MEMORANDUM FOR RECORD
SUBJECT: Questions and Answers in Regards to FA4659-12-R-0008 Solicitation for Fire Protection Services
1. Question: (Reference, RFP page 5 of 50, RECAPITULATION) How does the government define RECAPITULATION?
Answer: Recapitulation is showing all the prices per year then a cumulative total for all years.
2. Question: (Reference, RFP page 5 of 50, RECAPITULATION) Can the government provide a basis for determining RECAPITULATION costs required by the SF 1449?
Answer: See the answer to question 1.
3. Question: (Reference, RFP page 12 of 50, 2. PART II – PAST PERFORMANCE INFORMATION) This section states “Limited to no more than 3 pages per contract listed. Only references for same or similar type contract desired. Offeror will send Past Performance Surveys to references for completion. References will send completed Past Performance Surveys directly to the Contracting Office. The past performance survey to be completed is located within this solicitation.”
Does the 3 page limitation apply to “any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contract” required by (a) Quality and Satisfaction Rating for Contracts Completed in the Past Three Years or does it apply only to the offerors description of the work performed under the individual contract listed? Letters, metrics, customer surveys, independent surveys, etc. often exceed 3 pages in their own right.
Answer: 3 Pages only, please.
4. Question: (Reference, RFP page 12 of 50, 2. PART II – PAST PERFORMANCE INFORMATION) Does the 3 page limitation per contract listed apply to “In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.”?
Answer: No – please provide all information.
5. Question: (Reference, Performance Work Statement (PWS) page 16, paragraph 1.14.2, Contractor Employees) The table lists the minimum qualifications required for contractor personnel.
Will the contractor be required to provide personnel to fill each of the positions listed?
Answer: Yes; however, one person might be able to perform multiple duties (ex: the fire chief might also be the fire inspector). Also see PWS section 1.0 paragraph 3
6. Question: (Reference, Performance Work Statement (PWS) page 16, paragraph 1.14.2, Contractor Employees) Can the government provide the projected number of personnel that will be required to fill each position?
Answer: No, this is part of your proposal.
7. Question: (Reference, Performance Work Statement (PWS) page 16, paragraph 1.14.2, Contractor Employees) Will the contractor be required to provide these personnel (all positions) on a 24/7 basis (e.g. 3 shifts)?
Answer: Enough manning to fill all 9 on duty and 2 on call and 1 Dispatcher will be required 24/7. The positions need to be manned but positions can overlap as they are not requirements they are qualification descriptions. Some positions (i.e. Fire Inspector) may not be required 24/7. Additionally, the government does not require that the shifts be 8 hours. They could be 12 hour shifts.
8. Questions: (Reference, Performance Work Statement (PWS) page 16, paragraph 1.14.2, Contractor Employees) Can the government provide the current level of staffing, by position, currently employed by the incumbent contractor under the current contract?
Answer: The current level of staffing is 5 on duty and 2 on call; a change in directive has increased the required manning leading to re-solicitation.
9. Question: (Reference, PWS page 22, paragraph 3.2, Contractor Furnished Property)
3.2.1 Equipment. Furnish all equipment, including motor vehicles, special purpose vehicles, and administrative equipment, not furnished by the Government but required for performance of the contract. Contractor-owned equipment shall be clearly marked.
Can the government provide the type and number of motor vehicles, special purpose vehicles, and administrative equipment that the contractor will be required to provide?
Answer: No, this is part of your proposal.
10. Question: (Reference, PWS page 22, paragraph 3.2, Contractor Furnished Property)
3.2.2 Materials. Furnish all materials, supplies, and repair parts required to provide the services detailed in this SOW. Furnish fuel required to operate contractor-furnished equipment and vehicles. Government fuel will be available to the contractor on a reimbursable basis.
Can the government provide the type and amount of materials, supplies, and repair parts that the contractor will be required to provide?
Answer: No, this is part of your proposal.
11. Question: (Reference, PWS page 22, paragraph 3.2, Contractor Furnished Property) Can the government provide the estimated amount of fuel that will be required annually to operate contractor-furnished equipment and vehicles?
Answer: No, this is part of your proposal and will depend entirely on the number and types of equipment and vehicles that you provide.

12. Question: (Reference, PWS page 26, APPENDIX A, HISTORICAL WORKLOAD) The table provided appears to be incomplete. There is no historical workload information included. Please provide clarification.
Answer: See page 27 of the PWS.
13. Question: Is technical rescue a requirement under this SOW? If yes, who is responsible to cover the costs of specialized training, purchasing of specialized equipment, and vehicles?
Answer: No, it is not required.
14. Question: If a contractor uses an “on-call” system, will the contractor be required to man the two personnel on staff (in station) if the response timelines do not meet the requirements of Air Force Instructions?
Answer: The government will not dictate how the contractor meets the requirements of the PWS. If it is demonstrated that the contractor cannot meet the personnel requirements as dictated in the AFI or our waiver (11 on scene in 12 minutes) the government will initiate negotiations with the contractor. The outcome of those negotiations could include anything from changing the way the contractor meets the requirements up through termination of the contract.
15. Question: The PWS states that “all” fire officers will need to have ICS 300/400 and AFIMC certification. This is not required for all officers under DoDI 6055.06M or the AFI 10-2501. Is the contractor required to train-up personnel as stated in 6055.6 and 10-2501 or the PWS?
Answer: Contractor is required to train-up as stated in 6055.06 and 10-2501 and the PWS. The additional training requirements are mandatory
16. Question: Will the contractor be required to fill some of the management level positions in accordance with DoDI 6055.06 for staffing?
Answer: Yes, How they staff them is up to the contractor.
17. Question: Taking “off duty” trips to GFAFB (i.e. CAC cards, sexual assault training, CDC testing) requires employees to be paid overtime and mileage allowance. Is this the contractor’s expense or does the AF reimburse the contractor?
Answer: The government will not dictate how the contractor meets the requirements of the PWS. Should the contractor decide to use overtime or mileage reimbursement for required training, that cost will be the responsibility of the contractor as will all costs associated with any required training as dictated in the PWS and referenced AFI, DoDI, AFOSH, NFPA, and FESAP documents.
18. Question: Is the contractor required to fix, maintain, purchase parts, etc. for all the Air Force owned equipment (i.e. fire equipment, haz-mat equipment, extinguishers, APP. C items) with the exception of the two fire trucks?
Answer: Yes. All equipment with the exception of the two fire fighting vehicles will be maintained by the contractor. The government will arrange for the maintenance of the facility and any equipment in the facility that is deemed “Real Property Installed Equipment” (i.e. the facilities emergency generator) as defined in AFI 32-
19. Question: The contractor has to comply with all AFI’s, NFPA’s, DoDI’s, AFOSH, and FESAP requirements. If a compliance item is an equipment/funding issue, who will pay the cost of the equipment?
Answer: If a new compliance issue arises, the government with either pay for the new requirement or enter into negotiations with the contractor to determine if it will cause an increase/decrease in the overall cost of the contract and, once completed, have the contractor take care of the issue.
20. Question: All AF owned computers on the installation are maintained under the O&M contract. Will the ACES-FD computer and server be maintained by the O&M Techs?
Answer: The government will maintain, or arrange for maintenance of, the ACES-FD computer. The contractor will be required to submit a “help ticket” to have any items fixed and complete any training required for accessing a government network.
21. Question: If the two X-rig vehicles are turned in by the government, will the contractor have to replace them at their expense?
Answer: While we do not anticipate pulling these support vehicles (chief’s truck and personnel van), should that occur, the contractor would be required to provide as many vehicles as needed to adequately perform the work required by the PWS.
22. Question: If the station is not ready for the manning increase in time, is it the responsibility of the contractor to have a work around?
Answer: Though we do not anticipate any problems, if the fire station renovations are not complete by the time the manning increase is required, the government will work with the contractor to provide additional, on base space for the personnel.
