Section B: Description of the Supplies/Services Required
Grand Forks AFB (GFAFB) requires installation and periodic upgrading of HVAC controls at building 168. 319 CES request to use only Honeywell ComfortPoint Open (CPO) controllers and components that support it. Grand Forks AFB operates Honeywell's Enterprise Buildings Integrator (EBI) as its base-wide monitoring and control for building automation systems, which CPO controllers integrate with seamlessly.
Section C: Justification for Soliciting from a Single Source or Brand Name
Honeywell International, Inc. is the only commercial control provider that employs the necessary personnel certified to work on our environmental management control system (EMCS). EBI's license and architecture are owned, maintained, upgraded, and serviced by Honeywell EBI-certified technicians. Significant costs would be associated with incorporating other environmental control companies with the current system. Many bases have standardized on one brand of control system for this reason, and the bases vary in which brand they have used, so the AF as an enterprise is being competitive among the environmental control companies.
Incorporating other brands would require additional funds at time of installation, as Honeywell will charge other control companies for the programming required to tie their system into the Honeywell front end that we have. This cost is dependent on the number of points in the control system, and will range from $ to $ for the size systems we have. This building would be on the low end, at $ . In addition, multiple HVAC technicians will require training to maintain an additional control system, at a cost of approximately $ per person. When the main front end systems need to be upgraded, the estimated cost is $ per brand, every 3-4 years. The average annual cost for the upgrades is $ .

Section D: Efforts to Obtain Competition
We have looked for ways to incorporate other brands of controls at GFAFB. Without a large in-house control shop, we cannot support multiple brands without significant additional contractor cost. Military bases use a variety of control companies, but are most efficient when only one control company is used per location.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Because of the efficiencies for having one brand of controls, there is not a solution to preclude single source/brand name situations. In the future, as control software matures and becomes more standardized, we may likely be able to use other brands of controls with little additional cost or training. A market survey conducted on 22 Aug 2018 found other contractors can provide Energy Management and Control Systems (EMCS) equipment. Also, on 20 Nov 2018, market research for the 2019 EMCS re-acquisiton identified that vendors provide EMCS services/equipment. However, as Honeywell's equipment is a proprietary product that cannot be provided by outside vendors, only Honeywell responded to the acquisition stating they can provide services/equipment related to the EMCS acquisition.
