Questions and Answers to RFQ FA4659-16-Q-0027 dated 7 Sep 2016

Q.1. Can you provide current drawings of the range so that dimensions can be verified?

A.1. See the attached range drawings.

Q.2. What is the distance between each of the baffles as well as the distance from the last baffle to the start of the bullet trap?

A.2. See the attached range drawings.

Q.3. One of our target retriever options requires a 220-volt, two phase outlet. Is this power available on the range?

A3. There is no 220 power available for them. See the attached range drawings.

Q.4. I just have a question regarding the above referenced RFQ for a Target System at the Grand Forks AFB range. The bid specifications identify that the system needs to be made from “rust proof / resistant steel or a durable like material that is weather resistance”. We have 2 versions of target system that will fit your specification requirements, they are: Indoor target system or Outdoor target system. Which target system do you want me to bid?

A.4. Weather resistant is required due to the extreme temperature change from hot too cold with weather here that will cause condensation on the equipment.

Q.5. The Statement of Work for this solicitation states that "The carrier should be faced with a minimum of 3/8" steel plate on the front of the carrier facing the shooters". Our target retriever has been designed with a carefully engineered angle to deflect rifle and handgun bullet impacts toward the trap and away from the shooters. With the angle of this design, we have found that a 1/4" AR500 deflector plate is sufficient for both handgun and rifle rounds and would like to know if this will meet the minimum requirement.

A.5. See the attached excerpt from ETL 11-18 with required steel plate thickness. 3/8" or 10mm is minimum. Nothing about angles stated in ETL just the minimum thickness.

Q.6. Is there a requirement/qualification that the provider demonstrate past performance in providing targetry for the Military?

A.6. Past performance is not required to be submitted in response to this solicitation.
