Questions and Answers
Q1. Who owns the current issue of firefighter turnout gear?
A1. Current gear is owned by the government
Q2. Is the current turnout gear nearing or over the NFPA ten year mandatory replacement requirement? If the answer is yes what number of sets have to be replaced by year over the term of the contract?
A2. We are not aware of any gear nearing its useful life
See Attachment #1 indicating turnout gear on hand and year manufactured as well as age.
Q3. To help us better cost this project can you provide a list of vehicles the contractor is required provide to meet mission requirements?
A3. This is a performance based contract. The vehicles required, other than the two fire trucks, shall be determined by the contractor.
Q4. Who is responsible for snow removal in front of the apparatus bays?
A4. The O&M contractor, BAE systems.
Q5. Are we correct in assuming the members of the fire department clear snow from walkways, entrances and exits at the fire station?
A5. The contractor (BAE) does mechanized snow removal up to the entrances and exits of the facilities. The fire department is required to remove any snow from the entrances and exits that cannot be removed by BAE.
Q6. As we review the GFE equipment inventory it appears that several pieces of equipment that would be required to carry out the fire departments mission are missing from the list, are we to assume the contractor is responsible for providing this equipment, are pages of GFE inventory missing or is it a combination of both?
A6. There are no pages missing. Refer to PWS 3.2.1 Equipment. Furnish all equipment, including motor vehicles, special purpose vehicles, and administrative equipment, not furnished by the Government but required for performance of the contract. Contractor-owned equipment shall be clearly marked
Q7. Who is responsible for providing the computers with software and printers to support the operation of the fire department?
A7. 10 SWS will provide a government computer (already in place) to run government approved programs such as ACES-FD. All other system requirements needed by the contractor for performance of this contract are the responsibility of the contractor.
Q8. Will bidders be allowed to meet with the current Union President to discuss topics that are not proprietary to the current contractor but important to the union?
A8. The CBA between the International Association of Firefighters, local I-18 and Fiore Industries, Inc. is included in its entirety. The Government will not answer on behalf of the Union president, who is not part of the acquisition process. Contracting will not be setting up meetings between the unions and offerors.
Q9. For clarity, will each bidder be required (or permitted) to submit a written technical approach describing how they will meet the requirements of the contract? If yes is there a limit on how many pages can be submitted? This question stems from FAR 52.212-1 being incorporated by reference, but the 52.212-1 addendum on page 42 describing only a Part I Price Proposal and Part II Past Performance Information.
A9. Potential offerors are not required/nor permitted to submit a written technical approach.
Q10. Can the Air Force provide a general list by percentage of the distances members of the fire department live from the base?
A10. This information is not maintained by the government.
Q11. Can you provide clarification on your wording in Appendix C-4 relative to initial turnout gear and MSA SCBA masks as this will have a big impact on costing?
A11. Other than MSA masks listed on GFE, it will be the responsibility of the contractor to provide any shortfall. Currently the government does not have a shortfall. Any gear needed for the start of the contract is the responsibility of the contractor.
Q12. Can you provide the fire departments annual number of responses by category and time of day for the past two years?
A12. See attachment #2 listing number of incidents.
Q13. How many off base Mutual Aid calls were answered by the fire department?
A13. The fire department had 3 mutual aid calls between October 2014 and October 2015 and two of those were in this calendar year.
Q14. Who is responsible for overtime costs when the fire department responds of the base to assist the local community?
A14. We do not anticipate overtime costs for mutual aid. The contractor is required to maintain 9 and 2 on call for staffing. At no point will the contractor be allowed to go below 7 for mutual aid. The 10 SWS/CC must approve all mutual aid responses prior to any crew or assets going off base.
Q15. Who is responsible for overtime costs if a major emergency event occurs requiring the call back of personnel to deal with the emergency?
A15. The contractor is responsible for all personnel costs associated with direct firefighting operations at Cavalier AFS.
Q16. Is the 911 Dispatch Center located in the fire station?
A16. Yes
Q17. Are there other personnel who work in the Dispatch Center who handle police and security calls as well as maintain Air Force Military Communications?
A17. No
Q18. Can you provide an average cost per gallon for fuel if we were to purchase it on base?
A18. Price fluctuates with the market, but in September 2015, the price of diesel was $3.60/gal and $3.39/gal for MOGAS.
Q19. Has a date been established when the 1991 fire truck will be replaced and will it be delivered fully equipped?
A19. It is tentatively scheduled to be replaced in December 2015. Please see attachment #3 Commercial Item Description, A-A-58003P. Transferring equipment from the old truck to the new truck will be the responsibility of the contractor except radios.
Q20. Will the pre-proposal conference on October 14th include a tour of the fire station and an opportunity to see the fire apparatus?
A20. Yes
Q21. Will the answers to questions be provided to bidders in writing even if they don’t attend the pre-proposal conference?
A21. Yes
Q22. In the PWS Section 1.0 Description of Services Paragraph 2 states “This criteria is separate from staffing the Dispatch Center. A dedicated 24/7 certified and qualified dispatcher shall be provided by the contractor and as outlined in DoDI 6055.06 Enclosure 8.”
A22.1. Are the current qualified dispatchers included in the Union Agreement?
The CBA that was attached to the solicitation does not show dispatchers as bargaining unit members.
A22.2 Are current dispatchers required a maximum daily work shift of 8 or 12 hours?
The schedule of dispatchers must be determined by the contractor. This is not a government directed area.
A22.3 Are current dispatcher positions allowed to be filled by part-time fire personnel?
As this is a performance based contract it will be on the contractor to man the positions as they see fit.
Q23. Section 1.13 of the PWS states “Vehicle maintenance will be performed by the AF Vehicle Operations and Maintenance contractor on CAFS in accordance with applicable AFI’s and technical orders. The contractor shall request appropriate repair priority to all fire vehicles. All assigned vehicles tools/equipment will be maintained IAW the vehicle T.O.”
Specifically who is responsible for all testing, calibrating, and major repairs of all Fire apparatus and Pumps?

This vehicle maintenance is performed by our O&M contractor, BAE Systems.
Q.23.2 Is a certified EVT provided through the AF Vehicle Operations and Maintenance contractor?
No. The Air Force has determined that ASE certification is equivalent to EVT.
Q23.3 Are all Annual, Bi-Annual, and Quarterly testing completed by a Government provided certified EVT?
No. The Air Force has determined that ASE certification is equivalent to EVT
Q24. Are all maintenance, flushing, testing, and repair of the current on base hydrant and structural fire protection systems maintained by an entity other than personnel designated towards Fire Protection and Emergency Services RFP? If question one above is “yes” who specifically performs these task and to what extent?
A24. Our O&M contractor, BAE Systems, provides maintenance of fire detection and suppression systems IAW UFC 3-601-02.
Q25. Identify any GFE that is replaceable by the Contractor, which will end its lifecycle during the contract period (e.g. bunker gear, tools, SCBA, etc.)?
A25. GFE is the responsibility of the government to replace. Any equipment not identified as GFE that is needed in the performance of this contract is the responsibility of the contractor.
Q26. Provide average fuel consumption under the existing contract?
A26. Average for year to date is 29 gal diesel per month for the two fire trucks.
Q27. Provide the number of fire extinguishers recharged on an annual basis?
A27. The government does not track this information.
Q28. Provide a listing of equipment that inspection will be required for during the contract period (e.g. SCBA hydro testing, etc.)?
A28. All items listed as GFE require annual maintenance at a minimum. The Contractor shall follow all NFPA and manufacturer recommendations this requirement.
Q29. Provide the annual number of calls, on-base vs. off-base?
A29. Information can be extrapolated from data provided in attachment #2.
Q30. What is the contract price for each of the last 3yrs.
A30. The contract price for the last 3 years is as follows:

Q32. In Section 1 of PWS appendix C-4 it states "Initial issue of structural firefighting gear shall be the responsibility of the contractor." However, the current inventory shows 25 sets of structural gear. Is the contractor required to purchase structural gear or is the current inventory to be utilized?
A32. My interpretation of this section of the PWS is that we provide the listed gear at the START of the contract and are responsible for replacing and maintaining the gear listed as it is GFE. However, the contractor is responsible for purchasing any initial gear (new hires and anything else required that is beyond the scope of what is provided).
Q33. We need to know carryover hours that firefighters are allowed to carryover to new contract. Such as sick leave, vacation, personal time, etc.
A33. Regarding sick leave please reference the CBA Article XIX Sick Leave. As for vacation and personal time in accordance with U.S.C. 4.173 “Contractor liability for vacation benefits.
(1) The liability for an employee's vacation is not prorated among contractors unless specifically provided for under a particular fringe benefit determination. The contractor by whom a person is employed at the time the vacation right vests, i.e., on the employee's anniversary date of employment, must provide the full benefit required by the determination which is applicable on that date. For example, an employee, who had not previously performed similar contract work at the same facility, was first hired by a predecessor contractor on July 1, 1978. July 1 is the employee's anniversary date. The predecessor's contract ended June 30, 1979, but the employee continued working on the contract for the successor. Since the employee did not have an anniversary date of employment during the predecessor's contract, the predecessor would not have any vacation liability with respect to this employee. However, on July 1, 1979 the employee's entitlement to the full vacation benefit vested and the successor contractor would be liable for the full amount of the employee's vacation benefit. (2) The requirements for furnishing data relative to employee hiring dates in situations where such employees worked for “predecessor” contractors are set forth in §4.6. However, a contractor is not relieved from any obligation to provide vacation benefits because of any difficulty in obtaining such data.
