About this file

This document is a Salient Characteristics specification for the procurement of an automated closed-cup flash point tester. The requirement specifies that the instrument must be a Pensky-Martens closed-cup flash point tester capable of determining flash points of volatile and flammable materials to ensure safe handling, storage, and transportation of fuels and combustible liquids. The tester must be automated to ensure accuracy, repeatability, and minimize operator variability.

The instrument must be a current production model from 2025 or newer and compatible with both 100-120V and 220-240V, 50/60 Hz power supplies for use in various facility environments. The tester must comply with ASTM D93, ISO 2719, and IP 34 standards. The purchase includes a complete operational test set comprising one test cup, one lid with integrated stirrer, and one multi-detector sensor for flash point detection, along with a dedicated holder set with drip pans for safe storage and workspace maintenance. A certified reference material (CRM) for fuel with an approximate flash point of 74°C compliant with ASTM D93-A must be provided for performance verification and calibration. The vendor must provide a minimum 3-year manufacturer warranty and include two instances of on-site preventive maintenance performed by a certified service engineer, encompassing instrument inspection, cleaning, replacement of normal wear parts, full performance verification with necessary adjustments, and a detailed maintenance report.

Salient Characteristics for Flash Point Tester

Rationale of Requirement:

The unit requires an automated closed-cup flash point tester to determine the flash point of volatile and flammable materials. This is critical for ensuring the safe handling, storage, and transportation of fuels and other combustible liquids by verifying their flash point specifications. The tester must be automated to ensure accuracy, repeatability, and reduce operator-to-operator variability.

General and System Requirements:

Measurement Principle: The system must be an automated Pensky-Martens closed-cup flash point tester.

Power Supply: Must be compatible with a 100-120V and 220-240V, 50/60 Hz power supply to ensure functionality in various facility environments.

Model Year: The instrument must be a current, new production model (2025 or newer).

Compliance and Standards:

The tester must be capable of performing tests in full accordance with the following industry standards:

• ASTM D93

• ISO 2719

• IP 34

Core Components and Accessories:

The purchase must include a complete test set required for operation, which includes:

• One (1) Test Cup

• One (1) Lid with an integrated stirrer

• One (1) Multi-detector sensor for flash point detection.

A dedicated holder set must be included to safely store the test cup, lid, and multi-detector when not in use, minimizing the risk of damage. The holder should include drip pans to maintain a clean workspace.

A certified reference material (CRM) for fuel (approximate flash point of 74 °C) compliant with ASTM D93-A must be included for performance verification and calibration.

Maintenance and Warranty:

The vendor must provide a minimum of a 3-year manufacturer warranty on the instrument.

The purchase shall include two (2) instances of on-site preventive maintenance, to be performed by a certified service engineer. This service must include:

• Inspection of the instrument and its operating environment.

• Instrument cleaning and replacement of normal wear parts.

• A full performance verification and any necessary adjustments.

• A detailed maintenance report upon completion.
