Reponses to Questions

FA4626-14-R-0035

3 September 2014

1) On page 3 of the solicitation under the description of clin 0001 the statement is made "payment shall be made for actual quantities used". Is this project lump sum or unit pricing? If the project is unit pricing, please provide a "measurement and payment" section.

The project is intended for the pricing to be "Lump Sum" price.

2) Plan sheet 3 of 4 shows areas where the contractor will have to transition from curb and gutter to sidewalk (shown on the attached plan sheet). Will the sidewalk need to have a thickened edge? If so please provide a detailed drawing.

No thickened edge for the sidewalk is required. All of the asphalt paving edges should have a curb and/or gutter to protect the asphalt edge from deterioration.

3) On plan sheet 3 of 4 there is a telephone splice marker located in the southwest corner of the project. Fill dirt will be necessary in the area to get the proper height for the new sidewalk located south of the telephone marker. Please provide a detail on how to raise the marker.

Per the Communications people the marker is not attached to the cabling and is held in place only by spikes driven into the ground. Locate the marker in the same location after the fill has been placed and compacted for the new sidewalk.

4) On plan sheet 3 of 4 the site drainage is to the northwest corner of the site. The problem is there are no drainage structures located at the northwest corner of the project to allow surface drainage to flow to the existing inlet. The sidewalks will be preventing the flow of drainage.

The section of sidewalk extending south along the west edge of the parking lot is to be eliminated and the curb at that location is have just a gutter section to allow drainage into the existing drainage ditch west of the parking lot. The handicapped ramp and parking stalls in the northwest corner are to be relocated one stall to the east.

5) Detail drawing shown on plan sheet 4 of 4 specifies a gravel section of fifteen inches under the curb. What is the gravel section under the asphalt?

The 15" fill is the section under the asphalt paving and the fill depth is reduced by the thickness of the gutter under the gutter section.

6) Project specifications say that the contractor is to produce a "Work Clearance Request (AF Form 103)" or digging permit per section 01000/3.12.1. Then specification section 312310 directs the contractor to have a third party perform the function of locating Base utilities. Which is correct?

The contractor will need to run the AF Form 103, "Work Clearance Request", and have the base locate the utilities as stated in Section 1000, para 3.12.1. Section 312310 will removed from the specifications.

7) Specifications (02529/2.6) say to provide truncated domes on the project, but the project plans do not show where the domes are to be placed. Are domes required on the project?

Truncated domes will be required for this project and placed in 6 locations. They will need to be placed in the ADA curbs (4) located on Rec Drive and at the ramps (2) at the handicapped parking stalls.
