Lagoon Pumping - FA4626-24-Q-0020 Questions and Answers v2
Question # Question Answer
1 How many gallons on average will need to be pumped per year from all lagoons? (How many gallons on average are expected to be pumped over the 5-year contract.)
My estimate for pumping from all lagoons is 1.8M gallons in FY24. Our intention is to implement other strategies to reduce pumping needs over the life of the contract. My estimate for pumping volume over the 5 year contract is 4.9M gallons
2 How many gallons in total were pumped last fiscal year? 1,420,000 gallons pumped in FY23
3 How many times per year on average are task orders placed with the contactor? Please anticipate task orders being placed monthly, from start of warm weather (March/April) until September.
Is payment received after each task order? yearly? end of 5-year contract?
Payment is received after each task order is completed. The contractor will submit an invoice after the task order has been completed. Task orders are contingent on the full status of each lagoon. Any number of task orders can be placed against the contract until the end of the 5-year period.
How often are task orders for lagoon pumping in the winter months?
We avoid pumping in winter months. We only request pumping when temperatures are above freezing.We have never requested pumping when temperatures are below freezing. Land application is typically not possible from November to April. Access to some of the sites is not possible in wet or snowy weather. Due to warm weather, pumping was accomplished at India in December 2023. That is the only time pumping occurred in winter months in the last 10 years.
All other task orders in the last 10 years were accomplished from April – October.

A blanket purchase agreement (BPA) was in place and utilized up to this point. This details of the BPA are publicly available, and can be found on FPDS-NG under FA4626-21-A-0001 and
