Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) parts; Part I – Price Quote and Part II – Technical Acceptability.

(1) Contractor’s Unit and Total Price relating to each of the CLIN/Items above.

NOTE: Vendor specific terms and conditions that may be contingently proposed for subsequent inclusion into the contract will not be considered by the Government in its evaluation of quotations. This aspect also includes the Government’s exclusion from requests by vendors to enter into supplemental agreements from their respective company in order to conduct business under a resultant contract award. Vendors that are not able to comply with the aforementioned conditions will be determined as noncompliant with the solicitation requirements and therefore may be removed from consideration for award.
ADDENDUM TO FAR 52.212-2, EVALUATION OF OFFERS
(d) BASIS FOR CONTRACT AWARD: This is a competitive Lowest Price Technically Acceptable (LPTA) in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13, and Department of Air Force FAR Supplement (DAFFARS) Part 13. By submission of its quote in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Quoters – Commercial Items, the quoter accedes to the terms of this model contract. Failure to meet a requirement may result in a quote being determined unacceptable. Award will be made to the lowest TEP offer that meets the acceptability standards for non-price factors.
Evaluation Procedures. Following receipt of responses to this RFQ, the Government will perform a comparative analysis (compare quotations) in order to select the quoter that is best suited to fulfill the requirements of the RFQ. The comparative analysis will be based on the offeror’s submissions as compared to the factors outlined below:
I. Price Evaluation.
(a) The lowest quote will be evaluated for price reasonableness. It is expected that the competitive nature of this acquisition will drive price reasonableness; however, the Government reserves the right, if it deems appropriate, to make this determination by means of one or more techniques as described in FAR 13.106-3. Unreasonable or unbalanced prices submitted may be grounds for eliminating a quote from further consideration if prices are determined to be incompatible with the scope of the effort to be accomplished and/or create performance risk on the basis the quoter does not understand the requirement.
(b) The Government will rank all quotations by Total Evaluated Price (TEP). The price evaluation will document fairness and reasonableness of the TEP. A TEP will be computed for each quotation. The quoter’s total price will be determined by multiplying a quantity by the unit price for each Contract Line Item Number (CLIN) to calculate the extended total amount for each CLIN. Then in order to calculate the total quoted price, all extended amounts will be added together. The total quoted price will constitute the TEP.
II. Technical Evaluation.
Technical Acceptability: The government’s technical evaluation team will evaluate the technical portion on a pass/fail basis, assigning ratings of Acceptable or Unacceptable.
Acceptable: Offer meets the minimum requirement of the solicitation.
Unacceptable: Offer does not meet the minimum requirement of the solicitation.
The technical offers will be evaluated against the following criteria:
Coveralls Offeror’s understanding of SOW 2.1.3
Quoters are cautioned to submit sufficient information and in the format specified in INSTRUCTION TO OFFERORS of this solicitation. Quoters may be asked to clarify certain aspects of their quotes. Exchanges conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for quote revision. The Government intends to award a contract without interchanges/discussions with respective quoters. The Government, however, reserves the right to conduct interchanges/discussions if deemed in its best interest.

Questions and Answers
Solicitation Number: FA465924QM007
Date: 13 August 2024
Question 1: Do you know the dimensions of the rags and the weight?
Answer 1:
Question 2: Is there a rag specification (size) for the needed 250 rags?
Answer 2:
Approximately 8 x 11 inches low lint 100% cotton fabric material.
Question 3: SOW-2.2.1 states that: The contractor shall coordinate a pickup date with LRS during the first week of each month and will return the clean items upon pickup of dirty items the following month. 250 dirty rags will be collected at the start of this service. The contractor will pick up 250 soiled rags and replace with 250 clean rags unsaturated with JP-8, diesel, and/or oil products (except gas due to benzene (D018) contract). The shop rags will be free from liquid, grease, or other contaminates.
a. Just to clarify, the first pick-up is provided by the government and the first replacement is the 250 rags required on the SOW. Is this correct?
Answer 3:
Roughly 8in x 11in
The rags will be provided by the government. Upon written notification of unserviceable rags we will provide serviceable rags to add to the rotation.
Question 4: What is the expected weight of each monthly pick-up (44 coveralls and 250 rags)?
Answer 4:
Question 5: Is there an incumbent for this solicitation?
Answer 5:
There is no incumbent for this solicitation.
Question 6: Is the Biweekly every other week or twice a week and for the uniforms, is it 22 pants 22 shirts the total needed or is it every week for 2 employees.
And how many total employees?
Answer 6:
The requirement is not bi-weekly, as stated in the SOW (2.3.1) it is to be picked up and/delivered monthly. The need is neither for shirts nor pants. Please refer to the SOW 2.1 Coverall Rental and Washing (CLIN 0001): The Contractor shall provide 110 coveralls with name tapes, and laundry tags to identify who each coverall is assigned to. See Appendix 1 for requested names and sizes. Quantities subject to change due to turnover of personnel. Sizes subject to change due to turnover of personnel.
And 2.1.2: The contractor shall coordinate a pickup date with LRS during the first week of each month and will return the clean items upon pickup of dirty items the following month. Each month the contractor shall pick up 44 soiled coveralls (2 per 22 mechanics) and replace with 44 cleaned coveralls. The coveralls should be free from stains, chemicals, and holes.
So, the total needed for pickup and replacement each month will be 44 coveralls, for a total of 22 employees.
Question 7: I was reaching out to see if the vendor could provide weekly services instead of monthly?
Answer 7:
We do not currently have the specifications for the coveralls being issued so we are unable to provide the coverall weight. The rag weight will be roughly 50lbs this will fluctuate based on saturation and the contaminates.
We wrote the contract for monthly services because the amount of soiled items did not constitute weekly cleaning. This was also in an effort to keep costs down.
As stated in the SOW (2.3.1) it is to be picked up and/delivered monthly.
