QUOTE PREPARATION & EVALUATION OF OFFERS: This is a competitive best value determination in which competing offeror’s price and past performance will be evaluated. In order to be eligible for award, offerors are required to meet all solicitation requirements, such as terms and conditions; representations and certifications and evaluation factor requirements, amendment acknowledgements. If an offeror fails to meet all solicitation requirements, the Government may not make an award to that offeror. In accordance with Quotes shall consist of two (2) separate volumes: Part I – Price, Part II – Past Performance. Offerors must submit sufficient descriptive data to validate each volume proposed meets the criteria in the solicitation. Quotes will be evaluated using the following two (2) factors: price, past performance
1. Quotes will be checked for completeness as specified in this solicitation.
2. Completed quotes will be ranked from lowest to highest Total Evaluated Price (TEP).
3. The past performance evaluation will be conducted by the Government on all completed quotes. Government databases will be reviewed for contract history that meets both recent and relevancy criteria. The Government will also review FAPIIS data at this time. mailto:oniqua.whitemuldrow@us.af.mil
4. In accordance with FAR 13.106-2, the Government will make an award based on whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer.
PART I: PRICE:
Price will be evaluated to ensure the Government receives a fair and reasonable price. The Government will evaluate offers for award purposes by adding the total price for all CLINs to include the base period, all option periods, and 50% of the last option period to evaluate the option to extend services per FAR 52.217-8. This will constitute the Total Evaluated Price (TEP). Evaluation of options shall not obligate the Government to exercise such options.
Complete (must be signed) RFQ Offeror’s Information section to include the Price List in Attachment 5. The offeror is not required to use Page 3 of this RFQ; however, if you chose not to use it, all of the information in the Offeror’s Information section and Price List must be included in your offer. By signing its offer, the offeror certifies that each price stated on each CLIN includes an appropriate apportionment of all costs, direct and indirect, all state and local taxes, overhead, and profit.
PART II: PAST PERFORMANCE:
The past performance evaluation will be conducted by the Government on all completed quotes. The past performance evaluation will assess if the offeror can accomplish the proposed effort based on the offeror’s demonstrated present and past work record. Past performance will be evaluated based on FAR 13.106-2(b)(3)(ii)(D).
1. Review of Government databases for history of recent and relevant contract awarded. For the purpose of this evaluation, “recent” is defined as performance occurring within four (4) years from the date of issuance of the RFQ (12 May 2022). For the purpose of this evaluation, “relevant” is defined as same or similar services in terms of scope, size and complexity. The Government will select a maximum of five (5) recent/relevant awarded contracts and submit customer surveys to POCs identified in Government databases.
2. The Government will review Federal Awardee Performance and Integrity Information System (FAPIIS) data on each offeror.
Any negative information present in FAPIIS will render a quote ineligible for award.
3. The Government will consider recent/relevant past performance references provided by quoters. Quoters may submit up to three (3) references. References shall include contract numbers, points of contact with telephone numbers, e-mail addresses and any other relevant information.
In the case of an offeror without any recent/relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated PASS or FAIL on past performance. Therefore, the offeror shall be determined to have unknown (or “NEUTRAL”) past performance. A “PASS” past performance rating may be considered more advantageous to the Government than a “NEUTRAL” rating.
RATING DESCRIPTION
PASS Past performance evaluation indicates the quoter can accomplish the proposed effort based on their demonstrated present and past work record.
FAIL Any negative information present in FAPIIS. Past performance evaluation indicates the quoter cannot accomplish the proposed effort based on their demonstrated present and past work record.
NEUTRAL No recent/relevant past performance history or past performance history is not available.
