This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) for Portable Toilet and Collection Tank Services at Whiteman AFB, MO, Solicitation Number FA4625- 17-Q-0002. This procurement is 100% small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 562991. For the purpose of this procurement the small business size standard is $7.5M. The acquisition performance period is for one (1) 12-month base period and four (4) 12-month option periods. All quotes shall be valid for a period of 90 days. The Government intends to issue a single award from this solicitation. The U.S.

Government reserves the right to refrain from awarding to any contractor in the event that all Offerors progressing beyond the technically acceptable evaluation are determined to have offered pricing that is not considered realistic, reasonable, or complete. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- 91, Defense Acquisition Circular 20160923, and Air Force Acquisition Circular 2016-0603.

Evaluation for this acquisition shall be best value, performance price trade-off.

Paper copies of the Request for Quotation will not be made available. Quote shall consist of the completed Attachment #2, Price Schedule, Attachment 5, Acknowledgment of Amendments (if amendment is made to the solicitation), and two references of portable toilet and collection tank or similar services within the last 5 years. The references shall include company name, point of contact and phone number. Only digital copies of quotes and references will be accepted. Provide the Attachment #2, Price Schedule in an excel file. Paper copies of quotes/references will not be accepted.

Quotations can be e-mailed to the following e-mail address: 509cons.sollgca@us.af.mil or by FAX to (660) 687-4822 to the attention of SSgt Jerald Belford. NOTE: Quotations must be received by Friday, 2 December 2016, 2:00 PM CST; late quotations will not be considered for award.

Prospective offeror must be registered and have an active status in the System for Award Management (SAM) (www.sam.gov) in order to be eligible for award. Responsible sources may submit a quotation which, if timely received, shall be considered by this agency.

A site visit will be held on 15 November 2016 at 2 pm CST at Whiteman AFB, MO. Attendees will meet at the Visitor’s Center at the main gate on MO Hwy 23. Persons interested in attending shall RSVP not later than 14 November at 2 pm CST. Limited to no more than 2 people per company.

Reference the REAL ID Act within the Statement of Work regarding base access for the site visit.

Service Labor Standards applies, Department of Labor Wage Decision Number 05-2307 Revision Number 18, dated 5 January 2016 is hereby incorporated by reference and can be found at the following internet address: http://www.wdol.gov.
