Grounds Maintenance

Questions and Answers ‐ 1

1. There are only four years listed in Attachment 4 – Bid Schedule and only 4 years on SF 1449. Is this contract only for 4 years? YES

2. Can you please attach the appropriate wage determination? Attached with this Q&A

3. Would you like pricing submitted via the SF 1449 and via Attachment 4, Bid Schedule? Just via

Attachment 4, Bid Schedule for all pricing

4. What is the approximate age of the irrigation system? 1‐20 years

5. What is the current contract price for the current option year? $877,779.92

6. Was CLIN 0016, Fire Hazard Grass Control, included on the previous contract? NO

7. Total acreage for CLIN 0002, Improved Grounds Mowing, appears to have increased 136 acres, from the previous contract. Is this correct? YES

8. Total work for CLIN 0011, Prune Shrubs and Hedges, appears to have increased 1,805 each from the previous contract. Is this correct? YES

9. Total Square Feet for CLIN 0017, Maintain Vegetative, Inert Bed, Rock Beds, and related areas appears to have increased 21,709 square feet from the previous contract. Is this correct? YES

10. Improved Irrigated grounds is listed at 121 acres in the Appendix A, Estimated Workload, but the

Grounds Maintenance Map lists Improved Irrigated at 116 acres. Which is correct? It is 119.5 acres, 3 acres are irrigation only on the Grounds Maintenance Map.

11. Fire Hazard Grass Control is listed as 1,249 acres in Appendix A, Estimated Workload, but the

Fire Hazard Grass Control Area Map lists a total of 169 acres. Which is correct? 1249

12. Is it correct that the government would like the Bid Proposal submitted via email or one CD including all parts of the Bid Proposal and no paper copies to be mailed in? YES

13. Historically, is it possible to keep Improved Grounds Non‐Irrigated at 3‐5” with only 7‐9 mowings per growing season? In reference to CLIN 0002, and PWS 1.1.1.2. Changed to 12‐14 mowings

14. Who is responsible for the Back Flow testing on the new contract? Contractor

15. What is the name of the incumbent contractor? Byrd Enterprises

16. What is the previous contract number? FA4626‐14‐D‐0001

17. What was the total awarded amount on the previous contract? $3,937,820.32

18. Would the government please provide the total irrigation heads and zones and control boxes?

120 zones and around 25,000 to 30,000 heads and 70 control boxes

19. What is the dominant grass species in the improved grounds, semi‐improved grounds, and the airfield (BASH)? Improved = Mostly Kentucky blue grass, Semi‐Improved = a mix of Kentucky and native grasses, BASH and Unimproved = mostly native grass

20. Page 74 of the solicitation states, “The total duration of this contract, including the exercise of any options under this clause, shall not exceed 4 years and six months.” Does the government desire the contractor to include a price for the additional 6 months into our proposal/price? No, under Factor 1: Price on page 64 it states “Offerors Shall Not submit a price for the potential six‐month extension of services period.”

21. CLIN 0011 Shrubs and Hedges ‐ Can the Government provide shrub species and sizes? Juniper, Dogwood, Honeysuckle and a few others. Various sizes.

22. PWS Section 1.1.9.2 Aeration is required for Improved Grounds, however there is no applicable

CLIN. Under which CLIN would the Government like aeration pricing to be included? What is the total acreage required for aeration? Improved grounds CLIN / 119.5 Acres

23. PWS Section 1.5 Maintain Vegetative Beds, Inert Beds, Rock Beds, and Related Areas ‐ can the government please provide the desired type of mulch to be used in the landscape beds and how often they should be re‐mulched and fertilized? Can the Government provide an estimated annual workload, there is none listed under Appendix A. We have rock and no mulch. Fertilized twice a year along with improved grounds.

24. In reference to Irrigation repairs ‐ Can the Government provide historical averages annual repairs required? How many systems are non‐functional at this time? Annual repairs vary so much it is hard to get an average. Depends on snow removal crew and how much damage. 3 systems down right now.

25. Can the government provide the dates when the irrigation system is typically turned on and turned off each year? We try to have it up and running by the end of May. It comes down to how much damage was done during snow removal and of course weather. Usually start blow outs September 1 and be finished in October.

26. With respect to the unimproved grounds mentioned on page 14 of the PWS, it states, “The

Contractor shall mow unimproved grounds to a height not exceed 14”.” Is there a minimum height that the government desires the contractor to maintain? 7”

27. Will additional acreage be added onto the solicitation that will include the range South of the

Pistol Range? If so, will they be improved or semi‐improved? Yes Mostly improved non irrigated and a little semi improved
