Custodial Questions and Answers

1. Is there an on site ofc for the contractor & supplies?

Yes, custodial has a trailer near the Tye Gate (Contractor Entrance)

2. Does the on-site office/storage space have washer/dryer connections?

No

3. Is there a labor union contract involved in this custodial contract?

The current contract does have a Collective Bargaining Agreement with The Laborer’s International Union of North America.

4. Have there been any significant requirement changes from incumbent contract to the new solicitation?

No

5. Is the on-base working population back to pre-covid numbers? If not, what % of the population is currently back to working in person?

Base Population is back to pre-COVID numbers.

6. What is the current total value base plus all options and extensions, modifications?

$1.95M

7. Who is the incumbent?

PJS-PCG JV LLC

8. How many cleaners are current servicing the facilities?

2 Teams 4-6 people, depending on the buildings for that day, 1 @ CDC, 1 @ Fitness Center separate from the 2 teams.

9. What's the monthly invoiced amount?

$41,419.47

10. Who trash and recycle?

The City of Abilene is the trash provider for Dyess AFB,

11. Will there be closets for supplies at every facility for storage?

No

12. Will a “small business teaming arrangement” be acceptable for this requirement where both parties are small businesses, share the same NAICS code, and the past performance of the subcontractor is considered for purposes of award?

Yes, a small business teaming arrangement will be acceptable for this requirement. However, the past performance evaluation will be conduct IAW 52.212-2 Addendum and the government will only evaluate Past Performance from CPAR of the Contractors Name (Cage Code & DUNS) who submits the proposal. Subcontractors past performance will not be evaluated.

13. Will a ”joint venture” be acceptable for this requirement where both parties are small businesses, share the same NAICS code, and the past performance of the subcontractor is considered for purposes of award?

Yes, a small business teaming arrangement will be acceptable for this requirement. However, the past performance evaluation will be conduct IAW 52.212-2 Addendum and the government will only evaluate Past Performance from CPAR of the Contractors Name (Cage Code & DUNS) who submits the proposal. Subcontractors past performance will not be evaluated.

14. Is the incumbent eligible to respond to this requirement?

Yes, the current contract does have a Collective Bargaining Agreement with The Laborer’s International Union of North America.

20. What is the average travel time between buildings and is there a cart or other transportation provided?

1-4 minutes, No transportation provided

21. Is the Contractor’s QCP required to be submitted with the bid?

No

22. Contractors with Past Performance with state and local government entities, where the Past Performance is recent and relevant, how are these references to be communicated?

They will not be communicated and you are not required to submit anything for past performance. All past performance evaluations will be conduct IAW with 52-212.2 Addendum… the government will only evaluate CPARS during past performance evaluations. If the contractor doesn’t have any CPARS that are recent or relevant according to 52.21-2 Addendum they will receive a “Neutral” past performance rating.

23. This question refers to Attachment 1 – PWS. Section 1.1.15 Trash Collection/Removal states that, “Government personnel shall place trash in tied up plastic bags, or other appropriate containers labeled as “trash” in hallways, or designated facility centralized locations. The Contractor shall collect and dispose of all trash from these locations.” Does this imply that there is no Performance Work Statement requirement to clean or change liners of individual trash/recycle containers at government personnel work spaces? How do the individual trash/recycle receptacles get cleaned or protected from stains, odors and pests?

Individual trash cans or containers and liners and cleaning will be the responsibility of the government

24. In Attachment 2 – custodial floor plans building layouts are displayed. In the floorplans for each building, carpeted floors are highlighted in green and tile/hard floors are highlighted in yellow.

What are the non-colored portions of the building representing? Possibilities are concrete, not cleaned, classified space (not accessible by contractor) or other.

The non-colored portions are not cleaned portions

25. Has the scope of work, under the new solicitation remained the same, decreased or increased compared to the current Solicitation contract?

Same

26. Can you give us the current supply estimated cost, including paper products and chemicals?

27. Can you give us an estimate of the daily population for each facility?

Aircraft Maintenance Facilities may have 100-200. Whereas most facilities have 20-50.

28. Will there be an extension for the due date of this solicitation?

No

29. Please provide product descriptions and usage history for all consumable supplies such as toilet paper, hand towels; seat covers, sanitary products, hand soap and trash can liners?

Usage history will depend on time of year and Operations tempo of each building. Training designated in one building for a short time will drive usage up

30. Will the contractor/team be required to possess a current ISSA CIMS-GB certification or equivalent at contract’s start date and maintain ISSA CIMS-GB certification or equivalent throughout the contract period?

No

31. Can invoices be submitted every two weeks? As a small business, under FAR 52-232.1(b) we can invoice twice monthly to allow for better cash flow.

The government can accommodate the contractor invoicing twice monthly. If the contractor would like invoice twice monthly they need to include that information in their proposal.

32. Has the square feet increase or decrease, if so, how much?

No

33. Should the contractor limit the number of decimal places used for “price per SF” considering the potential affect when small prices are used in a calculation? If so to how many decimal places should the contractor use for price per SF?

Yes, limit to the second decimal place. (.00)

34. Is the contractor supposed to fill out SF 1449 Item CLINS?

Yes

35. Is this contract required to be a Union based contract? If so, will the awardee be required to join the Union?

No

36. Can the government clarify if the government will issue a contract modification when a new Collective Bargaining Agreement is negotiated?

Yes, we would issue a modification if necessary.

37. If contractor has more past performance with the Federal government than shows up in CPARS.

Can the contractor submit information to validate that past performance? Can the contractor submit past performance that would not be in CPARS?

No all past performance evaluations will be conduct IAW with 52-212.2 Addendum… the government will only evaluate CPARS during past performance evaluations. If the contractor doesn’t have any CPARS that are recent or relevant according to 52.21-2 Addendum they will receive a “Neutral” past performance rating.

38. Please confirm CLINS named “Facility Cleaning” do not include any cost for buffing floors, floor maintenance and shampooing carpets.

Yes, Facility Cleaning CLINs do not reflect buffing of floors or shampooing of carpets.

39. PWS / Appendix A: Level 1, 2 and 4 have various frequencies for buffing floors, floor maintenance and shampooing carpets during the year.

Example: Level 4 Cleaning (CDC) Carpet/Rugs (Shampoo) Frequency = 1 x Month

Please confirm that cost for buffing floors, floor maintenance and shampooing carpets will be added ONLY in CLINS Named “Periodic Cleaning” using the frequency per year in each Level.

Yes, Periodic Cleaning is for buffing of floors and shampooing of carpets.

All of these items are not real property and not tracked by Service Contracts. Sqft included in drawings is for area only. Each Entrance will have a walk off mat for each facility.
