The estimated quantities of work are listed in Appendix 2, Workload Estimates. The Contractor shall submit reports and documentation as identified throughout this PWS. Requests for those reports, documentation and responses shall be submitted to the Contracting Officer Representative (COR).
2. Operational Requirements and Specific Tasks.
| a. Service, Pickup and Delivery. The Contractor shall pick up soiled laundry and dry cleaning with a delivery of clean laundry and dry cleaning on the next scheduled pick up day. Appendix 1, Hours/Days of Operation, specifies the time and place for pickup and delivery. All articles shall be delivered on the next pickup/delivery day following the day they were picked up. Refer to appendix 6 “Definitions”. | |
| (1) Pickup. Outgoing articles will be counted by Government personnel prior to pick up. The Contractor shall verify the count and sign a pickup ticket acknowledging receipt of the items. The Contractor’s signature constitutes agreement to the Government’s count. Exceptions to the Government’s count must be annotated on the pickup ticket at the time of pickup and signed by the Contractor and the Government representative. A copy of the pickup ticket will be retained by the Government. |
| (2) Delivery. The laundry the Contractor delivers shall be clean and dry. The laundry and dry cleaning shall be hung or packaged in the quantities specified in Appendix 3, Packaging Services. The Contractor shall record the number of items delivered on his copy of the delivery ticket. The Government representative will verify this amount delivered and annotate any shortages or overages on the delivery ticket. The delivery ticket shall be signed by the Contractor and the Government representative. In the event the Contractor’s representative does not remain for the joint count, the Government’s count will govern. The Contractor shall deliver any missing articles during the next scheduled delivery at no additional cost to the Government. |
| b. Unserviceable Articles. All unserviceable or non-repairable articles shall be returned to the Government after laundering or dry cleaning in a separate bundle clearly identified as “unserviceable”. | |
| c. Special Laundering and Dry Cleaning Tasks. The following require special handling (laundry and dry cleaning separately): | |

| (2) Bed Sheets (twin/queen). Sheets shall be bundled separately by size and by flat versus fitted sheets. All sheets shall be bundled with counts labeled on the outside of the bundle if packaged in counts fewer than those listed in Appendix 3. |
| (3) Child Development Center (CDC) Linen (sheets and blankets). CDC linens shall be wrapped in plastic, separate from the other bedding articles. (Marked on Appendix 2 & 3) |
| (4) Mattress Pads (twin/queen). Mattress pads shall be wrapped separately by size. All mattress pads shall be bundled with counts labeled on the outside of the bundle if packaged in counts fewer than those listed in Appendix 3. |
| (5) Pillows. Pillows shall be wrapped individually in plastic. |
| (6) Shop Rags/Towels. Fire hazardous, dirty shop rags/towels must be stored in metal containers. Dirty shop rags/towels shall be laundered in suitable solution which will not be flammable or impair the ability of the rags/towels to absorb water or oil. Shop rags shall be dried and packaged in plastic bags, twenty (20) pounds per bag. Plastic bags shall have the end tied. Shop towels shall be dried and packaged separately from shop rags. The poundage of the shop towels shall be added to that of the shop rags. |

| d. State or Local Department of Health Requirements. Compliance with all certification or labeling requirements arising from state or local department of health regulations is the responsibility of the Contractor. | |
| e. Vehicle Interior. Soiled articles and clean articles shall not be transported in the same vehicle at the same time. All clean articles are to be protected from contamination and soiling during transit. | |
| f. Non-Reimbursable Repairs. Except for articles no longer usable for the purpose intended, the Contractor shall repair at no cost to the Government all minor rips, tears (less than six (6) inches), open seams and holes using thread and materials of the same quality, compatible color, colorfastness, and texture as that used in the manufacture of the articles. In addition, the Contractor shall replace all broken or missing buttons with buttons of matching color and similar appearance and quality. | |
| g. Workmanship and Sanitation. Delivered finished articles and service shall conform to generally accepted industry standards for workmanship, sanitation requirements, cleanliness, finish, and appearance. All work performed shall be done under sanitary conditions. | |
| h. Re-Performance of Laundry. Any article found to not meet the requirements of the PWS shall be re-cleaned at no additional cost to the Government. After the articles are re-cleaned, the Contractor shall pack these articles separately and identify them as “Re-performed”. In situations where re-performance is not practical, the Government reserves the right to adjust the invoice as appropriate. | |
i. Contaminated Laundry. All contaminated laundry (i.e. Chicken Pox, bloodstained, bodily fluids) shall be identified by Government personnel and placed in separate plastic bags for transport to the Contractor. The Contractor is responsible for properly handling this contaminated laundry, in accordance with generally accepted industry standards.
| j. Washroom Test. The Contractor shall obtain washroom test services from an approved laboratory. National Association of Industrial Linen Management (NAILM), 2130 Lexington Road, Suite H. Richmond, KY 40475 and International Fabricate Institute (IFI), 1251 Tech Road, Silver Springs, MD 20904 are two known acceptable laboratories. Should the Contractor propose to obtain these services from a laboratory other than one of these two, the name and address of the proposed laboratory shall be submitted for approval to the Contracting Officer, either at the post award orientation conference or two weeks prior to the performance start date, whichever is earlier. Once a quarter, the Contractor shall perform washroom tests for tensile strength and whiteness retention in accordance with the laboratory’s instruction. Two (2) copies of the test results shall be provided to the Contracting Officer not later than five (5) workdays from the receipt by the Contractor from the laboratory. |
| k. Test Results by independent Laboratory. The tensile strength is considered acceptable if the tensile strength loss is rated as “satisfactory” or greater. The whiteness is considered acceptable if the whiteness loss is rated “good” or greater. Whenever whiteness retention deficiencies occur, the Contractor shall take corrective action within five (5) working days and retest. This process shall be repeated until the whiteness retention is within prescribed tolerances. |
| l. Losses. The Contractor shall pay an equitable replacement cost for lost articles, damaged, or destroyed articles, while in the Contractor’s possession. |
| m. Lost and Found Property. It is the Contractor’s responsibility to ensure all items of possible personal or monetary value found by the Contractor’s employees are turned in to the Security Police. |
3. Contractor Personnel.
| a. Management. The Contractor shall provide a full-time contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate or alternates, who shall act for the Contractor when the manager is absent, shall be designated in writing to the Contracting Officer. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available to be reached by telephone or pager during normal working hours to discuss problem areas with Government personnel designated by the Contracting Officer and available to meet on the installation within two (2) hours to discuss problem areas, if required. The contract manager and alternate or alternates must be able to read, write, speak, and understand English. The positions shall at no time be vacant. They shall comply with installation rules and regulations at all times. |
