About this file
This is a Questions and Answers document for federal solicitation FA462626Q0004 regarding Building 640 Furniture procurement. The document does not address specific products or services requirements, pricing terms, response dates, or award information. Instead, it clarifies ambiguities and technical specifications referenced in the Statement of Work through 28 clarifying questions and answers.
Key clarifications include: material composition must adhere strictly to SOW specifications with no substitutions of particleboard, laminate, or veneer for solid oak on exposed surfaces; undermount 150lb ball bearing drawer glides are acceptable for the below-bed unit drawers; red oak is acceptable as an alternative to white oak; the dining table must have a square top (not round); the captain-style bed requires three drawers on one side only with a headboard pullout storage unit on one side measuring 62"H x 42"W; wardrobe interior back panels may be plywood; and the headboard storage pullout must have a smooth bottom or casters for movement on carpeted floors. Operational requirements specify a 180-day completion timeline, daily work completion in occupied rooms with 7:30am-4:30pm working hours, and working on a limited number of rooms at a time rather than working ahead. The procurement is set aside for small business, making FAR 52.225-1 Buy America Act and FAR 52.225-5 Trade Agreements inapplicable. Building 640 contains approximately 48 rooms per floor across three floors, with shipping directly to the job site and trailer parking accommodations available. The RFQ submission deadline was extended to February 26.

Questions and Answers
Question # Question Answer
1 1.2-d) No use of MDF, particleboard, press board, or wafer board will be accepted. Would it be possible to do Particleboard core with TFL or veneer finished to match HPL on tops?
No, we have stated product requirements in the Statement of Work as that is what we want.
1.2-e) No laminated surfaces or vinyl wrap will be accepted. Would it be possible to do HPL tops on particleboard? Would prefer TFL on particleboard on end panels, shelves, backs and drawer and door fronts but can supply veneer on particleboard finished to match.
No, we have stated product requirements in the Statement of Work as that is what we want.
3 1.2-i) All exposed finished surfaces will be solid oak construction. Is it possible to change this to veneer? Cost would be cheaper. No, we have stated product requirements in the Statement of Work as that is what we want.
4 1.3-c) Below bed unit will be 3 drawers with minimum 150lb ball bearing drawer glides on each side of drawer.
Our 150lb guides will have to be undermount. Is this acceptable? That is acceptable.
5 Are the working hours required to be 7:30am-4:30pm everyday? Those hours are set due to residents occupying the rooms and daily work schedules.
6 How long would I have to complete the work? 180 days after date of contract.
7 Where am I supposed to dispose of the existing furniture from each room? That is up to the contractor/installer. There is a local landfill that can be utilized.
8 Do you have a picture of each furniture type in a better resolution? We do not. The pictures shown are all that we have.
On page 3 of SOW Bldg. 640 Room Furniture_FINAL_Attachment 1.pdf, the description of the dining table (24” square wood top) does not match the image (which shows a round table). I wanted to confirm whether you need a square or round top We are looking for a square top. The picture is for visualisation only.
10 Is the Furniture required to fall under GSA or TAA specifications? The specifications within the Statement of Work are all you need to be conforming.
Whether the Government will accept products manufactured outside the United States, provided they comply with FAR 52.225-5 Trade Agreements (i.e., manufactured in a TAA-designated country), and whether such products will be considered technically acceptable FAR 52.225-5 Trade Agreements will not apply as this will be set aside for small business
12 Whether any waivers, exceptions, or exemptions to the Buy American Act requirements are applicable to this procu FAR 52.225-1 Buy America Act will not apply as this will be set aside for small business
13 What documentation is required with the quote to verify compliance (e.g., manufacturer country-of-origin certification, product cut sheets, or other documentation)
While not requiring any specific documentation to verify compliance, any documents provided will be evaluated by procedures laid out in FAR 52.212-2
14 Would it be possible to extend the deadline for the RFQ submission to 2/27? We will extend to Thursday, the 26th of February.
15 How many rooms are on Floors 1, 2 and 3 of Dormitory 640? Approximately 48 rooms per floor
16 What is the reasoning for not being able to install six rooms ahead without prior authorization?
The rooms are occupied and need to be completed daily. Working too far ahead lends to that not happening. Depending on work flow, we will work with installers on number of rooms available at a time.
17 Will the rooms in Dormitory 640 be occupied at the time of the furniture decommission/installation? Yes 18 Is the building undergoing tenant improvements such as new paint, carpet, etc. in addition to the new furniture? No 19 Is shipping the furniture directly to the job acceptable? Yes 20 Is there a parking lot or area available close to Dormitory 640 that can accommodate (3) 53' trailers? Yes
21 Can pictures and dimensions of the stairwell in Dormitory 640 be provided?
We do not have any pictures. The narrowest point is 2'-8" through the doorways at each floor, without taking the doors off the frames.
22 Is a dwg file or pdf drawing available for Dormitory 640 that includes the room dimensions/layouts? No. The narrowest point accessing each room is the 27"W doorway into room from kitchen/common area.
23 Is laminate an acceptable alternative for the dining chairs and tables? No
24 The SOW specifies solid oak construction for exposed finished surfaces. Is white oak required, or would red oak also be acceptable? Red Oak would be acceptable
25 Regarding finish color, should the new furniture match the darker tone shown on the pedestal desk and bed, or the lighter tone shown on the dresser/wardrobe? The darker tone. That is our current "new Style" furniture. The wardrobe will be a new addition to our collection.
For the wardrobe interior back panel (the vertical panel visible when the wardrobe doors are opened), is 3/4" plywood acceptable, provided it is not an exposed finished surface? or will that panel have to be in solid wood as well?
That can be plywood. Per the Statement of Work: 1.1.2.g. Plywood will be accepted only on interior surfaces, ie drawer sides, bottoms, and back not the drawer/cabinet face. 1.1.2.i. All exposed finished surfaces will be solid oak construction.
27 For the captain-style beds, should there be three drawers total (as shown in the SOW), or three drawers on each side of the bed? Additionally, should the headboard storage pullout be present on both sides or only one?
Three drawers on one side. Headboard storage pullout is on one side only. It should have a smooth bottom or casters so it can be moved around on carpeted floors.
Regarding the headboard overall height (measured from finished floor to top of unit), is there a required dimension? If not specified, would a standard overall height in the range of approximately 56”–58” be acceptable?
62"H x 42"W is what we currently have and are looking for.
