INSTRUCTIONS TO OFFERORS
THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE
PHYSICALLY REMOVED FROM ANY RESULTANT AWARD, BUT WILL BE DEEMED
INCORPORATED BY REFERENCE.
NOTE: All proposal preparation cost will be the sole responsibility of the Offeror. The Government will not reimburse any firm for their proposal preparation cost.
Period for acceptance of offers: The Offeror agrees to hold the prices in its offer firm until 120 days after proposal due date.
Proposal Preparation Instructions A. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
The response shall consist of two (2) separately bound parts:
Part I - TECHNICAL CAPABILITY Part II – PRICE BASIS FOR CONTRACT AWARD: This is a competitive best value source selection in which technically acceptable competing Offerors will be evaluated as being equal to Cost or Price. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being determined unacceptable. The evaluation process shall proceed as follows:
PART I – TECHNICAL CAPABILITY
B. Subfactor – Past Performance
1. When addressing past performance evaluation criteria set forth in this solicitation, the Offeror shall provide recent and relevant information regarding an Offeror’s actions under previously awarded contracts. Relevant past performance includes contracts with work of a nature, magnitude and scope similar to that required for this contract within the past five (5) years.
2. The Offeror shall include two (2) references occuring within the last five (5) years for whom the Offeror has contracted similar pipeline/water supply services with Federal, State, and Local Governments. If the Offeror does not have Government references, the Offeror shall provide references from private industry sources that are not prohibited from furnishing information to the Government. Offerors may include with their proposal information on problems encountered on the identified contracts and the Offeror’s corrective actions. The Government will consider this information as well as information obtained from any other sources when evaluating the Offeror’s past performance information.

PART II – PRICE PROPOSAL
A. Complete the SF 1442, Blocks 14, 15, 17, 19, 20A, 20B, 20C and 30. An official having the authority to bind your company contractually must sign and date the SF 1442 Block 30b. One copy of the SF 1442 must bear an original, authorized signature. Submit original and one (1) copy of this part. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP. All sections of the RFP, excluding Instructions to Offerors and Evaluation Procedures Sections, constitute the model contract.
B. Bid Schedule – Insert proposed pricing on the SF 1442 Bid Schedule, for each Contract Line Item.
C. Acknowledge any and all amendments to the solicitation.
D. Complete the necessary fill-ins and certifications in all sections, to include Section K.
Offerors shall submit only those pages that require fill-in.
E. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. All pricing received in response to this solicitation will be evaluated for price realism for the purposes of making a reasonableness determination. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. If at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, such as an event where multiple Offers are determined to be unrealistic, Offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the realism and reasonableness of the price.
GENERAL INFORMATION
Format for proposal Part I & II shall be as follows:
1. A page is defined as one face of an 8 ½” x 11” sheet of paper containing information.
2. Typing shall not be less than 12 pitch.
B. INFORMATION REGARDING SUBMISSION OF PROPOSALS: A site visit for this solicitation will be held on Tuesday, 25 July 2017 at 8:00 a.m. CST. Please meet at the Whiteman AFB Visitor Center by 7:45 a.m. CST to be signed in. Attendance will be limited to 2 persons per offeror. Quotes and site visit coordination shall be sent to 509cons.sollgca@us.af.mil to the attention of SSgt Daniel Young. Site visit information shall be submitted no later than 21 Jul 2017 at 2:00 p.m. CST. Provide name, phone number and company name for attendance.
C. Offerors are cautioned that Whiteman AFB, MO has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN HANDCARRYING PROPOSALS. Offerors should allow sufficient time to obtain a visitor pass and arrive at the bid depository PRIOR to the time specified for receipt.
D. Proposals must be received by 09 Aug 2017, 2:00 p.m. CST; late proposals will not be considered for award. E-mailed quotes using file compression, such as .zip, will not be accepted.
Prospective offeror must be registered and have an active status in the System for Award Management (SAM) (www.sam.gov) in order to be eligible for award. Responsible sources may submit a quotation which, if timely received, shall be considered by this agency.
E. FEDERAL HOLIDAYS: The following Federal Legal Holidays are observed by this base:
