About this file
This document is a Salient Characteristics specification for aquatic stationary exercise bicycles intended for use in swimming pool environments at Government facilities, specifically for deployment at Grand Forks Air Force Base. The Government seeks new, commercially available aqua spin bikes that meet or exceed ten minimum functional and performance requirements.
The bicycles must support a minimum user weight of 350 pounds and be designed for stationary cycling exercise encompassing low and high intensity levels while submerged on pool floors. All frame, structural components, fasteners, moving components, and exterior surfaces must be constructed from or protected by corrosion-resistant materials suitable for repeated immersion in chlorinated pool water, including stainless steel, aluminum, polymer, composite, or coated metal options. The bikes must remain stable during normal and high-intensity use without sliding, tipping, or floating, incorporating stabilization methods such as suction cups, weighted bases, ballast systems, or wide-based designs without requiring permanent pool modifications. Additional requirements include adjustable pedaling resistance that can be modified while pedaling in the pool; pedals with foot retention systems such as adjustable straps, toe cages, or footplates; handlebar and seat adjustability to accommodate varying user heights and body sizes; and mobility features including wheels, rollers, or integrated handles for safe movement when not in use. Offerors must provide manufacturer training for a minimum of three Government personnel covering setup, adjustment, use, cleaning, storage, and routine care, available online, virtually, or in-person at Grand Forks AFB, along with operating instructions, safety guidance, and troubleshooting information. A manufacturer's limited warranty of no less than two years from Government acceptance is required.

Salient Characteristics - Aqua Spin Bikes
The salient characteristics stated herein reflect the Government’s minimum functional and performance needs. Offerors may propose products with different materials, configurations, resistance mechanisms, stabilization systems, or protective features, provided the offered product meets or exceeds all stated requirements.
The Government requires aquatic stationary exercise bicycles for use in a swimming pool environment. Products offered shall be new, commercially available, and meet or exceed the following minimum requirements.
1. Intended Use
• Designed for stationary cycling exercise encompassing low and high intensity levels while positioned on the floor of a swimming pool.
• Suitable for repeated use in a chlorinated-pool environment.
• Capable of supporting individual aquatic fitness, rehabilitation, low-impact and high intensity exercise activities.
2. Corrosion Resistance and Durability
• The frame, structural components, fasteners, moving components, and exterior surfaces shall be constructed of, coated with, or otherwise protected by materials suitable for repeated immersion in chlorinated pool water.
• Materials and finishes shall resist corrosion, degradation, and loss of structural integrity during normal use and routine exposure to pool chemicals.
• The bicycle may use stainless steel, aluminum, polymer, composite, coated metal, or equivalent materials, provided the offered construction is suitable for the intended aquatic environment.
• Any exterior covering, shell, guard, or protective component, if included, shall be durable, corrosion-resistant, and suitable for pool use. A polyethylene shell is not required if the offered product otherwise meets the corrosion-resistance, user-safety, and durability requirements.
3. User Capacity
• Support a minimum user weight of 350 pounds.
• Be structurally stable during normal and high intensity pedaling, mounting, dismounting, and user position changes by an individual at or below the stated weight capacity.
• Ability to provide a full body, versatile, and multi-directional exercise experience.
4. Stability and Pool-Floor Interface
• Remain stable during normal and high intensity use and resist unintended movement, sliding, tipping, or flotation while positioned on the pool floor.
• Include an integrated stabilization or anchoring method appropriate for pool use.
Acceptable methods may include suction cups, weighted bases, ballast systems, wide-based designs, leveling feet, or equivalent means.
• Pool-contact components shall be non-marking and designed to minimize the potential for damage to the pool floor, liner, or other pool surfaces.
• The bicycle shall not require permanent installation, drilling, or modification to the pool or pool floor.
5. Adjustable Exercise Resistance
• Provide adjustable pedaling resistance suitable for users with varying fitness, rehabilitation, and training needs.
• Permit adjustment of resistance while the bicycle is positioned in the pool without dismounting and while pedaling.
• The resistance system may use water resistance, hydraulic resistance, mechanical resistance, adjustable pedals, a resistance knob, or an equivalent method, provided the user can select and change resistance levels safely and effectively without dismounting and maintaining pedaling.
6. Pedals and Foot Retention
• Include pedals suitable for submerged aquatic exercise.
• Provide a means to retain or support the user’s feet during pedaling, such as adjustable straps, toe cages, integrated aquatic footwear, neoprene footwear, footplates, or an equivalent system.
• Pedal and foot-retention components shall be durable, water-resistant, and designed to avoid sharp edges or features that could create a user safety hazard.
7. User Adjustability and Ergonomics
• Include handlebar adjustment to accommodate users of varying heights and body sizes.
• Handlebar adjustment shall provide vertical and fore/aft positioning, or an equivalent range of adjustment that allows the user to obtain a safe and functional riding position.
• Include an adjustable seat or an equivalent user-positioning design that accommodates the intended user population.
• Adjustment mechanisms shall be usable without specialized tools during routine setup, except where the manufacturer’s standard safety design requires a tool.
8. Mobility and Handling
• Be capable of being moved for placement, removal, repositioning, and storage by facility personnel without specialized lifting equipment.
• Include wheels, rollers, integrated handles, or an equivalent mobility feature to support safe movement of the bicycle when it is not in use.
• The mobility feature shall not interfere with stability or safe operation while the bicycle is positioned for exercise in the pool.
9. Training, Instructions, and Support
• Include training sufficient for designated Government personnel to safely set up, adjust, use, clean, store, and conduct routine care of the bicycles.
• Training may be provided online, virtually, in person (instructor led at Grand Forks AFB), or through manufacturer-developed instructional materials, provided the training is available to Government-designated instructors or staff.
• Include operating instructions, safety guidance, cleaning and maintenance instructions, and troubleshooting information.
• If the vendor offers an instructor certificate or completion credential as part of its standard training program, it shall be included for designated Government personnel. A proprietary manufacturer-specific certification is not required unless separately justified by the requiring activity.
• One-time training must be provided for a minimum of 3 personnel.
10. Warranty
• Include a manufacturer’s limited warranty of no less than two years from the date of Government acceptance.
