Sports Officials Questions & Answers

1. Who is the current contract holder?

There is no incumbent.

2. What was the award amount?

3. What is the solicitation number?

4. Please provide a price schedule with the number of games.

This was provided in the solicitation line item structure.

5. Does this fall under the Service Contract Act?

Yes.

6. Given the Government emphasis on the non-displacement of qualified incumbent employees and the required transition plan immediately after award, would the Government consider releasing the incumbent’s employee roster, current fully loaded rates and current incumbent transition out plan so that offerors can provide price proposals that support what highly desired incumbent employees are making today?

7. A description of the Line Item Pricing for each sport mentions “registration fees as identified in the Performance Work Statement (PWS).” Upon searching the PWS, we were unable to find any mention of registration fees. Can you please provide a description of the registration fees? Are the registration fees the same across all sports?

Ignore registration fees, there are no registration fees.

8. The Workload Estimates per sport included in Appendix A on Page 12 of the PWS differs from the amount of games listed throughout Attachment 2 (Line Item Structure). For example, the amount of estimated basketball games listed in the PWS is 150. The amount of basketball games noted in the Line Item

Structure is 110. Should we reference the amount of games listed in the Line Item Structure or PWS when determining the proposed number of employees required to fulfill contract requirements?

Use numbers from Attachment 2 (Solicitation Line Item Structure).

9. The PWS States that the certifications listed are not required for for scorers/timers. What about linespersons? Are resumes required for scorers/timers, and/or linespersons?

Yes, linespersons are “officials” with the responsibility of calling fouls, off sides, etc. and must be certified.

10. Please confirm we are to utilize the Amended Solicitation_Line_Item Structure document and disregard the number of officials stated in the PWS. The number of Volleyball referees and scorers/timers and Softball Umpires and scorers/timers stated in PWS do not match the Solicitation_Line_Item Structure.

Confirmed, use numbers from ‘Solicitation Line Item Structure’ document for estimation.

Also, be advised number of games can vary by season/year depending on number of units participating and season format.
