About this file

This document is a Questions and Answers file for the FY25 Airfield Paint & Rubber Removal Maintenance federal contract opportunity at McConnell Air Force Base. The questions and responses cover critical project details including waste disposal requirements, work scheduling, and project logistics. Key insights include: the project allows 24/7 operations, weekend work is encouraged, one runway will be shut down at a time, and waste (water/rubber/paint) will be disposed of at a landfill (previously Redi Industries). The contractor will use high-pressure water for removal without solvents, can keep frak tanks and roll-off dumpsters on-site for the full project duration, and will need to coordinate work areas in advance with the government to relocate aircraft.

Additional notable details include: there are 3 nose blocks to be removed on Taxiway A CL, entry control points will be reinstalled to match existing standards, runway hold position sign heights will be 12 feet, and the government is still updating the Independent Government Estimate (IGE) for contract line item (CLIN) quantities. The project will use one mobilization effort moving continuously across work areas, and workers must check out radios from the Government Inspector when working. Specific evaluation factors for option CLINs are outlined in Section M of the solicitation documents.

Questions

1. Is it safe to assume that a frak tank would be required to be used for liquid disposal following rubber/ paint removal. Are there any additional tests that the government would require outside of the normal tests required by Waste Management? How tall are frak tanks? Need to be under 12’ tall. There are no tests for the Government.

2. Could the frak tank remain on site for the full duration of the project scope or would it have to be removed after every phase? For the duration of the project, to be located in the laydown yard.

3. We would assume that a roll off dumpster would be required to be used for solid disposal following rubber/ paint removal. Are there any additional tests that the government would require outside of the normal tests required by Waste Management? Based on past project, a rubber dumpster will be needed and a paint/water tank/dumpster will be needed. No testing will be required by the Government.

4. Could the roll off dumpster remain on site for the full duration of the project scope, or would it have to be removed after every phase? Full duration, to be located in the laydown yard.

5. Is there a specific landfill that the government would require the liquid and solid waste to be disposed at? Based on past projects, used Redi Industries but there may be other landfills that accept the water/paint/rubber slurry.

6. Could the government confirm that there is no lead-based paint in any of the markings to be removed by the contractor? No lead-based paint in the current markings

7. In regard to phasing, is it the government’s intentions to completely shut down one runway at a time or would nighttime operations be required? If nighttime work is an option, what would be the hours of access? Shut down one runway at a time.

Workers will need to check out radios from the Government Inspector. 24/7 operations will be allowed if the contractor opts to work this schedule.

8. Can the contractor possibly have work access over the weekends to complete the work in a timely manner? Yes, and weekend work is encouraged since less flying happens on the weekends. Workers will need to check out radios from the Government Inspector

9. If we were to utilize a removal truck that encompasses a vacuum system, would a sweeper truck still be necessary to follow behind the removal truck? A separate sweeper truck will NOT be necessary if the vacuum system will pick up the water/paint/rubber waste off the surface.

10. Would the government consider the use of an environmentally friendly solvent to mix with the high-pressure water system? By using a solvent, this can help to decrease the amount of pressure that is needed to remove the rubber from the asphalt and can decrease damage to the surface underneath.

No solvents will be used in the removal, only high pressure water. Hydrants are available around the airfield to provide water.

11. In regard to the removal of the “blacked out nose blocks” in the deicing pit, could you clarify how many nose blocks there are that will need to be fully removed? There are on 3 on Taxiway A CL that need to be removed.

12. With regard to project phasing, is it the intent for the contractor to complete the project in one mobilization with multiple phases of work areas and estimated timelines? The intent is for the contractor to have one mobilization effort and move from area to area continuously for the duration of the project. Contractor will need to coordinate in advance on which areas of the airfield are to be worked so that aircraft can be relocated for work in the affected area.

13. Are runway closure “X “s and barricades required of the contractor or will these be provided by the government? “X”s will be provided by Base if the Runways are closed for 3 days or more. If used, the contractor will need to tow them to the runway and provide routine maintenance (fueling, oil, etc.) to keep them in operation. If needed for the Runway closure for 3 or more days, low profile barricades will need to be provided by the contractor.

14. Will extend work hours be allowed on this project? Yes, 24/7 operations will be allowed if the contractor opts to work this schedule. Please communicate in advance for coordination of work areas.

15. The entry control points pictured are not the current standard from Ufc 3-260-04 will these be removed and updated? For North MAPA, reinstall entry control points to matching existing.

16. The drawing in the specs for the surface painted runway hold position signs shows an inscription height of 12 feet but the verbiage states 9 feet, which is correct? On the airfield it is 12 feet, want to stay with that size. Government will correct specs.

17. What is done with the water from the removal process? Both rubber and paint removal. Removed Water/Rubber/paint will go to a landfill accepting this waste. The last contractor used the Redi industries landfill

18. Do you have an actual quantity per CLIN? We are working on updating the IGE so we will know quantities per CLIN.

19. How are you going to evaluate option CLIN? Is the option clause included in the IFB?

Evaluation factors are outlined in Section M. Each CLIN will be evaluated with these criteria.
