Request for Information – FA465922Q0006
1. On page 2 of the “Combined Synopsis/Solicitation” document, it states that “ Quotes are due no later than 10:00 AM. Central Standard Time, 20 May 2022”. Should this be 28 June 2022?
Answer: All quotes are due 15 July 2022. An amendment has been issued to the original solicitation to correct this discrepancy.
2. Can a past performance CPAR be submitted by a Teaming Partner?
Answer: If the offeror was a team partner alongside another contractor, and not a subcontractor under a prime contractor, a CPAR can be submitted. However, it should be clear that the offeror’s past performance is reflected in the CPAR and not only that of the teaming partner.
3. Can an offeror submit past performance as a Subcontractor which would not contain a CPAR number?
Answer: No, all work submitted should be as a prime contractor with a CPAR number.
4. How does an offeror provide “assurance that a member can pass a physical exam and do light office lifting”?
Answer: The offeror should provide written confirmation that the member can pass a physical exam and do light office lifting. Completing a physical exam is not necessary, but the offeror will be held accountable to the written confirmation as part of the quote.
5. Please confirm the contract type.
Answer: This will be a firm-fixed contract.
6. Given the basis of award as LPTA, please provide plug in numbers for Per Diem, given this is a cost reimbursable element, for an equal baseline comparison against the FFP and/or LH CLINs.
Answer: This contract will be firm-fixed price. Equitable adjustment will be provided due to shift of per diem when necessary. Per Diem for Andersen AFB, Guam is $255/day, Sigonella NAS, Italy is $295/day, and Yokota AFB, Japan is $182/day. Per diem rates can be found by using the per diem rate query at https:/www.defensetravel.dod.mil/ site/perdiemCalc.cfm. An amendment has been issued to the original offer schedule for clarification.
7. What are the formatting requirements for proposal/quote submission?
Answer: The quote should be submitted IAW the offer schedule that is attached in the combo. The government is willing to consider alternate quote structures, but the attached offer schedule should be utilized unless absolutely impracticable.
8. What are the page limits for resumes?
Answer: There are no page limits for resumes. Please make your best effort to keep resume concise, but capture all required capabilities.
9. For quote submission, are resumes required for all Key staff outlined in the solicitation?
Answer: Yes, a resume is required for both Information Technologists and Programmers outlined in the solicitation.
10. Is there an incumbent performing these services and if so, what is the contract number?
Answer: Yes the current contractor is Sumaria Systems, LLC. The current contract number is FA468618F0025.
