About this file
This is a Questions and Answers document addressing clarifications on an iPad redaction contract opportunity with the Air Force Global Strike Command (AFGSC).
The document addresses six key inquiries regarding contract execution and compliance requirements. For subcontractor management, the government clarified that AFGSC Office of Special Investigations (OSI) approval requires an estimated two-week timeline for both prime and subcontractors prior to work performance, and that subcontractor use is not an evaluation factor in award decisions. Regarding equipment logistics, offerors may personally transport iPads to and from Whiteman Air Force Base; base access requirements are detailed in updated Attachment 3 titled "Contractor Access to Department of the Air Force Installations." On compliance matters, both prime contractors and any subcontractors—particularly those handling Controlled Unclassified Information (CUI)—must maintain SPRS (Supplier Performance Risk System) scores on file at Level 1 (Self) certification, as specified in clause 252.204-7021 and Federal Register Vol. 89, No. 199. These requirements apply equally to all organizational levels involved in contract performance.

Ipad Redaction Questions – Answers in red text.
1. Subcontractor Approval Process: The PWS references AFGSC OSI approval for subcontractors prior to any subcontracting of work. Could you please clarify the process and timeline for obtaining that approval?
We estimate a 2-week process for OSI approval of any contractors, prime or sub-contractor, prior to performing work.
2. Additionally, would the use of a subcontractor negatively impact my evaluation or lower my chances of award?
The use of subcontractors is not an evaluation factor for award.
3. Equipment Pickup and Return: I understand the contractor is responsible for all shipping and movement of equipment. I am prepared to personally drive to Whiteman AFB to pick up the iPads and return them upon completion of the redaction. I want to confirm this is an acceptable method of fulfillment and inquire whether there are any base access requirements or coordination steps I should be aware of in advance.
This is an acceptable method of shipping and movement of the equipment.
Base access requirements have been added via the updated attachment 3, please see “Contractor Access to Department of the Air Force Installations” on the last page.
Additional Questions:
1. Is the offeror required to have an SPRS score on file as the prime contractor?
Yes, please see the updated CLS document which adds clause 252.204-7021 and specifies a Level 1 (Self) for the prime contractor.
2. Are our subcontractors also required to have their own SPRS score, particularly if they will be handling Controlled Unclassified Information (CUI)?
Yes, please see the attached updated CLS document (clause 252.204-7021) and the added attachment, 83092 Federal Register Vol. 89, No. 199, which specify a Level 1 (Self) for any subcontractor.
