DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 319TH AIR BASE WING (ABW)

GRAND FORKS AIR FORCE BASE, NORTH DAKOTA

21 Jul 10

MEMORANDUM FOR PROSPECTIVE OFFERORS

FROM: 319th CONTRACTING FLIGHT 575 Tuskegee Airmen Blvd Grand Forks AFB, ND 58205-6436

SUBJECT: FA4659-10-R-0016 – JFDS 200830A/B, Construct ATFP Improvements & Repair of ATFP Features, Commercial Gate at Grand Forks AFB, ND

1. The following guidance is provided in an effort to clarify the award process utilizing best value practices. This acquisition is set-aside for Small Business, NAICS code 238990 and business size is $14.0M. Our expectation is that each contractor performs a detailed analysis of the solicitation and addresses any issues and concerns regarding the solicitation to the Contracting Officer prior to proposal submission in accordance with Section L, Proposal Preparation Instructions in the solicitation.

2. Award shall be made by Best Value considering price and past performance with past performance being significantly more important than equal to cost or price consideration. An assessment shall be conducted on performance risk based on the offeror’s recent and relevant performance; hence, an award may be made to other than the lowest evaluated price based on performance risk assigned. This Request for Proposal (RFP) is a process by which the government may or may not conduct negotiations or discussions. No formal bid opening will be held, and the resultant contract award information will be released after award.

3. In addition to implementing the Best Value process, environmental compliance is an on going consideration. Below guidance has been established outlining the standards that must be complied with:

Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state, and local environmental statutes and regulations. In addition to the scrutiny of the civil environmental regulatory and enforcement agencies, environmental compliance incidental to Air Force activities or on Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and cooperates fully with civil authorities to secure remedies and discourage future violations. Failure to comply with environmental statutes and regulations can subject the contractor to criminal and civil penalties and/or contractual sanctions including, but not limited to, termination, suspension, and debarment, and adverse past performance assessment.

4. Contractors must be registered in the Central Contractor Registration (CCR) File in order to be considered for award. Registration may be accomplished at web site: www.ccr.gov.

4. It is the contractor’s responsibility to check FedBizOps regularly for amendments of changes to this solicitation. www.fbo.gov
