About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA462525Q0004 related to carpet and tile flooring services at Whiteman Air Force Base. The Q&A addresses several key points about the procurement, including that Tier I contractor information will be provided at time of award, grayed-out line items in the Bid Schedule are informational only, and that certain resources like the Mandatory Use Policy Letter and Carpet Ordering Guide are available via a restricted USAF SharePoint site. The document also provides technical guidance, such as instructions for downloading the Past Performance Questionnaire and clarification that required adhesives will be procured from Tier I contractors. Notably, the solicitation emphasizes that some documents and information are considered Controlled Unclassified Information (CUI) and will not be shared externally, with Tier I vendors responsible for providing pricing to Tier II installers.

FA462525Q0004 Solicitation Q&A
Q - The package refers to seven awarded contractors for this program, but I could not find their names or contact information. Could you please confirm who the awarded vendors are for Option Year 2 (January 18, 2025 – January 17, 2026)?
A – Tier I contractor (mandatory supplier) information will be provided at time of award.
Q - The document mentions that additional resources—such as the Mandatory Use Policy Letter, Carpet Ordering Guide, NTE Price Lists, and Waiver Request Form—are available via the USAF Carpet SharePoint site (dps.mil). As a contractor without access to DPS.mil, is there an alternative way to obtain these documents, or could they be shared directly?
A – Information on DPS.mil will not be shared with any contractor, it is CUI and for internal use only. The Tier I Vendors will provide pricing on required materials to Tier II installers.
Q - In Attachment 2 – Bid Schedule, I noticed several line items (e.g., 0003AD to 0003AI) listed in grey. Is there a specific reason for this formatting? Are these items inactive, informational only, or pending further guidance?
A – Grayed out items are informational only and does not need to be filled in. This pricing will be determined by the Tier I contracts with NTE pricing.
Q - Attachment 3 – Past Performance Questionnaire is listed as public, but the link appears to be inactive or restricted. Could you please confirm how we can access this document?
A – You will need to download the PPQ document for it to open properly. If it says there’s an error and it’s unable to display the document, click on the download button in the top right of the screen – then it should open once downloaded. If it isn’t working, please try an alternate browser.
Q - Can you please share the details of the Tier 1 carpet vendors (See Air Force Carpet II Ordering Guide).
A – Tier I contractor information will be provided at time of award.

Q - What type of adhesive should be used for this job?
