STATEMENT OF WORK

Install 7 CES Readiness Storage (FNWZ 15-0049) Install 7 CS Communication Storage (FNWZ 15-0048) K-Span Fire Detection/Alarm System Dyess Air Force Base, TX 21 March 2016

GENERAL REQUIREMENTS

General Scope The Contractor shall perform all services (to include installation), furnish all materials required, and deliver to the United States Air Force a fully designed, properly installed, and functional addressable fire detection/alarm system for the project titled “Install 7 CES Readiness Storage K-Span Fire Detection/Alarm System”, Project No. FNWZ 15-0049 and “Install 7 CS Communication Storage K-Span Fire Detection/Alarm System”, Project No. FNWZ 15-0048, in accordance with the requirements specified herein and those set forth under the Statement of Work for each type service.

Project Description The purpose of this project is to provide the design, installation, and certification of an addressable fire detection/alarm system for a new construction, military built K-Span (Steel Arch Building).

A. The new building will be a 45’ X 110’ open-bay warehouse with a 12’ eave height tapering upward to a ridge height of 28’. Framed openings include 1 roll-up door and 2xpersonnel doors. The facility will primarily be used for the storage of material with no permanent office space. See Attachment 1 for details on structural steel framing and insulated wall panel construction.

B. The facility is considered low occupancy, uninhabited and does not require a mass notification system.

C. Include designs/plans for an addressable fire detection/alarm system that can detect, notify, and signal to include heat detection, fire alarm panel to sync with the base system, and all other items that accompany an overall tested/certified fire detection/alarm system in IAW NFPA and UFC standards.

D. Design/install includes, but is not limited to, heat sensors/detectors, fire alarm horn strobes (no conventional bells), BT2/4 narrow band transmitter, manual pull stations, and Monaco panel or equivalent (must be compatible with base system) as required per section 1.02.

E. Heat detection devices installed along ridge of facility must have fixed temperature settings (rated at 194oF) to avoid activation from temperature shifts incurred when roll-up doors are opened.

F. Drawings and specifications will comply with current Air Force design standards, base standards, and referenced publications (Specifically, NFPA 72, NFPA 101, and UFC 3-600-01).

G. No Thermotech brand devices shall be used due to Air Force guidance.

Architectural and Structural Considerations The project shall be designed to minimize building/facility maintenance and maximize quality of life and quality of work. See Unified Facilities Criteria (UFC) Design Procedures, 2009, at www.wbdg.org.

Cost Limitation A. If unusual design features or conditions are included in the project which materially affects the cost, they must be justified. Attach backup information to the construction cost estimate, which explains the rationale, the cost information relative to the cost of a non-environmentally friendly item, the life cycle advantage, and the other sustainable reasons for using this material.

Design Policy and Criteria The project will conform to National codes and Regulations for building construction and safety in addition to Military Handbook 1190 and Unified Facilities Criteria 3-600-01. Modern construction techniques and architectural treatment should be incorporated in the project designs to obtain both quality and economy and to provide a functional, complete, and usable facility. Emphasis must be placed on investigative and preliminary design efforts to insure all ancillary and related work items are included in the design to eliminate any near future requirements for upgrade or repair. The project description and programming documents must be used as a preliminary, basic, and abbreviated outline of work to be performed. It is the Contractor’s responsibility to add to or modify the project content as necessary using sound professional observations, experience, and judgment. Plans and specifications must be of sufficient detail and quality to allow accurate bidding and minimize the potential for claims without the need for a site visit by potential bidders. Wherever products are specified by brand name, the Contractor will provide the Government with copies of descriptive literature. Any document referenced by the Contractor for inspection will be included as a required submittal to the Government. Provide dates for all documents referenced in specifications or drawings. All drawings will be AutoCAD Release 2010 or later, generated; word processing, spreadsheets, and all documents will be the most current version of Microsoft Office (conversion from other software not acceptable). If fonts or software other than standard AutoCAD Release 2007 or later, are used, the Contractor will provide a copy of the software with the bid documents. All specification sections, including mechanical and electrical, will be in the same font and style. Each final product drawing shall be functionally complete and include all layers, fonts, and menus. The Contractor is required to utilize AIA CAD layering guidelines.

Government Furnished Information and Materials The following information and materials will be furnished to the Contractor for the execution of the project work: Existing Site Plans, Building Plans and Details of the project site as available for use as references.

Pre-Design Conference The pre-design conference between the Contractor and Government representatives involved with the project will be held to ascertain that the Contractor clearly comprehends and understands the various scopes of work to be performed under each type of service. During the conference, the Contractor may present his/her views as to how he/she proposes to accomplish the project and to review and discuss the program requirements. A site visit will be conducted following the design conference.

Instructions and Administrations During the course of project preparation, the Contractor may be called upon to attend conferences pertaining to the project. The Contractor shall prepare written minutes of all conferences, pertinent instructions, and information received verbally or otherwise. Copies of minutes shall be transmitted to the attendees within 5 working days. Data submittals shall be by dated letter, and when necessary, hand carried. All documents will be on recycled paper copied both sides. The Contractor shall note that all fire detection systems must be fully designed and stamped by a registered professional fire protection engineer with a minimum of three years’ experience and responsibility for design of such systems. No performance specifications are acceptable.
