About this file
This is a Questions and Answers document for federal contract solicitation FA462126Q0016-22, issued by McConnell Air Force Base for the lease of a Hematology Analyzer to support the 22d Medical Clinic.
The document addresses four key clarifications regarding contract requirements and pricing. Regarding test volume, vendors should use 4,500 tests annually as the basis for reagent usage and Cost Per Reportable Result (CPRR) estimates, though historical volumes have been under 3,000 tests per year. Contractors are permitted to submit quotes as fixed monthly billing amounts based on Cost per Reportable Result, eliminating the need for monthly test volume reporting and providing predictable spending throughout the contract term. Automated rerun/reflex testing capability is identified as preferred rather than required for the autoloading feature. Cap piercer capability is designated as a mandatory requirement to prevent technician exposure to potentially hazardous testing materials, as personnel must not manually open sample tubes to access samples for testing.

Q&A - FY26- FA462126Q0016-22 MDG HEMATOLOGY ANALYZER LEASE
Q1. Attachment 1 Statement of Work Sections 1.0 and 5.1 state an annual patient test quantity of 4,500. Historically reported patient test counts over the past 12 months are less than 3,000.
Does McConnell AFB Clinic expect an increase in patient test counts over the term of this contract, or should vendors use 3,000 to estimate reagent usage and quoted CPRR?
Answer: The 22d Medical Clinic at McConnell AFB does not expect to exceed the test quantity of 4,500 count/year.
Q2. Attachment 1 Statement of Work (SOW) specifies under section 2.1 the desire for a “cost per reportable” but the “Supplies or Services & Prices or Costs” section on page 3 of the Combo solicitation document refers to CPT which is a cost per test.
Is it acceptable to provide our quote as an all-inclusive fixed monthly billing amount based on a Cost per Reportable Result?
The fixed monthly billing option does not require monthly test volumes to be reported, and billing will remain at the same rate for the term of the contract to aid in more predictable spending regardless of fluctuations in test volumes. The fixed monthly billing also removes any confusion of what should be reported, tests or reportables.
Answer: Yes, it is acceptable to provide contractor’s quote as an all-inclusive fixed monthly billing amount based on a Cost per Reportable Result?
Q3. Is automated Rerun/Reflex testing capability preferred or required for the “auto-loading feature” listed in Attachment 1 Statement of Work Section 1.1?
Answer: This is preferred, not required. Our current analyzer does not automatically rerun tests, based on the results, the clinic personnel will know if it needed to be run again.
Q4. Is a cap piercer required to avoid exposure to potentially hazardous testing material?
Answer: This is a requirement; the technicians should NOT be opening each sample tube to test on the analyzer; it needs the capability to pierce the caps to access the sample.
