About this file
This is a Questions and Answers document addressing contractor inquiries related to a federal contract opportunity for networking infrastructure installation and cabling services.
The project involves installing CAT6 and fiber optic cabling systems at multiple locations. Key requirements include: eight locations requiring four strands of OM4 multimode fiber optic cable in aqua color (plenum-rated); CAT6 cabling for NIPR connections in blue with matching blue jacks and faceplate color matching current ivory installations; eight SIPR drops requiring red cabling replacement; RJ45 connections with adequate slack cable at cubicle furniture locations; and pathway/conduit installation from cabinet tops to accessible ceiling space with conduit likely needed in select building areas. All cabling must be non-plenum, non-commercial grade material. Installation requirements specify TIA standards compliance for cable sequencing, direct-connect termination methods for cubicle systems rather than biscuit boxes, and angled or flush-mounted faceplates matching current installations. The contractor is responsible for providing independent storage containers for materials, as the government will not provide a laydown area. Implementation approach depends on a phase plan to be developed collaboratively, including decisions regarding demo cable handling, site access sequencing, and old cable removal timing post-cutover. Additional clarifications address prevailing wage questions, Anti-Terrorism training requirements, and manufacturer preferences (none specified for CAT6 cable).

REQUIREMENT NAME AND SOLICITATION NUMBER
Questions and Answers
Question # Question Answer 1 Are angled jacks for both copper and fiber cables preferred or required? Doesn’t matter
What color for faceplates and jacks? The same as we have now, ivory
3 Is the standard aqua color for the OM4 fiber optic cable acceptable? Yes
4 Much of the cubicle furniture doesn’t have places for jacks and faceplates. Is an RJ45 connection and adequate slack cable at the cubicle furniture acceptable? Yes
5 Will a pathway, conduit, wireway, etc., from the top of the cabinets/racks to the accessible ceiling space be required? Yes
6 Is there any area in the building where conduit will be needed? Including areas where cable cannot be placed in the walls? Most likley p , y g p g cables in the general office spaces as part of this contract? It as all non plenum cabling that is none comerical.
8 In the maps, we do not see any wifi cables in the general office spaces. Does the government want to add wifi cables in the general office spaces as part of this contract? It as all non plenum cabling that is none comerical.
9 Can the government confirm our understanding of the requirements as 8 locations, each needing 4 strands of OM4 MM? yes per standered always to cables so 4 strands
10 Is this prevailing wage? CONS question
11 Does the government require the cables to be sequential (the ports next to each other are increasing or decreasing sequentially.)? Follow TIA standards
12 Will the demo cable all be labeled or conversely, will we be able to demo all cable prior to starting new cable? Depends on the phase plan we come up with
13 If the government continues using the old cable until we cut them over to the new cable, will we be required to remove the old cable after the cutover? Depends on the phase plan we come up with
14 According to the RFP all Cat 6 cabling is labeled NIPR and will therefore be blue cable with blue jacks, confirming there will be no SIPR/red cabling to be replaced/handled. There is 8 SIPR drops that will be repalced according to the SOO
15 Will the site be ready upon arrival with full access to all areas? Or are any areas off limits or restricted (i.e., you can't access one area until another is complete)? Depends on the phase plan we come up with
16 When will the government provide the required Anti-Terrorism training, what is the length/duration of the training, is the training available remotely? CONS questions
17 Will the Government provide a laydown area for all materials or is the Contractor responsible for providing an independent Sea/Land Container for storage? Government will not provide a laydown area
18 For all newly installed CAT6 Face Plates, does the Government want angled or flush mounted? Match whatever is currently being used 19 For all newly installed Fiber Optic Face Plates, does the Government want angled or flush mounted? Match whatever is currently being used
20 The SOO states Blue CAT6 for NIPR and Red for SIPR is this color scheme that the Government wants the contractor to follow. Is there a preferred manufacturer for CAT6 cable? No
21 The SOO references off-white for face plates. Is international white acceptable (e.g., Panduit CFPL4IWY)? Match whatever is currently being used
22 Does the Government want a biscuit box or a direct-connect (Face Plate w/jack when terminating into a cubicle system)? Direct
23 What color would the Government like the Plenum-rated FOC OM4 MM to be? Aqua
