1. Requirement
1.1 Background. Whiteman Air Force Base (WAFB) generates waste and recyclable products. Whiteman has operated a Qualified Recycling Program (QRP) for years. A QRP is a U.S. military run recycling program aimed at pollution prevention and minimizing environmental impacts (i.e., recovering recyclable materials from solid waste disposal streams).
Qualified recyclable materials are collected and segregated from other solid waste materials by the generating unit or activity where they are sold either through marketers or through established scrap sales programs. The net proceeds from the sale of these recyclable materials are then deposited into the installation’s QRP account. The current QRP recycles cardboard, mixed office paper, batteries, and scrap metals to include appliances containing ozone-depleting substances. A Government Contractor provides waste collection and recycling services.
1.2 Scope. The Contractor shall provide all supervision, personnel, equipment, tools, transportation, travel, materials, supplies, and labor to collect solid waste and recyclables on Whiteman Air Force Base, Missouri, as defined in this Performance Work Statement (PWS).
The Contractor shall, at all times, maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.
2. Contractor Responsibilities
Integrated Solid Waste Management
2.1 Task 1: Cardboard and White Office Paper Collection Requirements
2.1.1 The Contractor shall collect recyclable materials. The Contractor shall maintain the recycling center in a manner that does not allow trash buildup. The recycling center shall be manned during the normal duty day; generally, 0700/0730 through 1600/1630. The containers shall be serviced according to the schedule provided in Table 2 and include office building areas, industrial areas, food service areas, and recreation areas. The containers shall be covered or closed to prevent the recycling materials from littering the area.
2.1.2 Additional collections may occur when unusual conditions require collection outside of the normally scheduled frequencies. Additional collections shall be accomplished within 48 hours of COR notification to the Contractor.

2.1.3 Shipments for recyclables shall route through the LeMay (Contractor) Gate between 0600 and 1800, Monday through Friday, excluding federal holidays. Shipments outside these hours requires COR approval.
2.2 Task : Metals Collection Requirements
2.2.1 Contractor shall accept and segregate steel, copper, and aluminum into provided bins.
The scrap metal collection area, near Bldg 160, shall be utilized by base personnel and Contractor to collect/sort scrap metals. Contractor will manage scrap metal and is responsible for loading items and crushing scrap metal into the appropriate containers to maximize weight before shipping. Contractor will contact recycler to remove scrap metal and replace containers.
2.2.2 Contractor shall accept appliances for scrap metal recycling. Appliances containing ozone depleting substances (ODS) will be evacuated by the Contractor IAW all applicable federal and state environmental regulations.
2.2.3 The Contractor will need to provide a piece of equipment that is capable, at a minimum, of lifting 10,000 lbs. at a height of at least 12', and a breakout force of 10,000 lbs. to apply a downward crushing force. It is recommended that the equipment have the ability to mount forks and a bucket for loading.
2.3 Task 3: Battery Collection Requirements
2.3.1 Contractor shall accept lead acid batteries for recycle. Batteries shall be consolidated on pallets, shrink-wrapped, weighed, and stored in Bldg 160 in preparation for shipment by a third party. Contractor will load palletized batteries on third party transporter, selected by the Government. Storage of batteries shall not exceed 14 pallets.
2.4 Task 4: Container Requirements
2.4.1 Cubic Yard Capacity. Containers will be appropriately sized for the facility and a frequency of collection. During the contract performance period, the Government reserves the right to add, delete, or change collection points and number of containers to meet changing requirements. The Contractor is encouraged to identify changes to the capacity of containers and/or pickup frequency to improve the overall efficiency of solid waste collection. Submit recommended changes to the CO and COR. No changes shall be made until the proposed change is approved by the CO.
2.4.2 Government-Approved Containers. Collection of recycling in all areas shall be from Contractor provided containers. Containers shall be submitted with proposal for evaluation. All containers shall have attached covers. Large open top containers (i.e., 20-30-40 yards) shall be covered for transporting prior to vehicle movement. Contractor shall be responsible for any solid
Recycling Services July 17, 2023 Page 5 of 18 waste blowing out or leaving the container. The Contractor shall furnish size 6-yard containers for recycling in the color Veolia green and present no advertisement.
2.4.3 Container and Collection Area. The Contractor shall return recycling containers to their original location after servicing in an upright position with the lids securely in place (closed).
The Contractor shall be responsible for keeping collection areas free of waste and debris. The Contractor is responsible for cleaning up any spills, debris, etc., on the ground within a 10-foot radius of the container when servicing a location. The Contractor shall notify the COR of locations where debris is frequently placed outside of containers so the COR may notify facility managers and, if necessary, the Contractor can adjust the container size or pickup frequency with COR concurrence and CO approval.
2.5 Task 5: Equipment Maintenance Requirements
2.5.1 Container Maintenance. Containers shall be maintained by the Contractor to ensure proper working conditions are met to include cleanliness, paint, holes, rust, odor, covers, and doors. Re-painting must match the approved color scheme. The Contractor shall furnish replacement containers prior to removal for cleaning, painting, or repair to ensure that collection stations have adequate containers. Maintenance shall be performed at an off-base location.
2.6 Task 6: Invoicing
2.6.1 Invoicing. The Contractor shall submit a full and complete invoice in Wide Area Work Flow (WAWF) within 30 days of service. The invoice description in WAWF shall include the date(s) the service was provided. Deliverables are due at time of invoice. Invoice will not be paid without deliverables.

2.7 Task 7: Safety
2.7.1 Compliance with DoDI 6055.04 DOD Motor Vehicle and Traffic Safety, AFI 91-202 The US Air Force Mishap Prevention Program, AFI 91-207 The US Air Force Traffic Safety Program, DAFMAN 91-203 Air Force Occupational Safety, Fire and Health Standard, NFPA, OSHA, Title 29 CFR, Occupational Safety and Health Act, and other laws and regulations for the protection of employees is exclusively the obligation of the Contractor and shall be monitored by the appropriate Government agencies.
2.7.2 Environmental and Health. The Contractor shall follow NFPA Life Safety Code and take necessary actions to avoid conditions that may be hazardous to health and safety of base personnel. Any apparent conflict between compliance and the above information and satisfying the requirements of the contract shall be brought to the immediate attention of the CO/COR for resolution, prior to the performance of the work in question.
2.7.3 Spill Response. The Contractor is responsible to report and promptly cleanup all spills in a manner consistent with current environmental regulations, in the event it is necessary to utilize Government materials, equipment, or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the Government of all associated costs. The Contractor shall immediately report the incident to the Base Fire Department, CO, and the COR.
2.8 Task 8: Administration
2.8.1 Plans. All plans, procedures, instructions, etc., unless otherwise noted, shall be submitted to the CO and COR for approval within 30 calendar days of contract award, within 30 days of beginning of an option year, and at any time changes or updates are necessary. Plans will be approved by the COR and the CO and signed by both the CO and the Contractor within 45 days of receipt. If disapproved or returned for revision, the Contractor will have 15 calendar days to correct the discrepancies from the date of return. Approved plans and procedures shall be instituted upon approval.
2.8.2 Quality Control (QC): The Contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this PWS. The Contractor shall
Recycling Services July 17, 2023 Page 9 of 18 develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the Contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Service Summary (SS). A final QCP shall be submitted to the CO NLT 30 days after contract award. After acceptance of the QCP, the contractor shall obtain the CO’s acceptance in writing of any proposed changes to its QCP.
2.8.3 Reports and Records. All reports and records, etc., unless otherwise noted, shall be submitted to the COR by the fifth calendar day of each month. If these reports or records, or any portion thereof, are disapproved or returned for revision, the Contractor shall have two calendar days to correct the discrepancies from the date of return.
2.8.4 Monthly Reports. The Contractor shall provide electronic monthly reports submitted to the CORs by the fifth calendar day of each month. Format for the report shall be coordinated with the CO and CORs. The Contractor’s Monthly Status Report (MSR), shall indicate the progress of the work, status of the program, and of assigned tasks. This report shall include information relating to accomplishments, existing or potential problem areas, and proposed action to resolve the problems. The content of the report shall be free from grammatical, spelling, and factual errors. The Contractor shall include the MSR and bills of lading with each invoice submitted for payment by the fifth calendar day of each month. The Contractor shall submit tare and net weight tickets and shall include the associated building number with the monthly invoice. The Monthly Status Report (MSR) shall provide

2.8.5 Recycling Reimbursement to the Government. The materials will be sold as collected when the market allows. Proceeds from the sales will be reimbursed quarterly by check to the Whiteman Qualified Recycling Program (QRP), Attn: Keith Donaldson, 509 CES/CEIE, 660 Tenth Street Ste 209, Whiteman AFB MO 65305.

3.1 Government Provided Training. Airfield driving training is provided by 509 CES and requirements may change during the duration of this contract. If airfield driving training requirements change during the contract period, the Contractor shall adhere to the new requirements. The Contractor shall coordinate airfield driving qualified escorts prior to coming to the installation if training requirements have not been obtained. Vehicle operators and employees entering the PL2 area for purpose of collection shall be US citizens. Non-US citizens are not provided clearance for this area.
3.2 Equipment: Scrap metal collection bins, two vertical balers, horizontal baler, and a mobile loading ramp are available for Contractor use. When equipment is deemed unrepairable, it will not be replaced by the Government.
3.3 Workspace: Building 160 is provided.
3.4 Storage: The Government will not provide storage for baled products.
3.5 Utilities: The Government shall furnish utilities when available for the Contractor to perform services as described in this PWS. The Contractor shall conserve use of utilities at all times. Electricity, sewage, and water will be made available where existing. No temporary connections shall be allowed until the Contractor has submitted a detailed plan for the connection and has received approval from the Government for the connection. The plan shall include a detailed description on how the connection shall be restored to its original condition or better.
3.5.1 Any alterations or temporary connections to Government utilities shall be restored to original condition prior to base departure. Should the Contractor require higher voltage or amperage other than available at the building, or if continual tripping of circuit breakers is due to load draw, the Contractor may be required to provide their own power source at no additional cost to the Government.
3.5.2 Telephone Service. Contractor will have access to a base telephone for on base calls.
Any additional phone requirements will be the responsibility of the Contractor.
4. Quality Control/Quality Assurance
4.1 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The CO, CA, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor as a multi-function team (MFT) to review contract performance. At these meetings, the CO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems or issues, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the

Government. Meetings may be held in person, by conference call, or by email. Typically, these meetings are held quarterly but may be held more often as deemed necessary.
4.2 COR Surveillance with Quality Assurance Surveillance Plan (QASP): The Government will evaluate the Contractor’s performance under this contract in accordance with the QASP.
This plan is primarily focused on what the Government will do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s). The COR is the primary contact for surveillance and contract performance. The COR does not have the authority to make any contract changes or authorize additional work.
4.3 Customer Complaints. All COR or CO substantiated customer complaints shall require services to be re-performed, if applicable, as soon as possible after notification, but prior to the next service period. Re-performance however does not eliminate the customer complaint and it still applies against the Contractor’s performance threshold. If the Contractor challenges the validity of the complaint and the COR and Contractor cannot come to agreement, the customer complaint will be forwarded to the CO for resolution. Customer complaints will be tracked and if the performance threshold is exceeded, action will be taken by the CO IAW the applicable inspection/acceptance clause.
4.4 Contract Manager (CM): The contactor shall designate a CM who shall ensure performance under this contract. The name of this person, and an alternate who shall act for the Contractor when the CM is absent, shall be designated in writing to the CO. The CM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The CM shall work through the COR to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the CO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the Contractor.

TECHNIAL EXHIBIT 1: Service Summary (SS)
This Services Summary (SS) includes performance objectives the Government will use to determine Contractor performance and will compare Contractor performance to the Acceptable Quality Level (AQL). For those tasks listed on the SS the COR or evaluators will follow the methods of surveillance specified in this contract. Government surveillance of tasks not listed in the SS, or by methods other than those listed in the SS, or as prescribed by regulation may occur during the performance period of this contract. All surveillance will be done according to standard inspection procedures or other contract clauses. Government personnel will record all surveillance operations and will maintain a file of all inspection results. Successive months of unacceptable performance for any Performance Standard item may result in appropriate action by the CO IAW regulations and contract clauses.
COR/GSME Surveillance with Quality Assurance Surveillance Plan (QASP). The Government, through the COR, shall periodically evaluate the Contractor’s work performance in accordance with the specific contract performance requirements. The Government will evaluate the Contractor’s performance under this contract in accordance with the Services Summary. The Services Summary is primarily focused on what the Government will do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s). The COR and/or GSME is the primary contact for surveillance and contract performance. The COR and/or GSME does not have the authority to make any contract changes or authorize additional work only a Government appointed Contracting Officer has the authority to do so.

5. General Information
The following shall serve as general guidance and performance objectives as required by the Government. Unmentioned tasks shall not limit the Contractor’s obligation to conform to all federal, state, and local regulations/laws, to include safety and environmental, IAW standard industry and commercial practice.
5.1 Document Formats. Documents, plans, reports, etc., will be provided electronically using Microsoft Office products to the CO/CA and COR, unless forms already exist in Adobe Acrobat PDF format. Errors shall be corrected within two business days of notification.
5.2 Travel and Transportation. The Contractor is responsible for mobilization of personnel and equipment to and from all individual facilities including all shipping, delivery of materials, loading and offloading of materials, tools, and necessary equipment, including storage, to perform the required activities to accomplish the PWS.
5.3 PoP. The Period of Performance (PoP) shall be one base year of 12 months and four 12-month option years for a total period of five years. Extensions up to six months at the end of this period of performance may be determined to be in the best interest of the Government. See FAR 52.217-8. The award document will call out the PoP and is the definitive performance period.

The Contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Security Forces. The Contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense (DoD), Headquarters Department of the Air Force, and local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. The installation Commander has the right to deny access and access credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation. 5.5.1 Occasionally, it is necessary to require early release of Whiteman AFB personnel, late reporting, or a total base closure when weather conditions make normal travel unsafe. When weather conditions cause one of the above situations, Contractor personnel will be denied access to the base, unless they have been notified that their contract service has been determined essential. Occasionally, real world situations or exercises may prohibit base access or ability to remain on base. Information pertaining to Whiteman AFB operating status can be accessed at the following website: http://www.whiteman.af.mil. The Contractor shall not process recyclables during periods of base closure. Work scheduled but not accomplished because of base closure due to weather, exercise, or actual alert will be accomplished as soon as possible after reopening of the base. In the instance of a prolonged base closure, the Contractor shall work under direction of the COR.
5.5.2 Unscheduled Gate Closures: As determined by the Security Police, gate closures may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by Contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.
5.6 Base Access Requirements. The Contractor will be provided an Entry Authorization List (EAL) package for completion and return to the COR as soon as possible after award. This requirement must be returned at least two weeks prior to required access date. Contractor shall contact the COR for EAL updates. The Contractor shall retrieve and turn in to the COR all identification media (including vehicle passes) from its employees who depart employment for any reason. The escort for PL-2 area will be provided by the Government at no expense to the Contractor.
5.7 Background Investigation Requirements: All contractor and subcontractor personnel must consent to Missouri Uniform Law Enforcement System (MULES) background checks. All contractors shall also complete a MULES check before base access is allowed. Information required to conduct a MULES check includes full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The Contractor shall ensure immediate compliance with all instructions regarding background investigation processing, including those provided verbally, by e-mail, or via a Government system. The Contractor is cautioned that the entire process from submittal to return may routinely take from two to six weeks and shall factor this lead-time into its hiring/placement process. All employees shall have the Contractor pass in their possession at all times when on base.
5.8 Identification of Contractor Employees. All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees. The Contractor shall ensure that all documents or reports produced by Contractor personnel are suitably marked as contractor products or that contractor participation is appropriately disclosed. The Contractor’s status as a “contractor” shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non-Government entities.
5.9 Contractor Required Identification. All Contractor personnel shall be required to obtain and wear badges or Contractor specific clothing, etc., in the performance of this contract. The badges or clothing shall have the company name, employee name, and the word “Contractor” displayed prominently and in a visible location.
5.10 DBIDS ID Return: The Contractor shall return all identification media (i.e., badges and vehicle pass) to the Government within 14 days of an employee’s departure or upon immediate request of the Government if identification is required for particular one-time or case-by-case access.
5.11 Vehicles
5.11.1 All vehicles used in the performance of this contract shall be in an operable condition and meet the federal, state, and local safety and licensing requirements. Vehicles found to be unsafe and unable to function as designed, shall be removed from the installation at Contractor’s expense. The CO and/or COR may inspect the Contractor’s vehicle(s) at any time and direct the removal of any unsafe or objectionable vehicle from the installation. Vehicles must be operated in accordance with base rules and regulations while on the base. The Contractor shall maintain all vehicular equipment used under this agreement in good repair, safe to operate, and in a clean condition. Should any contractor vehicle or equipment have any leaks, the Contractor is responsible for cleanup. The Contractor’s name shall be displayed prominently on each contractor-owned vehicle.

5.11.2 Vehicle POV Pass is required prior to operating on the airfield. The contract will submit to the COR on company letterhead a list of all drivers and vehicles that require access to the airfield annually. The Contractor’s vehicle shall have the company name prominently displayed on both sides of the vehicle and be maintained to present a clean, professional appearance free of Foreign Object Debris.
5.11.3 Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice. The Contractor shall not be entitled to any compensation for delays or expenses associated with these delays.
5.11.4 Two-Way Radios. The base communications authority must approve the use of two-way radios. Request for use detailing proposed equipment, operating frequencies, and other particulars shall be submitted in writing to the COR. Vehicle mounted communications equipment shall conform to all applicable federal and base regulations.
5.12 Installation Regulations: The Contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety, and security regulations.
The Contractor is responsible at all times for the health, welfare and safety of their staff and employees IAW all applicable federal, State and local regulations. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contract employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The Contractor shall ensure compliance with all regulations and orders of the installation that may affect performance. The Government reserves the right to direct the removal of an employee for misconduct or security reasons. Removal of contract employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.
5.13 Communications Security / Information Technology (COMSEC/IT) Security: All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations.
Therefore, the Contractor is advised that any time contractor personnel place or receive a call they are subject to COMSEC procedures. The Contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information.
5.14 Any radioactive material or class 3B lasers must be coordinated with the Installation Radiation Safety Officer, 509th Bioenvironmental Engineering, prior to bringing the equipment on base.
