Q1.
2.2.3 Please confirm the government is requesting a contractor to provide a fork lift? Does the forklift needs to have any special requirements?
A1. See A10.
Q2.
2.3.1 Who pays for the shrink wrap? Is this contractor provided or government?
A2. Contractor pays for and provides the shrink wrap.
Q3.
2.8.5 Recycling collection states cardboard and office paper mix, while proceeds state white office paper. Can you clarify the commodities to be collected? (ex: OCC, SWL, etc.)
A3. Requirements for this quote are cardboard and white office paper – other paper can be collected and marketed if contractor chooses.
Q4.
2.4.2 Government-Approved Containers: Are there any requirements for the style of 6 YD containers to be provided such as flat-top with side doors or slant-top without side doors? Can the containers be rear load containers with wheels and lids? Can government provide a photo of the existing containers?
A4. Paragraph 2.4.2 of the Performance Work Statement (PWS) requires proposed containers be submitted with quote (proposal).
Q5.
3.2 If government is not responsible to replace its own equipment, then will the contractor be reimbursed for replacing required equipment if procured after the contract start date? Can the government provide details on existing government equipment that is used under this contract? Age, PM and repair history and costs per year?
A5. There will be no reimbursement. There is no requirement for the Contractor to use the equipment. The items are in the Government inventory and available for use by the Contractor.
Government ramp for loading trucks is only thing used currently. Two vertical balers and one horizontal baler were unhooked about four years ago and not serviced since – not used. The items were in good working order when unhooked with annual bills of less than 1k a year for maintenance/repairs.
Q6.
3.2 The provided equipment lists balers for contractor use, will these balers be installed and ready for operation by the government?
A6. Balers will need to be wired and could possibly need servicing before being operational.
They were last used four years ago.
Q7.
3.4 Please clarify this section? Is contractor required to maintain a storage facility off the base to store recycling materials? What has been the historical requirement?
A7. There is no requirement to process materials on base. Conex or containers will be allowed to be placed in parking lot with prior Government coordination and approval. Historically, materials were baled and marketed individually and stored in base provided warehouse that will no longer be available.
Q8.
3.4 States that the government will not provide storage for baled products. If bales are not able to be stored until sale, recycle material would need to be transported unbaled as single stream and would result in a cost to the government instead of a rebate. Is the contractor able to provide their own bale storage solution at the recycle center site to store bales prior to shipment? (ex: steel building, shipping container/conex, etc.)

Q9.
1.2 How many staff is needed to manage the recycling center and collection of materials from the buildings? What has been the historical level of onsite staffing for this contract?
A9. The Contractor shall perform the work as detailed in the PWS and resultant contract.
Historically, there has been anywhere from one to three staff members working a variety of schedules.
Q10.
5.11 What type of contractor vehicles are required for this contract? Looking for more efficient way for the contractor to transport materials to the recycling center from the containers and buildings that the government has identified?
A10. This is a “performance” work statement. The Government shall not tell the Contractor how to perform but will hold the Contractor to the terms of the contract. The Government is looking for a Contractor who is familiar with this type of work and can perform the work in the most efficient and effective manner possible conforming to the PWS and contract. Historically, a pickup truck with cage and box truck with lift gate have been used. There is no requirement on type of contractor vehicles but access can be tight with larger vehicles.
Q11.
3.3 Bldg 160 is listed as provided for use, what is the exterior useable footprint for recycling center activity?
A11. Roughly an acre – large enough for semi-trailer to pull in and around to load bales of materials.
Q12.
2.1.1 States that the recycle center shall be manned during the normal duty day. Is this considered Monday through Friday?
A12. See paragraph 2.1.1 of the PWS.
Q13.
2.1.1 States that the contractor will manage scrap metal. Is contractor able to select the metals hauler? (ex: 2.3.1 states that the government selects the batteries transporter) A13. Yes, Contractor can select the hauler.
Q14.
2.1.1 Will the recycle center area be required to accept drop off material 24 hours per day / 7 days per week? If so, is the contractor able to secure the recycle center area after hours to prevent contamination?
A14. Currently the center is open for dropoff 24 hours a day 7 days a week. Parking lot is open to other buildings and shared with no means to secure the location. There are no plans to secure location or limit access.
Q15.
Is there any particular reason the government is procuring the refuse and recycling services separately and under two separate contracts? In my experience it will be cost effective and more efficient for the government to procure both the requirements under one contract and have one contractor provide both services. Some of the expenses are getting duplicated under both requirements.
A15. Contractors are requested to quote on the requirements as presented on SAM.gov.
Q16.
Who is the current contractor? What are the changes in the PWS requirements compared to the current contract in place?
A16. Corporate Waste Solutions. The Government shall not provide a comparison of previous requirements documentation. Quotes shall be submitted on the current solicitation package FA462524Q1019 requirements (including any and all Amendments) posted on SAM.gov.

Is the scope of work for this solicitation the same as the previous or are there additions/deletions/changes?
A17. See A16
Q18.
The base year is listed as beginning 1 November 2023 and ending 30 September 2024. Can the government update those dates?
A18. That change is reflected in the updated Price Schedule (v2).
Q19.
The response date listed for past performance questionnaires is 29 August 2023. Can the government indicate the correct response date?
A19. Past performance information is due no later than close of business 15 Dec 23.
Q20.
I don’t see any timeline provided the government for the transition period to place containers on the base as the location identified. Will the government provide 45-60 days transition period to allow the contractor (besides the incumbent) to successfully purchase, accept and place all containers and equipment on the base? Due to the logistic requirement, it is necessary for this timeline to receive all containers prior to start of contract.
A20. The Government acknowledges the timeline, as it appears, is compressed. The Government’s intent is to make notification of award with a delayed start date to allow the apparent awardee time to procure containers. There will not be an overlap of services.
Q21.
As we are in the holiday schedule, can the contractor provide recent CPARS instead of completed questionnaires if the contractor cannot reach their COR’s due the their availability.
A21. The Government will pull CPAR directly from the database. It is not desirable to receive a copy of CPAR from the Contractor.
