About this file

This is a Questions and Answers document for federal contract opportunity FA465926QM003, an environmental services contract with the Air Force Base.

The contract pertains to Oil/Water Separator (OWS) system maintenance and wastewater management services. Historical discharge data indicates yearly OWS flow varies significantly, with approximately 105,000 gallons of wastewater and 14,520 gallons of sludge disposed in 2025, compared to 89,268 gallons combined in 2024. The incumbent contractor is Enviremedial Services, Inc., and the total contract value is $946,890.26. Key operational requirements include obtaining base passes for current or discharged military staff (with escort requirements for restricted flightline areas), providing Safety Data Sheets (SDS) for any cleaning compounds used to the Environmental flight for approval, and submitting soil and groundwater samples to laboratories certified by the North Dakota Department of Environmental Quality. The contractor must maintain proof of insurance coverage for hazardous material transport, as there is a possibility waste may be hauled off-site despite initial containment and storage occurring onsite. Documentation examples related to the land treatment facility can be provided post-award for reference on pre- and post-cleaning reporting requirements.

Questions and Answers

1. Can the estimated yearly discharge from the OWS systems be provided?

Yearly flow through for OWSs varies. In 2025, approximately 105,000 gallons of wastewater was pumped to the sanitary sewer, and 14,520 gallons of sludge was disposed of at the Land Treatment Facility (LTF). In 2024, 89,268 gallons of wastewater & sludge was pumped out of the OWSs.

2. If awarded the project, will a list of approved laboratories for the described soil and groundwater submittals be provided?

The North Dakota Department of Environmental Quality (NDDEQ) certifies laboratories for environmental sampling. Contact the NDDEQ for list of certified laboratories.

3. If awarded the project, will a list of approved cleaning compounds be provided?

If cleaning compounds are used, you would provide the name and SDS to our Environmental flight for approval.

4. Are current or discharged US Military staff working for us able to conduct work on site under this contract without escorts?

We would get them base passes to enter base. Restricted areas on flightline would require an escort.

5. If awarded the project, can pre- and post-cleaning documentation report examples be provided?

Can provide examples of documentation related to the land treatment facility.

6. In section 4.1 of the Performance Work Statement (PWS) it is stated that Proof of Insurance Coverage for hazardous transport is to be provided if awarded. It is specified in section 1.2.1.2 of the PWS that waste will be containerized and stored onsite and transportation of the waste off-site will be handled by AFB personnel. Can we get clarification on this, as hazardous material transport insurance coverage should only be required if transporting the waste off-site is required?

There is a possibility you may haul it off the base.

7. Who is the incumbent? What is the total contract value?

The incumbent for this is Enviremedial Services, Inc.

The total contract value is $946,890.26.
