STATEMENT OF WORK
New Boiler Addition to B 633 Fire House Facility
1. GENERAL: The contractor shall provide all materials, plans, labor, equipment and supervision necessary to do the following:
2. PRINCIPAL FEATURES: The work to be performed includes, but is not limited to, the following:
2.1. Demolition
2.1.1. Removal of 3” vinyl pipe insulation. Insulation from the vertical piping exiting the Boiler Water Feed (BWF) pump. Approximately 6’ of pipe.
2.2. Proposed new construction
2.2.1. Period of Performance – 120 Days starting from Notice to Proceed to end of project. 90 Days for Material acquisition; 30 days for project completion.
2.2.2. Installation of boiler
2.2.2.1. Concrete Pad with dimensions W 22” X L48” X H 2” to be installed in location labeled in attached drawing M101.
2.2.2.2. Boiler Install - A Lochinvar Knight XL, High Efficiency, Commercial Condensing Boiler or Equal will be installed in the mechanical room of Building 633, Fire Station. The specifications of this boiler are found in Table #1.

Other features required but not mention above are: 5:1 Burner Turndown, ASME Stainless Steel Heat Exchanger, M9-M7-M13 firing codes, Digital Operating Control System, EBI System Integration, 120VAC/60 Hertz/1Ph power supply, Low Voltage terminal Strip, time clock, data logging capability, Low Water indicators, password security, temperature readouts.
The location of the boiler is shown on attached drawing M101. The Boiler is located in the NE corner of the mechanical room, along the East wall, just south of the hot water heater.

2.2.2.2.1. Boiler Feed Water Piping with Pump - Install the boiler feed water piping and BWF Boaster Pump (3 HP, 2” flanged, 3 phase 480V) to the hot water boiler. See attached drawing M101 for piping location and insertions. A list of piping specifications and quantities is found in Material Price List.
2.2.2.2.2. Combustion Air and Flue Gas Piping - Install combustion air and flue gas piping as shown in attached drawing M101. A list of piping specifications and quantities is found in Material Price List.
2.2.2.2.3. Electrical Connections - The boiler feed water pump requires 3 phase, 480V electrical power. Hot water boiler requires 1phase, 120V circuit. All electrical power used to operate the boiler will be connected to the backup generator system in the event main power supply is interrupted.
2.2.2.2.4. Natural Gas Line - The Natural Gas fired boiler will require installation of 1” pipe from the gas source to the boiler. A list of piping specifications and quantities is found in Material Price List.
2.2.3. Installation of Instrumentation to Monitor and Control Boiler Operation - Contactor is required to install, integrate and test/balance to the Honeywell Energy Management and Control System (EMCS). A material and Labor estimate is specified in the attached Material Price List.
3. PREWORK REQUIREMENTS: The contractor shall perform a pre-work inspection of the projects work area. If items are found in defective conditions or not shown/noted on provided drawings and not previously identified in the task order shall be documented on the contractor’s daily Quality Control report and reported to Civil Engineering’s Project Inspector assigned to the project.
4. CONSTRUCTION/SITE MANAGEMENT: The contractor shall perform a final cleanup and repair of the work area, including, but not limited to, any damage done to adjacent grounds, pavements or structures. Any damage shall be repaired and returned to conditions matching those before the contractor began work on this task order.
5. SPECIFICATIONS: All work shall be accomplished according to UFC 1-200-01 General Building Requirements, Unified Facilities Guide Specifications, Engineering Technical Letters, and any manufacturer’s specification associated with materials and supplies. In the event of a conflict between any of the specifications or codes the most stringent standard will apply.
6. DRAWINGS: As-built drawings are required before final payment of this renovation may be accomplished. As-built drawings depicting the existing conditions prior to award of this task order are available from the Base Civil Engineering Drafting Section.
7. SUBMITTALS: The contractor shall provide, as a minimum, electrical, piping, equipment installation and/or structural shop drawings of the proposed renovation. These are required for the government's evaluation of the contractor's proposal prior to negotiations. Material submittal requirements will be determined in the negotiation phase prior to task order award.
8. PERMITS: The contractor shall obtain all applicable construction permits for this task order including, but not limited to, AF Form 103 Work Clearance Request, welding, burn permit, as well as any permits or licenses required for the removal of hazardous materials.
9. HAZARDOUS MATERIALS: If a hazardous material is suspected, the contractor’s proposal shall include appropriate measures for safely working with and around the suspect material. The contractor’s proposal shall also include estimated quantities for abatement of the suspected hazardous materials to be utilized upon confirmation by the test reports.
10. GENERAL SECURITY - Minimum security requirements, common not only to secure areas, are also required for entry onto Grand Forks AFB. These minimum requirements are outlined below.
11. CONTROLLED AREAS: Controlled areas are identified in GFAFBI 31-101 and are conspicuously identified by posted signs. Contractor’s personnel must be escorted when in the controlled area. Contractor personnel will need to be escorted while working within the controlled area.
12. PROJECT AREA: This contract will entail work in Controlled Area of the flight line.
13. MINIMUM SECURITY REQUIREMENTS (All Areas Including Base Entry):
13.1. Visitor Passes: The Commercial Visitor Control Center will issue an SFMIS AF Form 75 (Visitor Pass) to the contractor and contractor employees upon completion of the screening process for the duration of contract.
13.1.1. Although contractors will not be issued vehicles passes, vehicles are subject to search while on the installation. Contractor personnel are required to obtain a contractor visitor pass. This project’s work site does contain restricted/controlled areas; therefore entry into such areas shall be strictly controlled and monitored.
14. CONDUCT REQUIREMENTS:
14.1. The contractor’s employees shall comply with all base traffic regulations and properly conduct themselves while on this base.
14.2. Work hours on this project shall be from 7:00 am to 4:00 pm Monday through Friday.
15. RESTRICTIONS: When working on base, all security regulations shall be obeyed.
