Amendment 1 Clarification Q & A 1Q. Section 5 of the PWS, says “In Feb 2024 multiple tests were conducted on the range debris that indicate waste codes D008 and D001 do not apply and that D003 is not suspected.” If waste codes D008 and D001 do not apply and D003 is not suspected, for disposal purposes under what waste code does the government categorize the waste debris?
1A. The government has tested for D0008, D0001, and D0003 and currently has not determined any waste code categorization. IAW the PWS “It is the responsibility of the contractor to monitor waste code classification and perform any necessary testing to ensure that waste is being disposed of correctly and in accordance with regulation and law.”
2Q. Section 1 of the PWS references contractors allowing time to access base due to visitor control protocols. Can you tell us if the contractor will be able to obtain a long-term base pass so that access can be expedited throughout the term of the contract? If not, can you tell us who will be the primary contact for base access? Will this be the COR or base security manager?
2A. Any member from the CATM shop can and will escort them onto base.
3Q. How will past performance be evaluated?
3A. See updated COMBO
4Q. Section 3 of the PWS references “Work to be conducted when needed”, 55-gallon skinny barrels to be removed, disposed of, and replaced with new barrels. Can you tell us how many skinny barrels there are in total?
4A. There will be 1 barrel directly under the auger at a time.
5Q. In addition to the skinny barrels, page 3 of attachment 5, looks like a normal size barrel is attached to the system. Can you confirm if this is a different size barrel?
5A. Normal size barrels are 55 gallon.
6Q. On page 4 of attachment 5 photos document, there is an image of the filter part number and serial number. The part number shown is P190817 (OEM # P190817-016-436); however, in Section 7 of the PWS references P190827-016-436. Can you confirm which is the correct part number for the filter?
6A. Part Number P190827‐016‐436 is the part number that we have.
7Q. Can you tell us approximately how many 55 – gallon drums are disposed of or replaced annually?
7A. 1-2 barrels a year, but this is also depending on volume of classes and will depend on mission requirements.
8Q. The 55 gal “skinny” barrels from the Dust Collection Unit (DCU) and Auger system will be removed, disposed of, and replaced with a new barrel. Contractor shall provide new 55 gal “skinny” barrels as needed, but no less than twice a year.
8A. Yes, there may be times where a barrel won’t get full for months, and on some occasions they will fill within a month.
9Q. Is there only a single DCU on the range and a single ingot barrel on the range?
9A. Correct, only 1 barrel for the DCU.
10Q. What flexibility is provided to provide service on the first business day of the month?
10A. Vendor can schedule and coordinate with end user to ensure this gets done.
11Q. Frange waste is not considered toxic according to your MDS and waste codes, what other items on the range would be considered toxic to require hazardous waste disposal?
11A. At this time frangible cooper ammo waste has not been determined as hazardous. D001, D003, and D008 have been ruled out. If vendor has concerns or suspects hazardous materials, they are responsible for testing and disposing in accordance with local, state, and federal regulations and laws. If waste status changes and is determined to be hazardous then it must be manifested and that manifest must be signed by a 509 CES/CEIE Hazardous Waste Manager.
12Q. Typically the filters on these DCUs last years and only need to be replaced when the DCU is no longer able to clear the filters. Is there a specific reason they need to be replaced every six months?
12A. To ensure the filters are still able to operate at an effective level.
13Q. For clarity, this contract is only for clean up, not maintenance of the auger system, DCU, air compressor, backstop, etc..?
13A. Correct the auger system already is maintained by another agency.
14Q. Would it be possible to store waste on site until enough is accumulated for removal or would it need to be removed monthly? For example, could waste pick up occur when the filters are changed every six months up if they are to be handled as haz waste?
14A. Waste must be disposed of in accordance to Performance Work Statement.
15Q. Will there be a point of contact at the worksite that can oversee the progress of the work when the team arrives?
15A. The government will not be “overseeing progress” they will evaluate that the service was completed in accordance with the Performance Work Statement.
