QUESTIONS & ANSWERS

Snow/Ice Removal- FA4659-13-R-0007

The following questions were asked at the pre-proposal meeting, held on 11 July 2013, and the questions were also emailed to the Contract Specialist, Jennifer Marjanovic. All contractors that were in attendance at the pre-proposal meeting declined a site visit.

1. In the facilities provided section I noticed that the government does not provide a salt/sand storage facility. Is the government going to provide a facility or is it the contractors responsibility?

ANSWER- Contractor can store salt/sand and liquid de-icer on base only after approval by COR and 319 CEAN (Environmental). Storage of materials must meet any federal and state laws for storage of proposed product(s). There is not a government provided site/facility for storage. Contractor may also store off base at no cost to the government.

2. In the SOW I noticed that snow piles are able to take up to 80% of a parking lot. If the pile is not taking up more than 80% are we required to haul the pile away?

ANSWER- PWS 1.2 Snow hauling; intent is that anytime there is a snow event the piles shall be removed regardless of size of snow piles.

3. How long does the contractor have to plow the streets?

ANSWER- PWS 1.1 Basic Services gives a clear description of snow removal requirements/timelines for streets and parking lots.

4. How much was the previous contracts’ last fiscal year’s lump sum?

ANSWER- The lump sum of the last year option year of the previous contract was

$787,948.00.

5. Please, clearify the Technical Proposal portion of the RFP?

ANSWER- Technical proposal instruction was stated on page 36 of 78 and it states-

PART II – TECHNICAL FACTORS – Submit original and three (3) copies.

(a) Technical proposals must demonstrate that the offeror has the necessary equipment and qualified personnel to perform the work required under the contract, or the ability to obtain them.

(b) Equipment should possess the capability to meet the contract terms, conditions and specifications as laid out in the Performance Work Statement (PWS).
