About this file
This is a Memorandum for All Contractors issued by the Department of the Air Force, Headquarters 341st Missile Wing (AFGSC) on August 3, 2018, regarding Installation Perimeter Access Control procedures at Malmstrom Air Force Base.
The memorandum establishes that while a Contractor Entry Authorization List (CEAL) remains required, the Installation Commander has authority to deny or revoke base access credentials based on information obtained during identity vetting that indicates a threat to good order, discipline, and morale. The document specifies 17 distinct grounds for access denial, including: suspected or known terrorist affiliation; inability to verify claimed identity; fraudulent identity information; reasonable basis to believe the individual will attempt unauthorized access to classified or protected information; unlawful use of access credentials; criminal or dishonest history posing unacceptable risk; prior barring from federal installations; federal or civil law enforcement wanted status; incarceration within the past ten years unless released on proof of insurance; convictions for espionage, sabotage, treason, terrorism, or murder; appearance on federal or state agency watch lists for criminal or terrorist activity; firearm or explosive violations within ten years; convictions for sexual assault, armed robbery, rape, child molestation, child pornography, human trafficking, or drug possession with intent to distribute; substantial illegal drug use without evidence of rehabilitation; statutory or regulatory bars to contract employment; and acts or activities designed to overthrow the U.S. Federal Government by force. Additionally, the Installation Commander has determined that individuals with outstanding warrants, sex offenders, violent offenders, those on probation, and those in pre-release programs will be denied access to Malmstrom AFB. Questions regarding the vetting process should be directed to the contracting officer of the Policy Flight Chief at (406) 731-4028.
