PERFORMANCE WORK STATEMENT

FOR

SPORTS OFFICIALS

1. DESCRIPTION OF SERVICES

1.1. SCOPE OF WORK. Contractor shall furnish all labor, tools, equipment material, supervision and transportation necessary to provide Sports Officiating and Scorekeeping services at Dyess Air Force Base for all intramural, varsity and recreational sport activities as defined in this performance work statement, except

1.2. As specified in paragraph 3 as government furnished property and services.

1.3. EVALUATION CRITERIA.

1.3.1. The Contractor shall be able to provide resumes and qualifications for all contractor personnel. The following certifications are required for each official, referee, and umpire in their respective sports; not required for scorers/timers:

1.3.2. Flag Football: Texas Amateur Athletic Federation (TAAF)

1.3.3. Basketball: National Collegiate Athletic Association (NCAA)

1.3.4. Volleyball: United States of America Volleyball (USAV)

1.3.5. Softball: American Softball Association (ASA)

1.3.6. Soccer Federation Internationale de Football Association

(FIFA)

1.4. AREAS OF RESPONSIBILITIES

1.4.1. The contractor shall provide required number of officials and scorekeepers at each scheduled contest.

1.4.1.1. Flag Football: 3 Referees = 3 total

1.4.1.2. Basketball: 2 Referees & 1 Scorer/Timer = 3 total

1.4.1.3. Volleyball: 1 Referee & 1 Scorer = 2 total

1.4.1.4. Softball: 2 Umpire = 2 total

1.4.1.5. Soccer: 1 Referee & 2 Lines persons = 3 total

1.4.2. The head official shall review scorebooks/score sheets to ensure all required information is present to include time, date, teams playing, officials and scorekeepers names. The head officials duties are not complete until the official score book/sheet is approved by and signed by all officials and scorekeepers at the end of each contest.

1.4.3. Officials shall acquire a team roster from both teams prior to the start of each game.

1.4.4. Scorekeeper shall pick up the required equipment/keys and return them back to the Fitness Center after the last contest of the night.

The head official will perform this duty for flag football. Fitness center staff members and scorers or head officials will conduct an inventory upon return of keys and equipment.

1.4.5. The head official shall ensure the flag football/soccer field lights are turned on at dusk and turned off following last scheduled contest of the evening.

1.4.6. The head official shall notify the fitness center if a contest is protested or if a player receives an ejection. A detailed description of the situation will be entered into the official score book/sheet, and in the case of an ejection, a written statement must be submitted to the fitness center by 1200 the next duty day (Monday- Friday).

1.4.7. Officials will enforce local sports by-laws. Additionally, officials will support the following sports bodies and enforce their official rulebooks. These rulebooks will govern play when items are not covered in the Base Sports plan and/or local sports by-laws.

1.4.7.3. Volleyball: USAV

1.4.7.4. Softball: ASA

1.4.7.5. Soccer: FIFA

2. SERVICE SUMMARY (SS)

2.1. The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance standard briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor's Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These standards are critical to

Customer Complaints by email notification / 100% weekly inspection will support the National Collegiate Athletic Association for basketball, the Texas Amateur Athletic Federation for flag football, the United States of America Volleyball for volleyball, the American Softball Association for softball, and the Federation Internationale de Football Association for soccer and enforce their official rulebooks. These rulebooks will govern play when items are not covered in the Base Sports plan and local sports by-laws.

SS6. Contractor shall wear appropriate professional officiating attire as specified in the National Collegiate Athletic Association rule book for basketball, the Texas Amateur Athletic Federation rule book for flag football, the United States of America Volleyball rule book for volleyball, the American Softball Association rule book for softball, and the Federation Internationale de Football Association rule book for soccer.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government shall provide the facilities, fixtures, equipment and services listed in Appendix B.

3.1. Property

3.1.1. Facilities. The government shall furnish or make available facilities described in Appendix B. No alterations shall be made to furnished facilities without specific written permission from the contracting officer.

3.1.2. Equipment. The government will furnish the equipment listed in Appendix B.

4. CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1. Except for those items or services specifically stated in section 3 as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms and conditions.

5. GENERAL INFORMATION

5.1. CONTRACTOR PERSONNEL: The contractor shall produce a local contractor to handle all needs. The contractor shall provide a contract manager and alternate/s that shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate/s shall act for the contractor when the manager is absent. Contact information shall be designated in writing to the contracting officer, Fitness Center Director and Sports Director, prior to start of services.

5.2. The contract manager or alternate shall be available within 48 hours during normal duty hours to meet on the installation with government personnel designated by the contracting officer, to discuss concerns with the performance of services.

5.2.1. The contract manager and all employees must be able to read, write, speak and understand English. The government reserves the right to restrict employment of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well being or operational mission of Dyess AFB and it’s population.

5.2.2. Contractor shall wear appropriate professional officiating attire as specified in National Collegiate Athletic Association rule book for basketball, the Texas Amateur Athletic Federation rule book for flag football, the United States of America Volleyball rule book for volleyball, the American Softball Association rule book for softball, and the Federation Internationale de Football Association rule book for soccer.

5.2.3. The contracting officer may, in writing, require that the contractor be removed from the work site, area or base due to objectionable behavior. Objectionable behavior includes wearing inappropriate attire, using profane language, abusing or disobeying base rules or regulations. No official shall be allowed to work a game if it is apparent he/she has been consuming alcoholic beverages. At no time shall an official consume alcoholic beverages or use tobacco products in, on or around the playing area.

5.3. SCHEDULE OF WORK

5.3.1. The contractor will be notified 14 days in advance, by the Dyess

Fitness Center, concerning the type of competition being scheduled and approximate start date. The Dyess Fitness Center will provide the contractor with a schedule of contests, current copy of applicable by-laws, location of contests, and dates and times a minimum of 48 hours prior to the first scheduled competition of the applicable sport.

5.3.1.1. Intramural Contest Time Limits:

5.3.1.1.1. Basketball will have (2) 20-minute halves, using

a running clock, with a 5-minute halftime. The clock will stop on every whistle during the last two minutes of each half.

5.3.1.1.2. Flag football will have 2 (two) 20-minute

halves, using a running clock. The clock will stop on every whistle during the last two minutes of each half.

5.3.1.1.3. Volleyball matches will consist of the best of 3

games. Estimated match play is 60 minutes.

5.3.1.1.4. Softball will play for 50 minutes or 7 innings

(any inning started must be completed regardless of the 50 minute time frame), whichever occurs first. There will be a 20 run rule after 3 innings, a 15 run rule after 4 innings, and 10 run rule after 5 innings.

5.3.1.1.5. Soccer will play for 2 (two) 25-minute halves, using a running clock. The only exception will be for the playoffs which will consist of 2 (two) 35-minute halves.

5.4. HOURS OF OPERATION

5.4.1. Dyess AFB fitness center hours of operation are as follows:

5.4.1.1. Normal Hours, Monday – Friday; 4:00 AM – 12:00 AM

5.4.1.2. Saturday – Sunday; 7:00 AM – 7:00 PM

5.4.1.3. Holiday Hours. Contractor is not required to provide services on the Federal holidays, down days, and family days.

5.4.1.3.1. Contractor will be notified of down days and

family days no later than two (2) business days prior.

5.4.2. Officials may be required to work on weekends as scheduled in advance or within two (2) days’ notice due to make-up contests.

Cancelled or postponed contests may also be added to the end of the schedule, extending the schedule. Contests will not be scheduled on Federal Holidays.

5.5. QUALITY CONTROL: In compliance with the contract clause entitled “Inspection of Services” (FAR 52.246; INSPECTION OF SERVICES, the contractor shall provide a Quality Control Plan (QCP) to the contracting Officer for acceptance no later than the pre-performance conference. The contracting officer will notify the contractor of acceptance or required modifications to the plan before the contract start date.

5.6. QUALITY ASSURANCE

5.6.1. The government will periodically evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan.

5.6.2. The Quality Assurance Person (QAP) is responsible for the inspection and acceptance of services authorized. All work shall be accomplished in a timely and professional manner. Work, which does not conform to the specifications contained herein, will be justification for rejection.

5.6.3. The contractor will respond to written concerns or complaints received by the contracting office. (Note: Response is an action designated to correct or clarify a situation under question.) The contractor will provide the contracting officer a written response within 5 working days (excludes federal holidays, down days, and family days) from the day the concern or complaint was received.

5.6.4. GOVERNMENT REMEDIES. The contracting officer shall

follow FAR 52.212.4, Contract terms and Conditions-Commercial

Items (JAN 2017), for contractor’s failure to perform satisfactory services or failure to correct nonconforming services.

5.6.5. Payment will be paid monthly upon receipt of a properly certified invoice for services rendered under this order. Contractor will only be paid for contests worked.

5.7. CANCELLATIONS

5.7.1. Cancellations of scheduled contests will be handled as follows:

5.7.1.1. If the fitness center cancels a contest for any reason, the fitness center will notify the contractor no later than 1200 the day of the competition.

5.7.1.2. If an official must cancel a contest due to suitability of playing fields, the exact cause of cancellation must be recorded in score book/sheet. All cancellations must be consistent with cancellation requirements specified by each sport governing rules, Dyess AFB sport-bylaws, or inclement weather. The government will not pay for any unjustified cancellations.

5.7.1.3. The contractor shall send a monthly invoice to Fitness

Center Management NLT the 5th of the month, for the prior month.

5.7.1.3.1. Contests shall be invoiced individually for

contests conducted.

5.7.1.3.2. If cancellation of a contest is made after

contractor arrival at the contest site, the contest may be invoiced.

5.7.1.3.3. When field/area weather conditions warrant, the

officials shall cancel all scheduled competitions for that sport, on that night, and notify all other officials and scorers.

5.7.1.3.4. The government will only be responsible to pay

for one canceled competition per event site, per day; in the event the contractor is not given notification by 1200 the day of.

5.7.1.3.5. Fitness Center Management has the authority to

cancel any or all contest, for any reason, and shall notify contractor of cancellation by 1200 the day of. In this event, the contractor may not invoice cancelled contests.

5.7.1.4. The contractor has not fulfilled the obligation of duties and full pay for a contest will not be received if, for example, only one official arrives for a contest where two officials are scheduled. Payment in each sport are listed below and are minimal requirements that must be met in order for a contest to continue without cancellation:

5.7.1.5. The fitness center reserves the right to revise by-laws and/or schedules at any time. The fitness center will notify the contractor’s designated representative not less than 48 hours prior to the first revised competition.

5.8. SECURITY REQUIREMENTS

5.8.1. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by the security regulations of the installation.

5.8.2. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work period, all government equipment shall be returned to Fitness Center personnel for storage.

APPENDIX A

WORK LOAD ESTIMATES

6. Work Load Estimates:

6.1. Fiscal Year Example:

6.1.1. Basketball: Contests estimated to be held January – March. Two referees, one scorer/timer will be provided for all intramural and varsity contests. Estimate total number of intramural games is 150.

6.1.2. Flag Football: Contests estimated to be held October –

December. Three referees will be provided for all intramural games. Estimate total number of games is 130.

6.1.3. Volleyball: Contests estimated to be held March - May. One referee and one scorer will be provided for all contests. Estimated games for the Spring Season is 90.

6.1.4. Softball: Contests estimated to be held May - August. Two umpires will be provided for all contests for two fields of play.

Estimated games for the Spring Season is 150.

6.1.5. Soccer: Contests estimated to be held February - April. One referee and two linesmen will be provided for all contests.

Estimated games for the Spring Season is 90.

8.1.1 "The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the [NAMED COMPONENT] via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
