PERFORMANCE WORK STATEMENT (PWS)
Commercial Overhead and Roll-up door training
MALMSTROM AIR FORCE BASE, MT
20 March 2025
SECTION 1
DESCRIPTION OF SERVICE
1.1 GENERAL REQUIREMENTS
Deliver comprehensive classroom and hands-on training on commercial overhead and roll-up doors to ensure trainees gain the necessary knowledge of door components, installation techniques, safety protocols, troubleshooting methods, and maintenance procedures. Trainees should develop the practical skills needed to perform safe and efficient installation, repair, and maintenance of these types of doors in real-world scenarios.
1.2 SUMMARY OF WORK
1.2.1 The Contractor shall provide a total of 16 hours of training on commercial and industrial door systems, allocated as follows: 7 hours of classroom instruction and 9 hours of hands-on training conducted in either the shop or the field. Classroom training will cover theoretical concepts, including the operation, maintenance, and troubleshooting of the following specific door systems:
• Sectional Overhead Doors
• Commercial Door Motors
• Rollup and Overhead Steel Doors
• Rollup and Overhead Fire Doors
The hands-on training will focus on practical applications, including tasks such as:
• Assembling and installing sectional and rolling doors
• Programming and troubleshooting commercial door motors
• Performing fire door drop tests and resetting procedures
• Conducting maintenance and repair tasks on all covered door systems
Trainees are expected to achieve a proficiency level sufficient to independently perform routine maintenance, basic repairs, and installations under minimal supervision by the end of the training program.

1.3 GOVERNMENT SUPPORT
1.3.1 The Government will supply the following: Training space, presentation monitor, whiteboards, tools, safety equipment, and door components for hands-on practice. These items will support the practical portion of the course.
1.4 WORK SCHEDULE
1.4.1 Working hours for the Contractor shall normally be between the hours of 7:30 a.m. and 4:30 p.m., excluding Saturdays, Sundays, Federal Holidays, and when the base is officially closed by the base commander.
1.4.2 The Contractor is not required to provide routine service on the following Recognized Holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. NOTE: Normally, if the holiday falls on Saturday, it is observed on the Friday prior. If the holiday falls on Sunday, it is observed on the Monday after.
1.5 PERIOD OF PERFORMANCE
The Contractor shall prepare all necessary classroom materials and schedule training no later than 75 calendar days after the contract award date. The training must be completed within a five-day window of the scheduled start date.
SECTION 2
CONTRACTOR REQUIREMENTS
2.1 CONTRACTOR CERTIFICATIONS
The Contractor shall maintain the appropriate and valid Contractor’s License(s) required for the specified type of training in their state of residence. In the event the prime contractor does not possess the necessary license(s), all subcontractors engaged in performing the licensed work shall hold the appropriate and valid Contractor’s License(s) for the scope and jurisdiction of the training activities.
2.2 ENVIRONMENTAL, SAFETY, AND HEALTH
2.2.1 The Contractor shall always comply with all existing Occupational Safety and Health Act (OSHA) standards of Safety in the performance of this contract.
2.2.2 The Contractor shall cooperate fully and assist Government personnel in any

Government investigation of the mishap, until released by the mishap investigative authority through the Contracting Officer. Safety personnel shall have the right, at any time, to investigate and report all mishaps involving Air Force personnel and property.
The Contracting Officer and Contractor Safety Representative may accompany Air Force mishap investigation personnel but may not release information regarding the mishap without written approval from the Air Force Safety investigating official or senior installation commander.
2.2.3 The Contractor shall maintain records of Contractor employee’s occupational injuries, illnesses, and other related activities as required.
2.2.4 The Contractor shall comply with the highest degree of environmental protection or safety practices where any disagreements between requirements may exist.
SECTION 3
ADMINSTRATION
3.1 ADMINISTRATIVE RECORDS
All records, documents, and associated papers provided by the Government and generated during the period of this contract shall become Government property and will remain in place upon contract termination or completion. During the period of the contract, records, documents, and associated papers shall be available for review.
3.2 ANTI-TERRORISM (AT) AWARENESS TRAINING
In accordance with AFI 10-245, Anti-terrorism (AT), the Government will ensure that AT level 1 awareness training is offered to all Contractors. The objective of the training is to provide personnel with requisite knowledge necessary to remain vigilant and enable employment of AT tactics, techniques, and procedures.
3.3 FORCE PROTECTION
Contractor personnel are required to abide by all real-world Force Protection Condition (FPCON) measures, random anti-terrorism measures (RAMs), shelter-in-place orders, evacuations and lock-down notices as directed. Examples include mandatory badge or ID checks, facility single points-of-entry and searches of hand carried items.
