STATEMENT OF WORK
SECTION 1
DESCRIPTION OF SERVICE
1.0 PURPOSE
The purpose of this acquisition is to provide security forces the capability to detect vehicles approaching the installation through the outbound lane of traffic. The system must include the capability for Excessive speed (also known as Over Speed) and directional (Wrong Way) detection system indicators providing audible and visual indicators to Installation Entry Controllers. This system must allow for advanced warning of potential threats from either vehicles traveling above a predetermined speed or traveling the wrong direction in a single directional lane.
1. SCOPE OF WORK
1.1. The scope of this effort includes all activity and work required for the purchase, delivery and installation of an excessive speed and directional detection system indicator that provides audible and visual indicators, notifying security forces personnel of a potential threat to the installation. System will be installed at two installation entry control points, detecting vehicles as they approach the installation. Contractor will be responsible for completing all necessary surveys and coordination with Civil Engineering and Security Forces, as well as completing all necessary documentation (including but not limited to dig permits). Any portion of the system that is installed in the ground and/or attached to the overhangs and tied into the electrical system must be reviewed and approved by the Civil Engineering Squadron before completing the install.
2. GENERAL REQUIREMENTS:
2.1. Contractor vehicles and operators shall comply with all State of Montana and MAFB vehicle operation and traffic requirements.
2.2. Any infrastructure installed as part of this contract shall conform to the latest issue of the National Electric Code in effect at the time of contract award. If the National Electric Code changes during the course of the contract the most current version shall be used.
2.3 . Excessive Speed and Directional Detection System Indicators
MINIMUM SPECIFICATIONS:
-Survive and function in harsh weather environments ranging from Highs of 110 degrees Fahrenheit to Lows of -40 degrees Fahrenheit.
-Must be capable of being installed into current electrical wiring systems/power sources as found at entry control facilities (120V).
-Radar system must be a Doppler system (K-band) capable of picking up a compact vehicle at 1500 feet, must be FCC approved and must be encased in a weatherproof housing.
Additionally radar system must have a self-test feature/function.
-Detection zones (both gates):
--Over speed detection must be capable of detecting vehicles from at least 700 feet to a minimum of 30 feet (if possible) from guard booth. An audible alarm must be loud enough to be heard within the guard booth notifying entry controllers a vehicle is approaching at a high rate of speed. Speed limit detection should be adjustable by the user. Maximum speed to enter gate area (200 feet from guard booth) is 15 MPH. (Both gates, all lanes) --Wrong way detection must be able to detect vehicles from at least 200 feet to within 30 feet (if possible) from guard booth. (Both gates; outbound lanes only) -Siren system must be clearly heard within the guard booth by entry controllers. Two tones (Yelp tone for Over Speed and Steady tone for Wrong Way) is a must. Sound level must be 115 db. as measured from 1 meter away.
-Signage must be visible from the road as drivers approach. Signage text must be at least 3.5 inches or so in height and must specify WRONG WAY and OVER SPEED as applicable.
Signs should not exceed 34 inches wide by 7 inches high. Signage must be able to be mounted on existing gate overhang structures.
-Any in ground detection cables must be reliable and must survive hard winter environments.
All in ground/asphalt install must be accomplished by the contractor and approved beforehand by the government Civil Engineering department and coordinated with the Security Forces Squadron responsible for traffic control during install.
-The system must be able to be serviced at the local installation level (e.g. replacing wires, fixing worn out mounts, self-testing, etc).
-The system must be stand-alone and not require connection to any government computer system/network unless approved before hand by the installation Communications Squadron.
3. CONTRACTOR EMPLOYEES
3.1. The project manager shall coordinate all contract related efforts with the Contracting Office (341 Cons).
3.2. Security. The contractor shall not employ persons for work on this contract if such employee is a potential threat to the health, safety, general wellbeing or operational mission of the installation and its population.
3.3. Safety. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.
3.4. Appearance. Personnel shall present a neat appearance and be easily recognized as contractor employees. As a minimum, during performance of contract duties, contractor personnel shall maintain possession of proper Government-issued identification.
3. 5. Conflict of Interest. The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD 5500-7-R.
4. GOVERNMENT-FURNISHED PROPERTY AND SERVICES
4.1. GOVERNMENT-FURNISHED EQUIPMENT. There will be no Government furnished equipment.
4.2. GOVERNMENT-FURNISHED FACILITY. There will be no Government furnished facility.
4.3. SECURITY POLICE AND FIRE PROTECTION. The government will provide law enforcement, fire protection, and security.
4.4. EMERGENCY MEDICAL SERVICES. The Government will provide first response emergency medical treatment for contractor personnel through the Malmstrom AFB Fire Department. Emergency medical transportation and treatment beyond the capabilities of the first responders will be provided by off base, non-government, emergency medical providers. Costs associated with those services shall be the responsibility of the contractor or individual employee.
