Questions & Answers
1. Can we have access to, or a copy of, the Base's Facility Response Plan to help prepare our proposal?
Answer: The Base FRP is voluminous and is not readily available to outside agencies. We would answer any specific questions regarding the base FRP or how the base responds to spills internally.
2. Is the spill training part of the contract base fee?
Answer: Spill training for base personnel by the contractor is not required.
3. 2-hr response timeframe - Is it the Government's expectation that within 2 hours, we have a person on site to assess the situation, or have a full crew and equipment on site?
Answer: According to paragraph #7 of the SOW, “The contractor must be capable to respond and initiate response equipment deployment within 2 hours of notification per federal requirements”. This includes personnel and equipment deployment on-scene within 2 hours.
4. Statement of Work, #8, p. 28 - Is the documentation of applicable equipment inventories and personnel training/drills/exercises required with our proposal submittal?
Answer: These documents are to be included with the proposal as stated in 52.212-2 Evaluation—Commercial Items
5. In the statement of work, paragraph number 4: Why is a US Coast Guard OSRO certification requested?
Answer: It is considered advantageous for GFAFB and any facility to require Coast Guard classification. See the Guidelines for the U.S. Coast Guard Oil Spill Removal Organization Classification Program for more information.
