MEMORANDUM FOR RECORD

SUBJECT: Questions Received for Grounds Maintenance Amendment FA4661-18-R-0002-
1. Is the redacted copy to be written so that even with the company name removed the customer cannot deduce the author? That could be very difficult when referencing past projects.
Answer: Redacted copy shall redact the company name and logo.
2. What constitutes proof of PPQ submittal? Will a copy of the email transmittal to the prime/customer suffice?
Answer: A copy of the email transmittal can be used as proof.
3. As there is no 8a “certificate”, will a copy of the SBA profile provide the proper documentation necessary?
Answer: A copy of your profile in the SBA’s Dynamic Small Business search is acceptable.
4. Will maps be issued for review regarding this solicitation prior to submission of proposals?
Answer: As of today, those offerors who requested the revised maps have been emailed a copy.
5. Did the past contractor have a 5 year contract? Did they complete the contract?
Answer: The incumbent’s contract is for two years, the last option period (1 Mar 18 – 28 Feb
19) has been exercised and is expected to be completed.
6. Will the base be in compliance upon award?
Answer: The base grounds will be in compliance at time of award. If there are any areas of concern, the awardee may bring them up within a reasonable amount of time.
7. Where can “Section M” be found? (Reference FACTS sheet Para H) Answer: This is an administrative error, instead of “Section M” it is “Addendum to FAR 52.212-2 Evaluation—Commercial Factors”. A corrected FACTS Sheet has been uploaded with Amendment two.
8. On the Pricing Worksheet, it states to list the unit price only. Do we have to complete the amount column, is this column optional? Or will your office fill in this column using the unit price numbers?
Answer: The pricing sheet has been corrected to instruct contractors to fill out Unit Price and Amount. Unit prices shall be rounded to no more than two places after the decimal point. If the Amount price does not equal Quantity times Unit Price, the Unit Price will be used to calculate the correct Amount. The PWS date in the pricing sheet has also been corrected to 12 Sep 18.
9. Emergency tree trimming, is it a part of the bid or is it a separate price?
Answer: Emergency tree trimming is part of CLIN XX23 of the pricing sheet, the previous pricing sheet did not show this. This amendment includes a corrected version of the pricing sheet.
10. We intend to use AMRDEC to post our proposal. If there are issues using this service, which email address(es) do we need to send encrypted emails to?
Answer: Please send proposals to 7CONS.Team.SourceSelection@us.af.mil as well, it is the offeror’s responsibility to call the CO or CA and ensure all documents have been received.
11. In the PWS there is no notice of mowing utility easements. Has this been deleted or has this requirement acreage been transferred to another area?
Answer: The utility easements have been added to the semi-improved grounds acreage.
12. In absence of maps, can we get the amount of drainage ditch cleaning in this requirement?

Answer: The drainage ditch acreage is one acre and is under improved grounds
