Questions & Answers

Q. Will the Government please provide the specifications and/or part numbers for the list of the CLIN003 Unscheduled Maintenance Items?

A. There is not available data regarding this question to answer it appropriately.

Q. Section 1.2 was revised to remove the reference to materials being government furnished for the COMs. With the materials for the COMS being contractor furnished it has led to the question regarding section 1.5 on page 3 of the PWS. It indicates that COMs "Consist of all work necessary to inspect, repair and/or replace dormitory rooms/bathrooms and their appurtenances..." This line with repair and/or replace leave a wide range for the materials to be included in the line items to be priced in the schedule for CLIN X003. Some items could be repaired for much less cost than if they need to be replaced entirely such as doors and windows, but even the smaller items will have a large variance. Can these line items be separated into separate items for repair vs. replacement? or clarify how these items should be priced when on the same line item.

A. Not all items may need to be replaced; they may just need a repair. For example: a dresser drawer does not work, and it’s written up by the ADL to be addressed at the COM. During the COM it’s discovered that the drawer slide just has a loose screw; the screw is tightened and the drawer is repaired and works. If during the COM it’s discovered the drawer needs a new slide; a new slide is put

in. Slide was replaced and now the drawer is repaired and works.

Q. CLIN X003 contains pricing for unit prices. These unit prices consist largely of labor rates and the associated health and welfare, however, Amendment 2 Q&A now indicates the rates in CLIN X0003 must include all necessary parts and materials. Please confirm our understanding.

A. CLIN X003 is items to be reimbursed to complete a COM. All labor and wages will be billed under CLIN X001.

Q. Absent relative historical work order data containing parts costs (workload data) for CLIN X003, it is near impossible for offerors to price the associated materials and parts for CLIN X003. Under a firm-fixed price contract, offerors must have a basis for establishing their rates, including a basis for the materials. There is not enough detail in the PWS or the CLIN X003 for offerors to do so. FAR 16.202-2 provides that a firm-fixed-price contract is suitable on the basis of reasonably definite functional or detailed specifications, such as when available cost or pricing information permits realistic estimates of the probable costs of performance. Absent the requested data we cannot estimate the probable cost of performance. Please incorporate historical workload information (work orders with parts/materials costs) or please consider allowing all parts and materials (not tools) used under CLIN X003 to be reimbursable under CLIN X002.

A. Cost of part and materials for a COM will be reimbursable under CLIN X003. CLIN X002 is for parts and materials used for FMO day to day operations. CLIN X003 is for parts or paint used in completing a COM.

See Summary of Changes in Amendment 3.

Q. To ensure the government receives the services under CLIN X003 in the most cost-effective manner, please allow the parts and materials to be reimbursable. This would ultimately ensure the proposed prices are the lowest possible by all offerors and that the government only pays for the exact materials used versus paying a rate that will contain materials that may or may not be used on a service call. All service calls will not require the same amount or types of parts. Take just one example, for work under "bathroom-flush valves" in the CLIN X003 pricing schedule. In this scenario, a service call could result in labor only where the technician needs no parts and only makes adjustments to repair the problem. Or it could result in the valve being replaced. Because there is no mechanism to bill separately for parts, offerors will include parts in their proposed rates for this item because there is only one line item to bill against; hence the government will pay the higher rate Including the parts) whether the parts are consumed or not.

A. CLIN X003 is for COM parts and materials to be reimbursed. See amendment 3.
