About this file

This is a Questions and Answers document clarifying the scope and requirements for solicitation FA465426R0002, a repair and replacement of infrared heaters in Building 439 at Grissom Air Reserve Base, Indiana. The Government will retain five replacement tubes and specifically requires replacement of the first tube after the burner, which experiences the most heat-related failures. The current infrared radiant heater is a Space-Ray LTU model rated at 225,000 BTU/HR, and contractors must source replacement units that meet or exceed the specified requirements; manufacturers other than those in the plans are acceptable provided they satisfy the requirements. The replacement heaters must be installed at the existing height with stability cables positioned above crane travel paths, and the existing ductwork, which is in good condition, must be reattached using high-temperature tape for exhaust connections, potentially requiring a reducer depending on the heater selected.

Key operational requirements include reusing the existing thermostat integrated into the base Energy Management Control System (EMCS) and validating all controls functionality with Havel Controls (contact: Kelly Boocher, 260-497-1546). Controls coordination costs must be included in the contractor's pricing. Power supply specifications are 120 VAC, 60 HZ, 2.6 Amps as shown in the drawings. A superintendent must be on-site at all times, though the same individual may serve as the superintendent, Quality Control Manager, and Safety Manager. Scrap metal may be removed off-base and retained by the contractor. Utilities including electricity, water, and gas will be provided by the Government at no cost to the contractor, with the clarification that contractors must provide their own power sources only when performing work like welding where no on-site electricity is available. AutoCAD files will not be shared with the contractor.

Statement 1:

The Government will keep a quantity of 5 tubes. We need the first tube after the burner which is the one that always fails due to heat.

Questions

1. What is the current brand of infrared radiant heaters?

A. Space-Ray LTU 225,000 BTU/HR

2. Are we required to replace the ductwork?

A. No – Reattach existing ductwork and take connections. Use high temp tape for exhaust. Reattaching may require a reducer depending on IR Heater selected.

3. Is the ductwork solid? Is it in good condition?

A. Yes. Ductwork is in good condition.

4. Do we need to match the existing height?

A. Yes. Replace at existing height. Heaters have stability cables that must remain above the travel of the cranes.

5. Nose Dock 4 – Are the tubes up against the bottom of the trusses?

A. Yes. Current heaters have tubes that are very close to the trusses.

6. What about supplied power?

A. In drawings. Voltage 120 VAC 60 HZ 2.6 Amps.

7. Does the metal have to be recycled on base?

A. No. We do have a recycling program on base, but the metal may be taken off base and the contractor may keep any money they receive for the scrap metal.

8. Are we required to replace the thermostat or any low voltage devices?

A. No. Reuse existing thermostat which is integrated into the base EMCS. Validate with Havel (Controls Contractor) that everything is working correctly through EMCS.

9. Will the Controls contract be a separate contract, or is this scope to be included in our pricing?

A. Included in the pricing.

10. Please provide contact information for Havel (Controls Contractor)

11. Clarify utilities (electric, water, gas) to be provided by the Owner at no charge to the contractor. There is a contradiction between 1.3 and 1.3.3.

Here’s a couple examples to
If you need to plug into an available electrical outlet, electricity will be provided.
If you are welding and there is no electricity on site, you will need to provide yourown generator to supply power to the welder.

12. May the Superintendent also serve as the QCM and Safety Manager?

A. Yes. All 3 roles can be the same person. A superintendent is also required to be on the jobsite at all times IAW FAR clause 52.236-6. At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. If no superintendent is on site, the base Project Inspectors, CORs, PM Engineer, or Contracting Officer has the authority to stop work at no cost to the Government until a Superintendent is on site.

13. Are manufacturers other than those provided in the plans acceptable?

Plans don’t specify manufacturer. They only specify the requirements. Products that
meet or exceed the requirements are acceptable.

14. Will Autocad files be shared with contractor?

Autocad files will not be shared.
