles, replace all Motorola radios with new J/F-12 approved units, and provide a desktop PC console with associated equipment (no furniture required).
- Power Requirements: Most towers have commercial power, except one location at Ray Rangel with uncertain solar power capabilities.
The Q&A also clarifies that a cover letter can be included as part of the 10-page Technical Approach volume, providing vendors guidance on proposal preparation for this military communication infrastructure project.

GIANT VOICE REPLACEMENT SERVICES
DYESS AFB, TEXAS
RFQ FA4661-25-Q-0061 // QUESTIONS & ANSWERS
Question 1. Can the Government confirm that the Giant Voice system to be provided under this contract must be FEMA-certified?
Answer: Must meet UFC 4-021-01 and if possible UFC 4-010-01
Question 2. Can the government confirm that Cover Pages and Table of Contents do not count against the page limit for Volume 2 and 3?
Answer: Correct. They do not.
Question 3. The RFQ file, page 3, states that the "contractor shall deliver all items NLT 30 Days ADC." Can the Government clarify this requirement, as the final system installation and delivery date for 17 giant voice sirens will take a few months to design, procure, install, test, and turnover?
Answer: Coordination must be made within 30 days. The work doesn't have to begin that early.
Question 4. Regarding the existing wooden pole at Ray Rangel, can the government confirm that the contractor is to remove and dispose of the existing pole in the process of installing a new galvanized steel pole?
Answer: Yes.
Question 5. Can the Government confirm whether the Motorola radio at each existing tower will be reused, or if all radios are to be replaced with new J/F-12 approved units?
Answer: Replace all radios on each pole.
Question 6. The PWS, specifically Section 1.6.1.41, refers to a “desktop PC console.” Can the Government confirm that this requirement is limited to providing a desktop PC, monitor, microphone, and associated communication equipment, and does not include a requirement for the contractor to furnish a physical desk, dispatch console furniture, or workspace solution?
Answer: Contractor just provides the equipment as mentioned (desktop PC, monitor, microphone, and associated communication equipment etc.) . No furniture or workspace solution required.
Question 7. Can the Government confirm that 120VAC power will be available at each tower location? If not, can the Government clarify the trenching, cable run distance, and connection requirements for each tower as necessary?
Answer: All but one tower has commercial power capabilities except the wooden pool at Ray Rangel. This location currently has solar power. It appears to have “commercial” power but the validity and functionality of that power is not known.
Question 8. Given the strict page limits outlined in the solicitation, will the Government allow the inclusion of a cover letter to introduce the company and its capabilities?
Answer: Only as part of Volume 2 (Technical Approach) limited to 10 pages
