STATEMENT OF WORK

REPLACE HVAC CONTROL SYSTEM at Bldg 168

August 2019

1. GENERAL: The contractor will replace R7044 controller with new CP-Open technology in Building 168 at Grand Forks AFB, ND. Any Sensors requiring upgrade are included.

All graphics will be upgraded to new CP-Open points. Controller will require a network drop, connected by Grand Forks AFB Communications Squadron.

2. PRINCIPAL FEATURES: The work to be performed includes, but is not limited to, the following:

2.1. Removal

2.1.1. Remove the existing Honeywell R7044 controller and associated components from the mounting structure. Removed EMCS controller and components become the property of the contractor.

2.2. New Work

2.2.1. Provide and install new Honeywell CP-Open System. The new control system shall be compatible and integrate with current Energy Management Controls System at Grand Forks AFB.

2.2.2. Grand Forks AFB operates Honeywell's Enterprise Buildings Integrator (EBI) as its base-wide monitoring and control for building automation systems, which CP-Open controllers integrate with seamlessly.

3. PRE-WORK REQUIREMENTS: The contractor shall perform a pre-work inspection of the work area. Items not within the scope but found to be defective conditions or work not shown or noted on the drawings shall be documented on the contractor’s Quality Control report for that day and reported to Civil Engineer’s inspector assigned to the project.

4. SITE MANAGEMENT: The contractor shall perform a final cleanup and repair of the work area, including but not limited to, any damage done to adjacent grounds, pavements or structures. Any damage shall be repaired and returned to conditions matching those before the contractor began work.

5. SUBMITTALS: The contractor shall provide product specifications and shop drawings of the proposed replacement CPO System.

6. PERMITS: The contractor shall obtain all applicable permits, including but not limited to, AF Form 103 (Work Clearance Request) and utility prints for the work site; welding; burn permit, as well as any permits or licenses required for the removal of hazardous materials.

7. PROJECT AREA: This contract will entail work at Bldg 168 only.

8. MINIMUM SECURITY REQUIREMENTS: (All Areas Including Base Entry):

8.1. Visitor Passes: The Commercial Visitor Control Center will issue an SFMIS AF Form

75 (Visitor Pass) to the contractor and contractor employees upon completion of the screening process for the duration of contract.

8.1.1. Although contractors will not be issued vehicles passes, vehicles are subject to search while on the installation. Contractors are required to obtain a contractor visitor pass. This project’s work site does not contain restricted/controlled areas; therefore entry into such areas is strictly prohibited.

9. CONDUCT REQUIREMENTS: The contractor’s employees shall comply with all base traffic regulations and properly conduct themselves while on this base.
