Designator Question Government Answer
Question 1
The bid documents require that a certified welder fabricate the gates and latch assemblies. Will a certified welder be required to tack weld the new latch assemblies to the gate frame in the field?
The gate frame and latch assembly fabrication is required to be completed by a certified welder. The tack welding of the nuts and bolts for the new latch assemblies in the field (as described in the notes for Detail 3/E) does not need to be completed by a certified welder.
Question 2
Spec section 32 32 13.53 – 2.1 requires the gate frames to be constructed out of 1.9” – 30,000 psi yield strength schedule 40 pipe. Super structural (SS) 40 pipe in the same size provides a 50,000 psi yield strength, and it is lighter in weight. This will provide a stronger gate, and less weight will provide for easier operation, and put less stress on the hinges. It is domestically manufactured, and at least half the cost of domestic SCH 40.
This also applies to the gate keeper posts. Is this an acceptable alternative?
Yes, Super Structural (SS) 40 pipe is a suitable substitute.
Question 3 Is there a site visit for this project?
No pre-proposal site visit is planned for this project, due to the remote nature of the Launch Facilities and the geographically distributed nature of the work to be performed. The Government will answer contractor questions to the fullest extent practicable.
Question 4 Is there a possibility of doing a site visit on a couple of different sites or maybe just one?

Question 5 The gate hold backs don’t fit a 4” post the biggest is a 2 3/8” post. Please clarify.
That is correct. The gate hold back will need to be bolted to a 4" pipe bracket as per detail 3/B on page 3 of the project drawings.
Question 6 Who is the manufacturer of the latch?
There is not a commercial manufacturer of the latch assembly. The contractor is required to provide the latch assembly using the components specified in the contract specifications and drawings.
Question 7
On page 2 of the ‘general requirements’ it states “this project is allotted 2 working days per site/LF for completion.” And on the solicitation, it states contractor shall… “complete it within 10 calendar days after receiving notice to proceed.”
Can we have clarification regarding allotted LF working days?
Two (2) calendar days per LF will be used to calculate the period of performance for each task order.

Question 8 What is the performance period for this specific task order of 50 L.F.?
Two (2) calendar days per LF will be used to calculate the period of performance for each task order. Consequently, the period of performance for the first task order will be one hundred (100) calendar days.
Question 9 Can we get more details regarding the drop rod assembly – welded 1-5/8 stopper? Is this the same thing as the gate center stop?
The 1-5/8" stopper is welded to the drop rod 6" from the bottom to prevent removal of the rod from the guides.
Question 10
Are there specific welder’s wage’s to be utilized?
In the wage determination it states, “welders – receive rate prescribed for craft performing operation to which welding is incidental. Would they be considered under Iron Worker’s wage?
Attachment 5 (Wage Determinations) contains the applicable wage rate requirements for this contract. If welding is performed incidental to the type of work performed by an ironworker, then welders must be paid at least an ironworker's wage. If welding is performed incidental to the type of work performed by laborer, then welders must be paid at least a laborer's wage.
Question 11 Can we use pre-mix concrete on site as long as it falls under 28-day compressive strength of 4000 psi?
Yes, pre-mix concrete is acceptable as long as it has at least a 28--day compressive strength of 4000 psi.
Question 12 I would like to set up a site visit as per Section 01 00 00- General Requirements (Missile Complex) par 1.8 Site Visits.
No pre-proposal site visit is planned for this project, due to the remote nature of the Launch Facilities and the geographically distributed nature of the work to be performed. The Government will answer contractor questions to the fullest extent practicable. Paragraph 1.8 is a generic inclusion for all Malmstrom missile field projects.
Should conditions at an LF differ materially from the contract specifications and drawings, FAR 52.236-2 Differing Site Conditions would apply.
Question 13 Do you have the dimension for where the fence will go or the total linear feet for the entire project?
