Questions and Answers
1. Q. Do you have quantities of pipe and fittings needed for this project?
A. Contractor must calculate this based on solicitation documents.
2. Q. Will there be any Cathodic protection needed for this project?
A. No, new underground piping is exclusively HDPE.
3. Q. What is the MAOP (Maximum Allowable Operating Pressure) for housing?
A. The maximum allowable operating pressure in housing is 17 psi
4. Q. On sheet G-002, General Notes #21, It states that all the existing pipe is poly except for the stretch of 8". Is this correct?
A. Yes, all existing pipe is poly with exception to the 8” steel pipe that runs parallel to Louisiana St south of Nevada Dr.
5. Q. Will the contractor be allowed to install all the new mains via HDD (Horizontal Directional Drilling)?
A. Due to previous problems with pavement collapse because of improper HDD techniques, contractor shall be permitted to bore beneath unpaved areas only, with exception to the new gas line servicing the firing range.
6. Q. In the plans, on sheet C-106, where the pipe is drawn with 90-degree bends, can we install the pipe with a long sweep or do you want 90-degree fittings fused on?
A. A long sweep is acceptable.
7. Q. On sheet C-106, where the new gas line crosses the fence line, will we need additional security clearance or just a government escort?
A. N/A based on Amendment 2 the new gas piping that services the firing range will be located outside the airfield fence
8. Q. At the PRV's, do you require a 5M or 7M Rotary Meter?
A. Please provide meters in accordance with 33 51 15 2.4
9. Q. On sheet C-109 of plans, @ A-4, plans show installing a 2" BV. At the intersection of J Street and Maxwell Ave, plans show to extend 2" to 4" header. Is the gas main running parallel to J Street a 2" or 4"? The gas main running parallel to J Street is 4”
A. The gas main running parallel to J Street changes from 4” to 2” to the south of Maxwell Ave.
10. Q. On sheet C-107, @ D6, it notes to convert all propane fittings to Natural Gas
Fittings. Some appliances are not convertible, such as a water heater.
A. See question 11
11. Q. What appliances will the government require the contractor to convert specifically?
A. The LP tank at the firing range currently supports two gas fired unit heaters and two make up air units.
12. Q. Regarding the road crossings, would poly pipe be an acceptable casing?
A. No, see 33 51 15 3.6.1 “Where polyethylene pipe passes beneath a roadway, encase, bridge, or design the main as indicated to withstand any anticipated external loads as specified in ASME B31.8. Provide standard weight black steel pipe encasement material with a protective coating as specified. Separate the pipe from the casing by insulating spacers and seal the ends with casing bushings.”
13. Q. What size does the casing under all roadways need to be? I.E. One and one half times the size of the carrier pipe being installed?
A. Size casing such that external loads are not applied to the carrier pipe. Separate the pipe from the casing by insulating spacers and seal the ends with casing bushings.
14. Q. Regarding the installation of the gas main and service modifications, is compliance within the Department of Transportation Operator Qualifications for fusion, 49 CFR Part 192 - TRANSPORTATION OF NATURAL AND OTHER GAS BY PIPELINE: MINIMUM FEDERAL SAFETY STANDARDS apply? If so, will certifications be requested for this project?
A. Yes, see spec 33 51 15 3.6 “Install gas distribution system and equipment in conformance with the manufacturer's recommendations and applicable sections of
ASME B31.8, AGA XR0603 and 49 CFR 192” and 33 51 15 3.13.1 “Follow all testing recommendations and safety precautions as recommended by the piping manufacturer's specifications, NFPA 54, NFPA 58 and 49 CFR 192”
