SUPPLIES OR SERVICES AND PRICES

CLIN 0001

The CLIN description has changed from Locate Natural Gas Dist - Base to Locate Natural Gas - Option #1.

The CLIN extended description has changed from

The contractor is to furnish all plant, labor, materials, equipment, supplies, and supervision necessary for JFSD200421 LOCATE NATURAL GAS DISTRIBUTION-BASE (S/M) in accordance with the statement of work.

to

The contractor is to furnish all plant, labor, materials, equipment, supplies, and supervision necessary for JFSD200421 LOCATE NATURAL GAS DISTRIBUTION-BASE (S/M) in accordance with the statement of work.

Gas lines shall be exposed by means of non-destructive vacuum exposure (hydro or air) every 1250 feet at a minimum unless there is a change in direction or an intersection in the line. At this point, the line shall be exposed and surveyed at the midpoint of this change in direction/intersection to minimize the frequency of non-destructive digging. If a valve is located in the path of the line, the valve shall be used to mark XY instead of exposing the pipe and marking XYZ. This may eliminate a test hole in some cases, and the minimum distance from test hole to test hole would then reset. For areas directly around buildings, if there is adequate signal from the tracer wire, the contractor will not be required to expose the pipe within 20 feet of the building as the service line will have an XYZ from exposure and there will also be an XY from where the gas piping emerges to enter the outside of the building. Using the tracer signal, XYZ, and XY, this should be sufficient information to map the line. For all other areas, if tracer wire is not available, the line shall be exposed every 500 feet. For additional information, refer to section 2 - Project Description, of the Technical Specifications..

Gas lines shall be exposed by means of non-destructive vacuum exposure (hydro or air) every 1000 feet at a minimum unless there is a change in direction or an intersection in the line. At this point, the line shall be exposed and surveyed at the midpoint of this change in direction/intersection to minimize the frequency of non-destructive digging. If a valve is located in the path of the line, the valve shall be used to mark XY instead of exposing the pipe and marking XYZ. Locate Natural Gas - Option #3

FFP

The contractor is to furnish all plant, labor, materials, equipment, supplies, and supervision necessary for JFSD200421 LOCATE NATURAL GAS DISTRIBUTION-BASE (S/M) in accordance with the statement of work.

Gas lines shall be exposed by means of non-destructive vacuum exposure (hydro or air) every 750 feet at a minimum unless there is a change in direction or an intersection in the line. At this point, the line shall be exposed and surveyed at the midpoint of this change in direction/intersection to minimize the frequency of non-destructive digging. If a valve is located in the path of the line, the valve shall be used to mark XY instead of exposing the pipe and marking XYZ. Using the tracer signal, XYZ, and XY, this should be sufficient information to map the line. For all other areas, if tracer wire is not available, the line shall be exposed every 300 feet. For additional information, refer to section 2 - Project Description, of the Technical Specifications.

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Price

2. Technical Acceptance (pass/fail)

Contractor must provide evidence of similar work they completed satisfactorily.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM to FAR 52.212-2:

BASIS FOR CONTRACT AWARD: This is a competitive selection. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions To Offerors, the offeror accedes to the terms of this model contract. All technically acceptable offers shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitaiton terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:

A. Technical Acceptability: Initially, the government evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning ratings of Acceptable, Reasonably Susceptible of Being Made Acceptable, or Unacceptable.

B. Price Evaluation: Next, all Technically Acceptable and Reasonably Susceptible of Being Made Acceptable offers shall be separated by OPTION (i.e. – OPTION 1 proposals and OPTION 2 proposals and OPTION 3 proposals). Proposals for each OPTION will then be ranked according to price.

C. The government recognizes that the offeror for the best value OPTION 1 proposal may not be the same offeror for best value OPTION 2 proposal or for best value OPTION 3 proposal. However, the government reserves the right to award to any of these offeror based on the government’s determination of which option provides the best value. Award shall be made to that offeror without further consideration of any other offers.
