MEMORANDUM FOR PROSPECTIVE OFFERORS
FROM
319th Contracting Squadron
575 Tuskegee Airmen Blvd, Bldg 418
Grand Forks AFB ND 58205-6436
SUBJECT:
Solicitation No. FA4659-10-R-0011, Oil/Water Separator Services, Grand Forks
AFB ND
1. The following guidance is provided to your company in an effort to clarify the award process utilizing best value practices. This acquisition is 100 percent set-aside for small businesses. Offerors must submit proof of small business certification from the Small Business Administration with their proposals. Our expectation is that each contractor performs a detailed analysis of the solicitation and addresses any issues and concerns regarding the solicitation to the Contracting Officer prior to proposal submission in accordance with Federal Acquisition Regulation (FAR) 52.212-1.
2. Award shall be made to the offeror who submits the best value considering past performance and price. An assessment shall be conducted on performance confidence based on the offeror's recent and relevant performance; hence, an award may be made to other than the lowest evaluated price based on the performance confidence rating assigned. The solicitation is a Request for Proposal (RFP), a process by which the government may or may not conduct negotiations or discussions. No formal bid opening will be held, and the results will be released after award.
3. In addition to implementing the best value process, environmental compliance has been an ongoing consideration. Below guidance has been established outlining the standards that must be complied with:
Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state, and local environmental statutes and regulations. In addition to the scrutiny of the civil environmental regulatory and enforcement agencies, environmental compliance incidental to Air Force activities or on Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and cooperates fully with civil authorities to secure remedies and discourage future violations. Failure to comply with environmental statutes and regulations can subject the contractor to criminal and civil penalties and/or contractual sanctions including, but not limited to, termination, suspension, debarment, and adverse past performance assessment.
4. Contractors must be registered in Central Contractor Registration to be considered for award. Registration may be accomplished at www.ccr.gov.
5. The objective of this letter is to ensure you are aware that environmental compliance of a contract holds great value on future awarded requirements for your company. If you have any questions, please contact SrA Andrew Miravalle at (701) 747-5286 or andrew.miravalle@grandforks.af.mil or Shane Lind at (701) 747-5281 or shane.lind@grandforks.af.mil .
