SOLICITATION FA4626-24-Q-0036
CHANGE OF OCCUPANCY & MINOR MAINTENANCE
MALMSTROM AFB, GREAT FALLS, MT
FIRST SET OF QUESTIONS
1. COMMENT: AFI 32-6000, Housing Management, Chapter 7, pg. 107, para. 7.4.1; PWS, pg. 8, para. 1.8.3. & pg. 9., para. 1.9.3. States the Military Housing Office uses the Unaccompanied Housing Module (eMN) to perform daily operations.
QUESTION: Would the Government consider allowing the contractor to have access to eMH to update data and use it to forecast preventive maintenance such as filter changes and duct cleaning?
ANSWER: The Contractor must work to sustain a positive working relationship with the Airman Dorm Leader
(ADLs) and Dorm Manager, daily communicating work status and issues. The Contractor must be responsive to unique or unscheduled requests that may arise unexpectedly and foster a culture of constant communication within the
Contract team, and with residents and the Dorm Staff. Reference: (PWS) pg. 2, para., 1.0. Description of Service
2. Reference: SAM.gov Background; COMBO, 1. Technical Evaluation and PWS, page 15, para 4.18:
COMMENT: The SAM announcement states that 3 FTE will be employed. However, Technical Evaluation states that the bidder must identify the method for hiring and retaining…manpower for the THREE
POSITIONS required in the PWS and the number of personnel projected for employment (FTE). Bidder must also show how “dual hatted” personnel will be utilized. In addition to the three positions, para 4.18 requires the contractor to employ a Contract Manager. Based on the workload data presented, an employee has 16 hours to complete a COM within his/her total working hours annually (1,912 hours).
QUESTIONS: May the contractor hire more than one carpenter, one plumber and one electrician as FTE?
A) Is the Contract Manager an additional position over and above the 3 craftsmen positions?
B) Can that position be dual hatted with one of the other craftsmen?
ANSWER: A) No, the “Contract Manager” is not an additional position over and above the 3 Craftsmen, in general terminology, the “Contract Manager” will communicate with the Airman Dorm Leader (ADLs) and
Dorm Manager daily communicating work status and issues. B) The “Contract Manager” can be “dual hatted” by the carpenter, electrician, or plumber.
3. Reference: PWS, Page 15, para 4.20 Wage Increases.
COMMENT: Reference stipulates that wage increases shall be identified as a separate bid schedule contract line item for the current contract period only and be incorporated into each remaining option period’s existing contract bid schedule contract line item to accommodate the contractor’s cost for future government requested out year modifications. Bid schedule has only one CLIN
QUESTION: Will the Government issue an amendment to clarify how to present the current bid year wage escalation pricing as stated in the referenced paragraph?
ANSWER: An amended Bid Schedule has been posted to SAM.gov with an additional CLIN (CLIN XXX2) for wages.
