Q&A – Wood Shop Filter Replacement

• Q. What type of machinery is currently in use at the workshop?

o A. Table saw, band saw, multiple belt sanders, orbital sanders, jointer, lathes, scroll saws, CNC, and other misc. wood working equipment.

• Q. Will we also be responsible for disposing of the filters? If yes, please provide a safety data sheet so that we can ensure proper disposal.

o A. Yes you would be responsible for disposing of the filters. I don’t have a SDS for the filters.

• Q. What are the operating hours of the woodshop — is it running 8 hours per day, or 24 hours per day, throughout the week?

o A. It operates 8 hours per day. The following is the hours of operation:

Sunday and Monday: Closed

Tuesday: By appointment 1100-1900

Wednesday and Thursday: 1100-1900

Friday: 1100-1700, Safety class from 1700-1900

Saturday: 1100-1900

• Q. Equipment Height: Please confirm the installation height of the Donaldson Torit UMA dust collection unit (measured from ground level to the filter access point) so that we may determine the appropriate lift equipment.

o A. Approximately 20ft, my measuring tape kept falling so I added 3 extra feet to be on the safe side.

• Q. Lift Equipment Restrictions: Are there base safety requirements or restrictions on the type of lift equipment permitted (e.g., electric vs. combustion, maximum working height, certification requirements)?

o A. That I don’t know. Typically they just bring out a lift that is needed to work on the machine. I don’t believe that we have any restrictions as it would be the contractors lift equipment and not the base’s.

• Q. Filter Specifications: The solicitation identifies two CLINs: CLIN 0001 with 2 filters and CLIN 0002 with 1 filter. Can the Government confirm:

o Whether CLIN 0002 represents a secondary filter (e.g., pre-filter or after-filter) associated with the same Donaldson Torit UMA unit, or if it intended to serve only as a spare

A. CLIN 0001 represents the filters. CLIN 0002 represents all of delivery and installation per SoN.

o The total quantity of filters required for full performance is 3.

A. 2 total Filters are required

• Q. Unit Model and Age: Can the Government confirm the exact model number of the Donaldson Torit UMA dust collector system, along with the approximate age? If needed, will the government make prior maintenance records available to the contractor?

o A. Unimaster Model no: UMA750. SN: 10212163 L1 o B. I took over the facility in October 2024, so I have limited maintenance records for this system.

• Q. Extent of Damage and Scope: The solicitation requires the contractor to assess and report damage. Could the Government clarify whether any additional repairs beyond filter replacement are expected to be included under the fixed-price award, or if such work would be addressed through a contract modification or separate order.

o A. There shouldn’t be another additional repairs needed, but if they see something that would need to repaired/replaced it would be on a separate order.

Funding would have to be approved for the separate work task.

• Q. Acceptance Criteria for Test Run: Please clarify what performance standards will be used to determine successful completion of the test run (e.g., airflow verification, visual inspection, or pressure drop measurement).

o A. Airflow verification. They typically will run the dust collector for several minutes to ensure that it is indeed sucking up all the wood dust and not pumping it back into the facility.

• Q. Warranty Terms: The SoN requires a one-year warranty for each filter. Please confirm whether this applies to product defects only.

o A. This would be just for product defects only.

• Q. Delivery Requirement: The solicitation states “Delivery Schedule – From date of award receipt to latest delivery, 60 calendar days.” Could the Government please confirm whether this requirement refers to:

o Delivery of the filters onsite within 60 days, or o Full installation, testing, and Government acceptance completed within 60 days.

A. Full installation, testing, and government acceptance must be completed within 60 days.

• Q. Base Access and Security: Please confirm the requirements for contractor personnel to gain access to the military installation, including background checks, badging, escort procedures, or other clearance measures.

o A. Base access will be coordinated through the POC listed on the contract to be escorted to the worksite. Contractor employees will require a valid state issued drivers license and subject to a vehicle inspection from the west gate.

• Q. Hours of Access: Could the Government confirm the hours during which contractor personnel will be permitted to access the facility for inspection and repair work, and whether there are restrictions on evenings, weekends, or holidays?

o A. Monday through Friday 0900-1900 would be the available times. We would need to get them a pass and an inspection on their vendor vehicle, so they would need to be on base before 1400 to report to the inspection gate.
