CLAUSES INCORPORATED BY FULL TEXT

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2015)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449).

However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

(ii) If the General Services Administration, Department of Agriculture, or Department of Veterans Affairs issued this solicitation, a single copy of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained free of charge by submitting a request to the addressee in paragraph (i)(1)(i) of this provision. Additional copies will be issued for a fee.

(i) Using the ASSIST Shopping Wizard (https://assist.dla.mil/wizard/index.cfm);

(ii) Phoning the DoDSSP Customer Service Desk (215) 697-2179, Mon-Fri, 0730 to 1600 EST; or

(4) Nongovernment (voluntary) standards must be obtained from the organization responsible for their preparation, publication, or maintenance.

(j) Data Universal Numbering System (DUNS) Number. (Applies to all offers exceeding $3,500, and offers of $3,500 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM) database.

The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS +4” followed by the DUNS or DUNS +4 number that identifies the offeror's name and address. The DUNS +4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the offeror to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. An offeror within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the https://assist.dla.mil/online/start/ http://quicksearch.dla.mil/ http://assistdocs.com/ https://assist.dla.mil/wizard/index.cfm internet at http://fedgov.dnb.com/webform. An offeror located outside the United States must contact the local Dun and Bradstreet office for a DUNS number. The offeror should indicate that it is an offeror for a Government contract when contacting the local Dun and Bradstreet office.

(k) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.

(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.

(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.

(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award;

(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.

(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

51.212-1 Addendum: Instructions To Offerors

**Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.**

I. Proposal Preparation Instructions

Evaluation Methodology. The Government will award a Indefinite-Quantity contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government will award a Indefinite-Quantity contract to the contractor whose written response is technically acceptable and the lowest price.

A. General Preparation Instructions:

1. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separately parts, Part I - Technical Capability, Part II – Price Proposal, and Part III – Past Performance.

2. There is a relationship between the Solicitation’s Instructions to Offerors and Evaluation Criteria. Your attention is directed to the functional relationship between Instructions to Offerors and Evaluation Criteria of this solicitation. The Instructions to Offerors provides information for the purpose of organizing the proposal https://www.acquisition.gov/ and is not intended to be all-inclusive. The Evaluation Criteria describes the evaluation factors for award, to include the evaluation procedures for the Technical Capability acceptability and the ranking of the Price Proposals. Proposals that do not contain the information required risk rejection.

3. Alternate proposals will not be accepted. The offeror’s proposal and any subsequent negotiated changes thereto shall be binding upon that offeror, and the pricing shall be binding for 120 calendar days. The Government shall make a final determination regarding acceptability solely on the basis of the proposal as submitted without requesting any further information. However, if deemed necessary, and at its sole discretion, the Government may request additional information from Offerors clarifying, but not substantially changing any proposal as submitted for that purpose, the Government may clarify or hold discussions regarding any such proposal with the Offeror(s).

4. The proposal shall be clear. concise and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale and details that address how the Offeror intends to meet these requirements. Offerors shall assume that (1) the Government has no prior knowledge of their facilities and experience and (2) the Government will base the evaluation on the information presented in the Offeror·s proposal.

5. Each Part shall be posted to the portal clearly marked with the RFP title FA4625-16-R-0010, Base Linen Solicitation. The offeror shall make no reference to Price in the Technical Part.

6. Adherence to page limitations established in each area of consideration is imperative, as pages which exceed the limit will not be reviewed by the evaluators.

7. Each part shall contain a detailed table of contents to delineate the sections and subparagraphs contained therein. Table of contents shall not be considered in the allowable number of pages to be submitted.

8. Page and Typing: The page size shall be 8.5 X 11 inches. Pages shall be typed with a minimum of font size twelve, Times New Roman type, with minimum one inch margins. This limitation does not apply to the Attachment 2, Pricing (PID) Table.

B. Specific Instructions

1. Part I – Technical Capability: Using the instructions below, provide the specific and actual methodology you will use to accomplish/satisfy these factors. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. ldentify submitted material by corresponding factor and paragraph herein. If an Offeror is subcontracting/teaming with another vendor who will perform more than ten percent of the work or if other than the prime contractor will be performing switch maintenance, the prime shall clearly identify work to be performed by each specific sub contractor within the appropriate factors in the prime's proposal. The proposals shall provide a clear distinction of functions to be performed by the prime and subcontractor to include the following: the nature of work, criticality of the work, and the percentage of overall effort performed by each subcontractor in each area of service provided. Failure to provide the information on each vendor in a subcontracting/teaming arrangement shall render submitted proposal non-responsive and unacceptable.

Sub-Factor 1 – Logistics Plan. Limited to no more than 10 pages.

Criteria: Offeror shall prepare and submit a plan stating how the contractor intends on shipping the laundry/ dry cleaning to and from the cleaning facilities. This plan shall include a timeframe on how long it shall take to make a one way trip:

(1) Submit a plan stating how the contractor intends on dealing with contaminated clothing (i.e.

Chicken Pox, bloodstained, bodily fluids).

(2) Offerors are encouraged to provide, as necessary, additional information to clarify their technical proposal. Additional information is limited to one (1) page and will be considered as part of their technical proposal.

(3) Failure to submit a Logistics plan will result in your being immediately eliminated from competition. Offers shall be evaluated independently of the cost/price proposal evaluation to determine the offerors compliance with the technical requirements of this solicitation. The Government may make a final determination as to the rating of an offer based on the proposal as submitted without requesting any further information.

2. Part II – Price Proposal:

a. Price Reasonableness, Completeness, Balance, and Affordability. This part is to assist the Offeror in submitting sufficient pricing information that demonstrates reasonableness, completeness, balance, and affordability of the proposed price. Failure to comply with these requirements may result in rejection of Offeror's proposal. Unreasonable proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an Offeror's proposal. The burden of proof for credibility of proposed prices rests with the Offeror at the time of proposal or during subsequent discussions (if any are held).

b. Price Information. The price proposal shall not include information beyond that required by this instruction unless the Offeror considers it essential to document or support Offeror's price position. All information relating to the proposed price, including all required supporting documentation must be included in this part. Under no circumstances shall this information and documentation be included in the Technical Proposal.

c. Adequate Price Competition. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 16.505(b)(3) will not be required. However, if at any time during this evaluation the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness.

d. Rounding. All dollar amounts (unit and extended prices and other price factors) provided shall be rounded to the nearest penny (two decimal places only). This includes base period and out-year (option) prices. Failure to round unit prices to no more than two decimals may result in rejection of proposal.

e. Price Information. Submit the Pricing for all items as provided in the RFP. In doing so, the offeror accedes to the contractor terms, and conditions as written in the RFP, with attachments. The RFP constitutes the model of this contract.

(1). Complete the Bid Schedule in the SF 1449 Continuation Sheet Schedule, to include all option periods. Unit prices shall prevail in the event the extended price is calculated incorrectly.

(2) Complete the necessary fill-ins and certifications in provisions. The provisions FAR 52.212-3 shall be returned along with the proposal.

(3) Acknowledge any and all amendments to the solicitation.

3. PART III – Past Performance

a. A Quality and Satisfaction Rating for Contracts Completed in the Past Five (5) Years from the date of issuance of the solicitation: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contract. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.

b. With the Performance Questionnairein addition to para a above, the government will evaluate the quality and extent of offeror's performance deemed relevant to the requirements of this RFP. The government will use information submitted by the offeror and other sources such as other Federal Government offices and commercial sources, to assess performance. Provide a list of no more than ten

(10) of the most relevant contracts performed for Federal agencies and commercial customers within the last five (5) years of issuance of the solicitation. Relevant past performance is defined as contracts that required the offeror to conduct laundry and dry cleaning similar in scope and magnitude as provided in the Performance Work Statement (PWS) contained in this solicitation and performed within the last five (5) years. Offerors with no past experience in laundry and dry cleaning shall state so. Recent past performance is defined as contracts performed within the last five (5) years from date of issuance of solicitation, but limited to 10 contracts. Past performance information shall include information on corporate experience and past performance which clearly demonstrates that the offeror is capable of conforming to contractual requirements. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror.

Past performance regarding minor members of joint ventures or teaming arrangements will be considered as highly as the majority member of those arrangements. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.

c. Offerors shall submit a consecutive list of relevant past and present performance for the last five years from the date of the solicitation. The list shall include no more than the 10 of the most relevant contracts.

Offerors shall submit the list no later than the date and time indicated on the Standard Form 1449, Block 8, to 509 CONS/LGCB, Attn: Brady Goodwin, 660 10th St. Ste 222, Whiteman AFB, MO 65305-5344.

2. Contracting agency

3. Contract number

4. Brief description of contract effort.

6. Period of performance

7. Total contract value, including all modifications and options

8. Contracting Officer’s name, address, and telephone number

9. Comments regarding compliance with contract terms and conditions

10. Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions

d. Each offeror is responsible for sending the attached past performance questionnaire to its references.

Upon completion of the questionnaires, they shall be returned directly from the references to the attention of 509 CONS/LGCB, Attn: Brady Goodwin, 660 10th Street, Suite 222, Whiteman AFB, MO 65305- 5403. This list may be provided by fax to (660) 687-4822 or email to 509CONSLGCB@us.af.mil.

Completed questionnaires must be submitted no later than the offer due date and time indicated on Standard Form 1449, Block 8. This requirement for the submission of questionnaires is in addition to the requirement for a list of consecutive contracts specified in paragraph 2(a)(1) above.

e. Offerors are cautioned that the Government will use information provided by the offerors and information obtained by other sources in the development of the performance confidence assessment.

f. Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime offeror.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: see addendum below.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-2 Addendum: Evaluation of Offers

I. The Government will award a firm fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. This acquistion will utilize the Lowest Price Technically Acceptable (LPTA) process to make a best value award decision. The following factors shall be used to evaluate offers:

Part I – TECHNICAL CAPABILITY Part II – PRICE Part III – Past Performance

A. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding an additional 6-months of potential extension based on the offeror's final option period prices to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period and all option periods including the potential six-month extension of services period. Offerors are required only to price the base and option CLINs. Offerors shall not submit a price for the potential six-month extension of services period.

B. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

C. Offerors are cautioned to submit sufficient information and in the format specified in the Instructions to Offerors. Offerors may be asked to clarify certain aspects of their proposal. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for proposal revision.

D. The Government intends to award a contract without discussions with respective Offerors. Therefore, the Offeror’s initial offer should contain that Offeror’s best terms from a price and technical standpoint. The Government, however, reserves the right to conduct discussions if deemed in its best interest. Prior to discussions, a competitive range may be established and the Offerors within the competitive range will be part of the discussions. The Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

II. Basis for Contract Award. This is a competitive best value source selection in which competing Offerors' proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) process. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being determined unacceptable. The Government intends to award one contract. The Government seeks to award to the Offeror who in the Government’s estimation, provides the greatest overall benefit in response to the requirements. All such offers shall be treated equally except for their technical capability, prices and performance records. The evaluation process shall proceed as follows:

A. Evaluation Process:

1. Initially offers shall be ranked according to price, including option prices.

2. A technical and past performance assessment will be conducted on the three lowest priced offers. The offers will be evaluated and shall receive a technical and past performance acceptability or technical unacceptability rating. If none of the three lowest priced offerors is judged to be technically acceptable and have acceptable past performance, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to be technically acceptable or until all offerors are evaluated.

3. Prior to award, a responsibility determination will be made as described in FAR Part 9.

B. Technical Capability:

1. First, the technical capability of all offers will be evaluated on an ACCEPTABLE / UNACCEPTABLE basis.

a. ACCEPTABLE – Proposal clearly meets the minimum requirements of the solicitation.

b. UNACCEPTABLE – Proposal does not clearly meet the minimum requirements of the solicitation.

2. Evaluators shall assign a rating of ACCEPTABLE / UNACCEPTABLE based on the minimum requirements stated below.

C. Price Proposal

1. For award purposes, the Government will evaluate offers by the “total evaluated amount”. The “total contract amount” consists of the total evaluated amount of the Base and Option Period Bid Schedules of this solicitation. The total price of the Base Period, or an Option Period, is the sum of each Bid Schedule for the respective year. Offerors shall insert proposed bid schedule prices for a base year, along with 4 option years.

NOTE: Failure to include priced bid schedules for a base year, along with 4 option years, shall deem the proposal unresponsive and the proposal will not be considered for award. The extended amounts for the base period, to include, all option periods and extension of services, will be added together for a total evaluated amount and will be used for the ranking of Offerors. Unit prices shall prevail in the event the extended price is calculated incorrectly. Each Offeror’s price proposal will be evaluated for completeness and reasonableness.

Unrealistically low proposed costs/prices may be grounds for eliminating a proposal from competition on the basis that either the Offeror does not understand the requirement or the Offeror has made an unrealistic proposal. Proposed unit prices of all priced items for each year’s bid schedule will be evaluated for unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items or sub-line item(s) appear to be significantly overstated or understated as indicated by the application of cost or price analysis techniques.

2. The Offeror shall submit complete pricing data for all items listed in the Bid Schedule. The Government’s expectation is that these items will be per industry standard and priced accordingly. NOTE: Failure to include pricing for any item in the Bid Schedule, or carrying that years’ total price to the respective option year, shall deem the proposal unresponsive and the proposal will not be considered for award.

3. Proposed prices will become fixed prices on the contract. In the event the Government extends services under the authority of FAR 52.217-8, “Option to Extend Services”, unit pricing for the last option period exercised preceding the extension shall remain in effect. These prices are already determined to have been evaluated at time of contract award. Evaluation of options shall not obligate the Government to exercise the option(s).

5. Price evaluation will be conducted as follows:

a. “Total Evaluated Amount” for Base Period and Option Period CLINs and Extension of Services (see note within this paragraph below): The Bid Schedule, are all added together for an extended total price for that specific period. Example: Base period total = Completed Bid Schedule (FY 17); Option Period 1 total = Completed Bid Schedule (FY 18); etc.. NOTE: The Option to Extend Services Clause 52.217-8 will also be evaluated for the Offerors’ proposed prices. The 52.217-8 Extension of Services will be added/calculated to the Offeror’s price proposal. Example: Total Evaluated Amount for Extension of Services = Completed Bid Schedule (FY 21); monthly rate X 6.

b. “Total Contract Amount” is: (Base Period = Total Evaluated Amount for Base Period) + (Option Period 1 = Total Evaluated Amount for Option Period) + (Option Period 2 = Total Evaluated Amount for Option Period 2) + (Option Period 3 = Total Evaluated Amount for Option Period 3) + (Option Period 4 = Total Evaluated Amount for Option Period 4)

c. The techniques and procedures described under FAR 16.505 will be the primary means of assessing price submission reasonableness.

d.. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost/price information will be requested. However, if at any no longer exists, Offeror’s may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of price.

e. An Offeror’s proposal may be rejected if the Contracting Officer determines the lack of realistic, balanced, or reasonable price information contained in any portion of an Offerors price proposal.

D. Past Performance. The Past Performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. Offerors must receive a past performance rating of “ACCEPTABLE” to be eligible for award.

1. Ratings. The Past Performance factor will receive one of the ratings described below.

a. ACCEPTABLE – Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

b. UNACCEPTABLE – Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

c. Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

2. Evaluation Process. The past performance evaluation considers each offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the solicitation requirements. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance proposal volume and information obtained from other sources available to the Government, to include, but not limited to: the Past Performance Information Retrieval System (PPIRS); Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; and interviews/questionnaires with Program Managers, Contracting Officers, and commercial sources.

a. Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past 5 years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

b. Relevancy Assessment. The Government will conduct an evaluation of all recent performance information obtained to determine whether the products provided/services performed under those contracts relate to similar work and magnitude as those required by this solicitation. Consideration will be given to:

(1) Relevant past performance is defined as contracts that required the offeror to conduct laundry and dry cleaning similar in scope and magnitude as provided in the Performance Work Statement (PWS) contained in this solicitation and performed within the last five (5) years.
